    Recalibrating India’s Act East Policy: New Realities in Myanmar and Bangladesh

    On 23 September 2024, Reuters published a news item quoting unnamed sources that said that India had ‘ invited political and military opponents of Myanmar’s ruling junta to attend a seminar in New Delhi. Even as the lack of corroboration of such a report puts it in the realm of conjecture, it is worthwhile mulling over the motivations or otherwise for such a seminal event to be even contemplated, especially in the light of implications for India’s Act East Policy.

    On 23 September 2024, Reuters published a news item quoting unnamed sources that said that India had ‘ invited political and military opponents of Myanmar’s ruling junta to attend a seminar in New Delhi’[i]. The item went on to specify that the shadow National Unity Government (NUG) and ethnic minority rebels from the states of Chin, Rakhine and Kachin bordering India had been invited to a seminar in mid-November, to be hosted by the Delhi-based Indian Council of World Affairs (ICWA), a foreign policy think tank funded by the Government of India. The piece was also carried by some major Indian newspapers with its origin attributed to Reuters. At the time of writing, there has been no acknowledgement or rebuttal of this report by any government agency. Neither has the ICWA posted this on its website as a forthcoming event. Even as the lack of corroboration of such a report puts it in the realm of conjecture, it is worthwhile mulling over the motivations or otherwise for such a seminal event to be even contemplated, especially in the light of implications for India’s Act East Policy.

    A Summary of India’s Act East Policy

    India’s ‘Act East’ policy of 2014 is an initiative that takes off from its earlier ‘Look East’ policy. ‘Act East’ envisages initiatives at multiple levels with the nations of ASEAN and the wider Indo-Pacific region. These initiatives are to be taken forward through a process of continuous engagement at bilateral, regional and multilateral levels, thereby providing enhanced connectivity in its broadest sense, including political, economic, cultural and people-to-people relations.[ii]

    To successfully implement the ‘Act East’ policy, the Indian government is working to make the North East its strategic gateway to ASEAN. Accordingly, it has increased the allocation for the region’s development by more than four times over the last 10 years.[iii]  The North East is also poised to benefit from initiatives from countries like Japan which earlier this year had proposed developing an industrial hub in Bangladesh with supply chains to the North East, Nepal and Bhutan.[iv]

    As the North East becomes India’s gateway to ASEAN,  the centrality of Myanmar to our Act East becomes apparent. It is the key link in the road connectivity between India’s North East and other ASEAN nations whereby the free flow of inland goods, services and other initiatives to and from these nations to India can be ensured. The success or otherwise of Act East is thus directly affected by the security environment in Myanmar. Instability here will negatively impact our North Eastern states sharing borders with that country. The internal situation in Myanmar therefore becomes an area of prime concern for India, warranting close attention.

    For similar reasons, another neighbour, Bangladesh, is equally important for the success of India’s Act East Policy. India’s North East has benefitted from good ties with Bangladesh, both security-wise and economically. Militancy in the North East has reduced over the last decade and a half. With Bangladesh agreeing to provide access to its ports in the Bay of Bengal for the movement of Indian goods, the North Eastern states have a shorter route to the sea. Additionally, states bordering Bangladesh such as Assam and Meghalaya have developed trade links with that country for mutual benefit. The  BBIN (Bangladesh Bhutan India Nepal) Motor Vehicle Agreement for the Regulation of Passenger, Personal and Cargo Vehicular Traffic was signed in 2015 to ‘ promote safe, economically efficient and environmentally sound road transport in the sub-region andfurther help each country in creating an institutional mechanism for regional integration’  is another mechanism for implementing our Act East and Neighbourhood First policies[v]. The role of Bangladesh here is pivotal.

    State of the Civil War in Myanmar

    Fighting in Myanmar is now in its fourth year. The military junta continues to suffer reverses on the battlefield. Large portions of Rakhine State and certain portions of Chin State are now under the control of the Arakan Army (AA). International Crisis Group has recently averred that ‘..in just a few months, the Arakan Army has created the largest area in Myanmar under the control of a non-state armed group – in terms of both size and population – and is now on the verge of securing almost all of Rakhine[vi].

    In Shan state to the North, the Three Brotherhood Alliance (TBA) of three Ethnic Armed Organisations (EAOs) had by December 2023, captured over 20,000 square kilometres of territory, including key border crossings and trade routes between China and Myanmar in Operation 1027[vii].  On 07 March 2024, the Kachin Independence Army (KIA) launched Operation 0307 and successfully captured certain military posts across  Kachin State close to the Chinese border. This forced the Tatmadaw (Myanmar military) to redeploy, further thinning out forces[viii]. Fighting also continues in other states and regions across the country, notably Sagaing and Kayah.

    Associated Press deduces that ‘.. the announcement of the measure on state television amounts to a major, though tacit, admission that the army is struggling to contain the nationwide armed resistance against its rule..’.The Junta has since conscripted Rohingya youth and deployed them against the Rakhines. 

    Notwithstanding these losses, there is no let-up in the Tatmadaw’s efforts to combat the rebels. The Junta has resorted to conscription to stem rising attrition, activating an old law in this regard. Associated Press deduces that ‘.. the announcement of the measure on state television amounts to a major, though tacit, admission that the army is struggling to contain the nationwide armed resistance against its rule..[ix] To further contextualise, the same article stated the rebel National Unity Government’s (NUG) claim that more than 14,000 troops have defected from the military since the 2021 seizure of power. The Junta has since conscripted Rohingya youth and deployed them against the Rakhines. The Chins fear that they too will be acted upon similarly.[x]

    To overcome the asymmetry of force especially in artillery and airpower, the rebels have acquired large numbers of drones. These are being used to bomb military positions, contributing significantly towards the successes of the CNA’s operations[xi].  To summarise, Myanmar’s civil war continues to see-saw with no signs of ebbing. The Junta continues to make periodic peace overtures to the NUG with conditionalities that the latter is unwilling to accept[xii]. With the multiplicity of actors and issues involved, there are no clear indications of how and when the conflict will be resolved.

    Impact of the  Myanmar Conflict on India’s North-East

    The impact of Myanmar’s internal situation on India’s border states has progressively worsened. Initially, after the Junta takeover, it was Mizoram which bore the brunt. The state government citing common ethnicity and humanitarian concerns accepted the influx of Chins from Myanmar as a moral responsibility and initiated rehabilitation measures. These refugees along with earlier refugees from Bangladesh recently joined Kukis from Manipur, number around 44000 and continue to remain in refugee camps.[xiii] The Central government has had to reconcile its policy of preventing infiltration across borders with the societal realities of Mizoram. A positive outcome of this approach is that there has been no violence in Mizoram.

    In Manipur, by September 2024, the 18-month-long ethnic conflict had resulted in over 225 deaths and some 60,000 people displaced.[xiv] The administration has been derided by both sides, more so with recent warnings about impending threats to law and order[xv] followed by retractions[xvi]. People of either community have been uprooted from their homes and moved to safe areas separated by buffer zones guarded by security forces.  So great is the mutual suspicion that on the clamour of the Meiteis to replace the Assam Rifles, two battalions of this central force have been withdrawn and replaced by the Central Reserve Police Force (CRPF), against the wishes of the Kukis[xvii].

    Voices for an independent ‘Kukiland’ for the Kuki Zo peoples are being raised,[xviii] which are variously interpreted as a demand for greater autonomy within Manipur or for a separate union territory. The current happenings also dredge up the old ghost of ‘Zale’n-gam’ or Kuki nation, comprising the Chin Kuki Zomi peoples (including Mizos) residing across India, Bangladesh and Myanmar. Zale’n- gam has few takers and appears restricted to a YouTube channel[xix]. Today both sides fight each other with a variety of weapons including improvised rockets and drones. Hostage-taking is the latest tactic that has been adopted.[xx]

    Tension between the Nagas of Manipur and other communities is discernible with some reports of violence against the former.[xxi] As of now Nagas have kept out of the Kuki-Meitei dispute; also, other than the insurgent National Socialist Council of Nagaland ( Isak Muviah) faction (NSCN-IM) that is observing a ceasefire with the Centre, no other party has demanded integration of all Naga inhabited areas in India ( Arunachal Pradesh, Assam, Manipur) and Myanmar – the idea of  Greater Nagalim.

    At the state level, the responses of Mizoram and Manipur to the Myanmar crisis vary. This can be best seen in their reactions to the Centre’s recent notification to fence the entire 1643 Km Myanmar border and its earlier decision to end the Free Movement Regime that permits movement on both sides of the border for up to a distance of 16 km.[xxii]  While the Mizoram government and tribes living in both states oppose the decisions, the Manipur government clamours for its implementation. Currently, only around 30 Km of the border has been fenced.

    Since the Tatmadaw now has limited control over its border areas, it has become imperative for India to commence a structured dialogue with other warring parties in Myanmar’s border regions. This, with a view to restoring the situation in Manipur (and on the border) through mutually acceptable solutions at least for the short to medium term, is necessary. Only then can a modicum of security on the border be guaranteed. This involves navigating a maze of ethnic, religious, historical and societal issues with great sensitivity. The importance of such a dialogue cannot be overemphasised, more so because of recent developments in Bangladesh.

    The Impact of Bangladesh’s ‘Second Liberation’

    The events of 5 August 2024  that witnessed the overthrow of Sheikh Hasina’s government have proved to be yet another watershed in India-Bangladesh relations. India has invested more in the India-Bangladesh relationship than with any other neighbour in South Asia. A glance at the website of our Ministry of External Affairs[xxiii], where details of various agreements and summaries from the last Prime Ministerial meeting in Delhi in June 2024 are provided, will suffice to show just how strong and all-encompassing this relationship has become.

    Persons or organisations associated with the previous regime have either fled the country or been placed under arrest and assets confiscated. A few have been killed by mobs. Bank accounts of others have been frozen. Jamaat e Islami which collaborated with the Pakistan Army in 1971 has been resurrected. Extremists with proven murder charges against them have been freed from prison, as have political prisoners.

    At the time of writing, it is two months since the interim government headed by Chief Advisor Mohammed Yunus assumed charge.  The country continues to make efforts to reestablish the rule of law. All wings of the armed forces have been given magisterial powers[xxiv]. The functioning of the judiciary, higher civil services, local administration, police, security agencies, banking, economy, and higher education, is under review. Persons or organisations associated with the previous regime have either fled the country or been placed under arrest and assets confiscated. A few have been killed by mobs. Bank accounts of others have been frozen.[xxv] The Jamaat e Islami which collaborated with the Pakistan Army in 1971 has been resurrected. Extremists with proven murder charges against them have been freed from prison, as have political prisoners. Commissions have been set up to suggest reforms in the constitution, electoral system, police, judiciary, public administration and in tackling corruption.  Elections do not seem to be on the horizon yet. The advisers ( as the ministers are currently known) are new faces, not well known in India.

    While this paper does not attempt to be a study of India-Bangladesh relations, the polarised politics in that country coupled with a perception that the misdeeds of Sheikh Hasina’s government were conducted with impunity because of Indian backing, is sure to impact India’s portrayal here.

    With the removal of Sheikh Hasina, the India-Bangladesh relationship is undergoing a major reset. Statements of certain public figures and sentiments of a section of the population in that country suggest that a different perspective on the evolution of Bangladesh as a nation from 1971 onwards is emerging. While this paper does not attempt to be a study of India-Bangladesh relations, the polarised politics in that country coupled with a perception that the misdeeds of Sheikh Hasina’s government were conducted with impunity because of Indian backing, is sure to impact India’s portrayal here. This will make it an arduous task for both countries to go back to the trusted, cooperative and mutually beneficial relationship that existed. As mentioned, the list of achievements for both countries is far too numerous –  settlement of land and oceanic borders,  road, rail and riverine connectivity (including use of ports), economy and business ( both government and private), education including educational scholarships, technology, disaster management, border management, maritime security, military to military cooperation, improved people to people contacts, culture and health. As per records, of the 16 lakh visas issued by India for Bangladesh nationals in 2023, 4.5 lakhs were for medical treatment alone[xxvi]. Economies are so embedded that everyday necessities like onions are exported regularly to Bangladesh ( approximately 6 to 7 lakh tonnes annually).

    Even as the new regime provides assurances on the security of minorities and acknowledges India as an important neighbour, the enthusiasm with which it has interacted with official interlocutors from a host of nations worldwide especially China, Pakistan and the US is noteworthy and indicates where its newfound priorities might lie.

    A parallel reality, however, is that negative perceptions about India have historically found space in sections of Bangladesh’s polity. These have received a huge fillip after the change of regime with even settled agreements prone to misunderstanding. A recent example pertains to a tripartite agreement dating back to the Hasina period whereby electricity is to be imported from Nepal via India to Bangladesh. The agreement was signed in Kathmandu in the first week of  October 2024. Newspaper reports from Bangladesh indicate that there is palpable resentment over the condition that Indian transmission systems inside Indian territory be utilised for this purpose since it increases costs per unit of electricity in Bangladesh.[xxvii] Another issue currently bedevilling relations is the state of minorities in Bangladesh who have faced attacks on their homes, businesses and religious places with some loss of life, since the protests in July. India’s concerns in this regard have been conveyed at the highest level. Even as the new regime provides assurances on the security of minorities and acknowledges India as an important neighbour, the enthusiasm with which it has interacted with official interlocutors from a host of nations worldwide especially China, Pakistan and the US is noteworthy and indicates where its newfound priorities might lie.

    Larger Implications for India

    Bangladesh and Myanmar are pivotal for India’s Act East policy from the security, economic and connectivity angles. The issues pertaining to Myanmar and Manipur have been brought out earlier. A common concern affecting both nations and  India is the Rohingya crisis. Despite international pressure and requests from Bangladesh for China to intercede with Myanmar on its behalf, there has been no positive response from Myanmar. Bangladesh, which currently hosts close to one million refugees,[xxviii] has publicly expressed its inability to accommodate any more Rohingyas and asked for a speedy ‘third country settlement’ [xxix]. A detailed report of the International Crisis Group (ICG) in October 2023[xxx]provides details of activities of militant organisations like the Rohingya Solidarity Organisation (RSO) and Arakan Rohingya Salvation Army (ARSA) which are involved in drug running from Myanmar along with Bangladeshi syndicates for sale of the product in that country. Their participation in violent crime and other illegal activity has become a pressing concern within Bangladesh. Rohingyas have infiltrated into India as well, and have been identified as far North as Jammu. The security implications of such migration for both Bangladesh and India are apparent. The insensitivity of the Myanmar Junta on this account is heightening security risks for India and Bangladesh and merits diplomatic intervention.

    With the situation in Bangladesh evolving by the day, it is prudent for India to take a strategic pause as it weighs its options for pursuing its Act East policy. While giving the new regime in Bangladesh its due, India has to consider the impact of resurgent forces aided by inimical powers that aim to derail the India-Bangladesh relationship beyond repair. Even as both countries attempt to reestablish strong ties, the old adage preached by educated Bangladeshis in the context of support to Sheikh Hasina’s regime that ‘India should not put all its eggs in one basket’ resonates. While Myanmar geographically cannot provide the singular advantages that Bangladesh can, it is time for India to press for securing Myanmar’s cooperation to complete pending projects in that country, such as the Kaladan Multi-Modal Port Project (KMMPP) via Sittwe and Paletwa, that provides an alternate route to our North East, as well as the Trans Asian Highway (TAH) that provides connectivity with the rest of ASEAN, amongst others.

    To summarise, two possible reasons for inviting rebel Myanmar groups to Delhi could be: first, the relative viability of either Bangladesh or Myanmar to help implement the Act East policy in light of the emerging situation in Bangladesh and the state of the civil war in Myanmar. The second, ensuring security on the India-Myanmar border, to prevent aggravating the situation in India’s border states.

    “And Now to some serious Governance”

    A time comes for each leader and government to rise above pettiness, discarding ill will and hatred towards all. For the BJP, now uniquely in its third term, this is the time to show the nation that it is a party with a difference. For the opposition equally, this is the time to cooperate with the government on critical issues impacting the country.  

     

    Since my retirement from active service, I have avoided politics and political writings like the plague, but the avoidable happenings of the past few months have caused me, like am sanguine would have to millions of our countrymen, pain and a sense of despair.

    India has conducted over 18   general elections to its Parliament since 1952 with a lot of fury and vibrancy, but the Lok Sabha 2024 general elections were indeed an example of abysmally low-level politics transcending our better senses.

            How the world’s largest democracy indulged in its Lok Sabha 2024 elections was hardly complimenting to it considering the unquestionable fact that among the emerging nations in the world, call it from the Global South, the conduct of our elections showed some among those participating in poor light. Between competing political parties, enlightened debates and mutual civility were sadly lacking.   India has conducted over 18   general elections to its Parliament since 1952 with a lot of fury and vibrancy, but the Lok Sabha 2024 general elections were indeed an example of abysmally low-level politics transcending our better senses. India, which carries a fair amount of moral authority and is considered an example of a true and vibrant democracy, cannot let its hallowed image be sullied attributable to the selfish electoral games of some of its political leaders. The party in power at the Centre, the principal Opposition party and all those regional parties at the helm in the states have to display adequate maturity and a modicum of propriety and civility towards each other and not politicize each and every aspect of governance or national issues impacting India. The opposition, as it shows the mirror to the government on critical issues of governance, must not criticise each and every act of the government as a matter of routine.

             With the outcome of the general elections now done and dusted and the previous BJP government back in power, albeit with a clear reduction in its seats tally from 303 down to 240, it must get down to the exacting business of good governance from the Centre. That the same government, with its experience of the last ten continuous years in power, fielding more or less the same faces in the Cabinet in critical ministries and importantly serviced by the same bureaucrats should have, relatively speaking, not such an arduous task in governance. However, the thrust for fair, equitable, and sensitive handling of all critical matters across the nation has to come from the top political leadership. All our states must never feel discrimination by the Centre, especially in financial allocations urgently required for developmental works and disaster management. Additionally, the new government must take stern measures to keep rising inflation and unnecessary governmental expenditure under check before the economy takes a severe nose-dive.

             The Modi government, with the continuous experience of the last ten years, will have more than a good idea of the systemic improvements required and about areas needing additional financial resources and effort. It is unnecessary to worry too much about criticisms from the opposition but to carry on regardless in developmental works, without fear or favour, and with impartiality towards all the states in the true spirit of federalism. A time comes for each leader and government to rise above pettiness, discarding ill will and hatred towards all. For the BJP, now uniquely in its third term, this is the time to show the nation that it is a party with a difference. For the opposition equally, this is the time to cooperate with the government on critical issues impacting the country.

             New Delhi’s hands will be full of the nation’s diverse and formidable challenges, requiring attention and effectiveness. On the foreign policy front, India will have to walk the tightrope of maintaining strategic autonomy and sustaining its good relations with both the US and Russia. However, as it determinedly confronts an overly assertive China, India needs to use its economic clout and sophisticated diplomacy to get its South Asian neighbourhood closer to it and each other, avoiding the debt trap diplomacy and financial machinations of China.

    The number of terror-related incidents in J&K has gone up substantially in the last three months, and Pakistan will have to be kinetically chastened.

          India must, at the appropriate level, convey to China that their confrontationist attitude towards us will be harmful to the Chinese, too and may propel India to rethink its existing Tibet policy. Nevertheless, India must maintain the utmost vigil along the 3485 km Line of Actual Control/ IB, which it shares with  China. Meanwhile, Pakistan once again needs to be cautioned against stepping up terror activities in J&K  or elsewhere in the Indian hinterland. India is in full knowledge of Pakistan’s many fault lines. Still, it has refrained from exploiting these, and Pakistan must also cooperate in ensuring a peaceful and prosperous South Asian neighbourhood independent of China’s wily stratagems. The number of terror-related incidents in J&K has gone up substantially in the last three months, and Pakistan will have to be kinetically chastened.

    Meanwhile, India’s preparations to successfully improve its security capabilities to confront a two-front war must go ahead with realism and an unfailing determination. Measures to augment capital expenditure for major defence acquisitions must be identified. Transformative defence reforms like the introduction of integrated theatre commands will need the attention of the Centre. In addition, India must take all steps to restore peace in our restive NE states.

             The Modi government has come in for some criticism abroad on its human rights record and dealings with its Muslim population. This unjust criticism must be dealt with judiciously and with maturity. India’s overall inclusiveness and celebration of its diversity are unique examples for the entire world, especially the nations of the Global South. We must never deviate or be even seen to shift from this noble orientation.

    Reduction of the yawning gap between the countless ultra-rich and those millions in abject poverty is essential as we boast of becoming the 5th largest economy in the world. The many human indices where we are faltering also need to be addressed.

             As economic strength is the pillar that propels and sustains progress, the Modi government must take measures to improve our economic health.     The Perils and Promise of the Emerging Multipolar World

    The world economy is experiencing a deep process of economic convergence, according to which regions that once lagged the West in industrialisation are now making up for lost time.

    We are therefore entering a post-hegemonic, multipolar world.

    The World Bank’s release on May 30 of its latest estimates of national output (up to the year 2022) offers an occasion to reflect on the new geopolitics. The new data underscore the shift from a U.S.-led world economy to a multipolar world economy, a reality that U.S. strategists have so far failed to recognize, accept, or admit.The World Bank figures make clear that the economic dominance of the West is over. In 1994, the G7 countries (Canada, France, Germany, Italy, Japan, U.K., U.S.) constituted 45.3% of world output, compared with 18.9% of world output in the BRICS countries (Brazil, China, Egypt, Ethiopia, India, Iran, Russia, South Africa, United Arab Emirates). The tables have turned. The BRICS now produce 35.2% of world output, while the G7 countries produce 29.3%.

    As of 2022, the largest five economies in descending order are China, the U.S., India, Russia, and Japan. China’s GDP is around 25% larger than the U.S.’ (roughly 30% of the U.S. GDP per person but with 4.2 times the population). Three of the top five countries are in the BRICS, while two are in the G7. In 1994, the largest five were the U.S., Japan, China, Germany, and India, with three in the G7 and two in the BRICS.

    The core U.S.-led alliance, which includes the U.S., Canada, U.K., European Union, Japan, Korea, Australia, and New Zealand, was 56% of world output in 1994, but now is only 39.5%. As a result, the U.S. global influence is waning.

Economic convergence actually began in the 1950s as European imperial rule in Africa and Asia came to an end. It has proceeded in waves, starting first in East Asia, then roughly 20 years later India, and for the coming 20-40 years in Africa.These and some other regions are growing much faster than the Western economies since they have more “headroom” to boost GDP by rapidly raising education levels, boosting workers’ skills, and installing modern infrastructure, including universal access to electrification and digital platforms. The emerging economies are often able to leapfrog the richer countries with state-of-the-art infrastructure (e.g., fast intercity rail, 5G, modern airports and seaports) while the richer countries remain stuck with aging infrastructure and expensive retrofits. The IMF’s World Economic Outlook projects that the emerging and developing economies will average growth of around 4% per year in the coming five years, while the high-income countries will average less than 2% per year.

    It’s not only in skills and infrastructure that convergence is occurring. Many of the emerging economies, including China, Russia, Iran, and others, are advancing rapidly in technological innovations as well, in both civilian and military technologies.

    China’s capacity for innovation and low-cost production is underpinned by enormous R&D spending and its vast and growing labor force of scientists and engineers.

    China clearly has a large lead in the manufacturing of cutting-edge technologies needed for the global energy transition, including batteries, electric vehicles, 5G, photovoltaics, wind turbines, fourth generation nuclear power, and others. China’s rapid advances in space technology, biotechnology, nanotechnology, and other technologies is similarly impressive. In response, the U.S. has made the absurd claim that China has an “overcapacity” in these cutting-edge technologies, while the obvious truth is that the U.S. has a significant under-capacity in many sectors. China’s capacity for innovation and low-cost production is underpinned by enormous R&D spending and its vast and growing labor force of scientists and engineers.

    Despite the new global economic realities, the U.S. security state still pursues a grand strategy of “primacy,” that is, the aspiration of the U.S. to be the dominant economic, financial, technological, and military power in every region of the world. The U.S. is still trying to maintain primacy in Europe by surrounding Russia in the Black Sea region with NATO forces, yet Russia has resisted this militarily in both Georgia and Ukraine. The U.S. is still trying to maintain primacy in Asia by surrounding China in the South China Sea, a folly that can lead the U.S. into a disastrous war over Taiwan. The U.S. is also losing its standing in the Middle East by resisting the united call of the Arab world for recognition of Palestine as the 194th United Nations member state.

    Yet primacy is certainly not possible today, and was hubristic even 30 years ago when U.S. relative power was much greater. Today, the U.S. share of world output stands at 14.8%, compared with 18.5% for China, and the U.S. share of world population is a mere 4.1%, compared with 17.8% for China.
    The trend toward broad global economic convergence means that U.S. hegemony will not be replaced by Chinese hegemony. Indeed, China’s share of world output is likely to peak at around 20% during the coming decade and thereafter to decline as China’s population declines. Other parts of the world, notably including India and Africa, are likely to show a large rise in their respective shares of global output, and with that, in their geopolitical weight as well.

    We are therefore entering a post-hegemonic, multipolar world. It too is fraught with challenges. It could usher in a new “tragedy of great power politics,” in which several nuclear powers compete—in vain—for hegemony. It could lead to a breakdown of fragile global rules, such as open trade under the World Trade Organization. Or, it could lead to a world in which the great powers exercise mutual tolerance, restraint, and even cooperation, in accord with the U.N. Charter, because they recognize that only such statecraft will keep the world safe in the nuclear age.

    We have two outstanding issues between India and China. The larger one is about the large tracts of territory in Ladakh and Arunachal Pradesh. These two territorial disputes are not going to be resolved even in the foreseeable long term. Hence, Deng Xiaoping sagaciously suggested to Rajiv Gandhi in their 1988 meeting in Beijing that it was best left to history. A hundred years ago, the situations in both countries and their frontiers were very different. What they will be after another hundred years can be anybody’s guess?
    The urgent and pressing dispute on hand is the issue of the two LACs. These LACs frequently overlap. The term Line of Actual Control, or LAC, was first used by then Chinese PM Zhou Enlai in November 1959 when he wrote to his India’s Prime Minister Jawaharlal Nehru defining it as “the so-called McMahon Line in the east and the line up to which each side exercises actual control in the west”. Nehru rejected this line even after the events of 1962. By this time, he was also saddled with a parliamentary resolution pledging to recover all territories occupied by China.     Major challenges confront the nation, such as providing good education and healthcare. This can only be achieved if the number of schools and health facilities in rural and semi-rural areas is increased substantially.

    The G20 summit in India ended on a high note with a New Delhi Declaration. This is a matter of immense satisfaction for the prime minister personally and for his entire team which had to struggle to arrive at a consensus among the warring elements of the grouping. It highlights India’s present pole position in the global order. Other nations are trying to draw it into their sphere of influence, or at least trying to prevent it from getting closer to the other side.

    India’s advantage is a result of the continuing Ukraine war and the aggravating Cold War between the G7 and China-Russia combine. It has required deft manoeuvring, more so because of India’s political problems with China which resulted in its president giving the meeting a miss. This caused considerable consternation, given China’s economic and political clout.

    Social and Economic Aspects of Caste Survey in Bihar

    The need for caste census today is because after independence we adopted the top-down development model. It was thought that the development benefits would flow from the upper strata to the lower ones. But this hope has been belied with the well-off capturing most of the benefits, leaving little for the marginalized sections who are lagging behind in development.

    The release of the figures of the caste survey in Bihar has immediately led to the heating up of politics in the entire country. There is a demand for conducting a caste survey in many states, including Uttar Pradesh, Madhya Pradesh, Rajasthan and Maharashtra. In Karnataka, the demand is to make public the data of the caste survey conducted in 2015.

    Poverty and Population Increase

    According to the Bihar survey report, the largest population in the state belongs to the extremely backward class (EBC), constituting about 36 per cent of the total population. While the Report clarifies the situation in Bihar, it does not tell us the situation in the entire country. That would require a national survey. Therefore, now the pressure will increase on the Central Government to conduct and make public the data at the national level. That is the only way the caste composition of the total population can be known. This is required to make policies which can enable equitable shares in employment and education for different sections of the population.

    The increase in the proportion of extremely backward classes in the total population of Bihar should have been expected because of the prevailing poverty among them. Those who are poor have more children due to several reasons, like lack of education and awareness. Most importantly, for their social security in old age. The poor do not have savings; hence children constitute their old-age social security. They have more children to ensure at least one child survives till their old age. Also, more children mean more earning hands in the family. As people become more prosperous, people produce fewer children. The economic condition of the middle class and the well-off are relatively better, so they have fewer children, and their population grows less.

    The question arises: what is the likely consequence? Upper caste people are worried that since extremely backward castes constitute a higher proportion of the population, their demand for reservation will increase.

    Growing Unemployment a Crucial Factor

    I believe that if we had given more importance in employment and education to the extremely backward castes from the beginning, today’s situation would not have arisen. Reservation makes no difference if jobs are available in sufficient numbers. Reservation becomes critical when employment generation is weak. When there is a lack of adequate employment, a dispute arises over reservations as to who will get how much employment. At present, due to large unemployment among the educated youth and few available government jobs, the demand for reservations has increased.

    The problem has been growing because, after independence, we have adopted the top-down and trickle-down policy. The result has been that the upper sections of society have cornered most of the benefits while the marginalized sections have received very little benefits. Disparities have grown, and so have expectations, thereby raising the level of conflict in society. The use of more advanced technology in every sector has displaced labour and contributed to increasing unemployment. The Agriculture sector, which has the most employment (46%) in our country, has seen increased use of tractors, harvester combines, threshers, potato digging machines, etc., thereby reducing the need for employment and displacing workers. This is also true of manufacturing and services, like banking.

    Impact of Government Policies

    The government is also fueling this change by promoting the growth of the capital-intensive organized sector at the expense of the unorganized sector (which employs 94% of the workers). For example, the government reduced the tax rates on the corporate sector and rolled out the PLA scheme while cutting allocations to the National Rural Employment Guarantee Scheme. Allocations to education and health sectors have also been kept low and cut, even though both these sectors generate more employment. Due to these policies, most of the investments are being made in big projects, like railway freight corridors, where human labour is being replaced by big machines.

    The result is rising inequality, frustration, alienation and sharpening social conflict. Therefore, the parties pursuing social justice politics for the lower classes and the people themselves have been demanding greater reservation for the backward castes according to their proportion in the population. With Bihar’s caste survey becoming public, the demand for conducting such surveys in other states and nationally will become more vociferous. The demand will also arise that the maximum limit of reservation, which is fixed at 50 per cent by the Supreme Court, should be increased. But reservations will be only for a few million jobs while the need is for work for tens of millions. So, the real issue is the generation of enough employment and good education for the children of the poor.

    Political Implications

    Opponents of caste surveys argue that castes with a lower proportion in the population will start competing to increase their population by bypassing family planning policies. But I don’t accept this. Around the world, as family prosperity increases and education levels rise, people have fewer children. The well-off families with less share in the population are already sending their children abroad for education and employment, which may accelerate.

    Bihar’s caste survey data is bound to impact national politics. All political parties would like to use it in their own way, and Mandal-Kamandal politics will intensify in the country. But, the situation for BJP has changed compared to the 1990s since in the last few elections, it has wooed the votes of backward castes. The issue of reservation and demand for an increase in the maximum prescribed reservation limit will intensify. The ruling party will be reluctant, but in view of the electoral arithmetic, it will also not oppose it vociferously. It will hope that the Supreme Court will not agree to increase the limit. Further, it will try to divert the public attention towards issues like Sanatan dharma, terrorism and threats from China-Pakistan.
    The lesson is that when socially correct policies are not implemented in a timely manner, social strife and alienation spread, and the nation is forced to implement sub-optimal policies.

    Indian Air Force at 91: Challenges and Opportunities

    The Indian Air Force, created on October 8, 1932, completes 91 years of glorious service as it celebrates the Air Force Day today, October 8, 2023. As the IAF celebrates its annual day with customary elan, it is a time to reflect and assess the future in terms of challenges and opportunities. On the operational front, the die is already cast with two nuclear-powered neighbours, one in political and economic turmoil and the other continuing an aggressive posture. A three-yearlong standoff on the northern border with no signs of reconciliation makes the environment precarious.

    China, with its goal of becoming the leading military power with global reach by 2049, has moved fast to replace and transform its antiquated equipment, systems, and organizations, especially after observing the 1991 Gulf War. Reorganization of the PLA in the last decade, consolidation of forces under one command to oversee military operations against India and creation a Special Support Group (SSG) has enhanced its force application capabilities. Specifically, the upgradation of military infrastructure, airfields, and helipads just north of India is a matter of concern. Robust military hardware production for modern systems and investment in R&D in new-era fields like quantum computing, quantum radars, artificial intelligence, and aircraft and weapon systems development have facilitated significant growth in PLA’s capabilities. Qualitatively and quantitatively, India cannot match the Chinese economy, military hardware, military industry, or infrastructure in the foreseeable future. The only way forward for India is to use its resources in a focused manner to achieve its well-defined strategic goals commensurate with available resources. Lessons from the ongoing Russia-Ukraine war, a contest between unequal forces, are relevant in our context.

    Force Structure Challenges to Overcome

    Besides the operational challenges the Indian Air Force faces on the borders, there are issues related to equipment and organization.

     

    The salience of combat aircraft in battlespace is well known. However, combat aircraft numbers are declining worldwide, with older systems paving the way for modern and more capable platforms. In India, the decline has been rather steep, and replacements are not potent enough to offset the quantity quality. Against an authorization of over 1000 combat aircraft, the Indian armed forces are now in the region of 600. This decline will continue, and by 2030, IAF combat aircraft strength will be down to 450 with the phase-out of MiG-21, MiG-29, Jaguar, and Mirage-2000 fleets. The induction of 36 Rafales, the prolonged induction of LCA, and the planned acquisition of more Su30MKIs will not be able to reverse the declining trend. The ambitious plans for India’s fifth-generation aircraft, AMCA, are still far away. Given this reality, the IAF must make do with, at best, 34-36 fighter squadrons in the 2035 timeframe. It must work on operational strategies based on superior tactics and a local favourable balance of power in case a war is inevitable during this period.

    In the critical area of force multipliers, the numbers have been nearly static since their initial induction in 2003 concerning IL-78 In-Flight Refuellers and in 2010 concerning AWACS. The number of long-range weapons is somewhat limited. And in the surveillance and space domains, the resources are meagre. The situation is unlikely to change in the foreseeable future.

    There are positive changes regarding airlift capability, and single-wave airlift capability is gradually increasing with the commencement of induction of the first of the 56 new C-295 transport aircraft replacing vintage Avro. Despite the gradual phase-out of heavy lift Il-76 and light transport aircraft An-32, the fleet of C-17 and C-130 will sustain the requisite airlift capability that enabled the rapid deployment of Indian Army units in Ladakh against PLA build-up. Similarly, the enhanced number of more versatile and potent indigenous helicopters, ALH and LCH, will increase local mobility and firepower.

    The area that is yet to take centre stage is the Unmanned systems. Although the numbers and types increase due to imports, recent conflicts have demonstrated their hugely versatile utility. This aspect needs more attention to offset the capability deficit owing to the reduced number of combat aircraft. Tasks like intelligence, surveillance, reconnaissance, and ground and maritime attack can be effectively performed by unmanned aerial systems, resulting in the release of aircraft for other roles.

    New and more capable radars and integrated networks are replacing the older systems, giving a robust defensive capability. These need to be backed by long-range and quick-reaction surface-to-air weapon systems. Currently, the numbers are limited, and the area to be covered is extensive. Agility in planning, deployment and redeployment is the key to effective defence with limited resources.

    Evolving Battlespace and the Imperative of Jointness

    The battle space is evolving. Conflict hybridization has accelerated the expansion of battlespace, leading to enhanced significance of battlespace transparency. Induction of hypersonic systems, fast relocation of combat elements, and reduced times for systems operationalization have compressed the reaction time. This time-compression for action has tilted the offence-defence balance in favour of the offence. The concept of operations needs to factor in these realities, especially when dealing with a potent and stronger adversary with significant reverse capability.

    Organisationally, the integration of three wings of the Indian armed forces will likely pick up pace in the coming year(s). Integration is now an operational necessity and needs to be fast-tracked. Once theatre commands come into being, the most critical factor will be the allocation and plan of utilization of various combat assets that are limited in numbers but can operate seamlessly between multiple sectors. Will the integration model follow the complex assignment of such resources? That will be suboptimal and possibly counterproductive to enhancing combat capability through integration. IAF will have to make a holistic plan to exploit the full combat potential of its assets, irrespective of how the integration model pans out. Organisationally, this will be the most significant challenge for the men and women in blue in the coming year(s).

    Conclusion

    In the last five decades, India has taken the pole position in money spent on military hardware imports. Saudi Arabia is a distant second, spending less than half of Indian expenditure in this sector. How did India reach here? Public sector monopoly in defence has not yielded the desired results for the last seven decades. Inadequate focus and investment in R&D, captive customers, the Indian armed forces not hand-holding the industry, restrictive policies, monopoly of the public sector, dependency on imported military hardware and inability to leverage large imports for technology access are the factors contributing to this state. Atamnirbhar, from being a rhetoric, is gradually taking shape with orders being placed on Indian enterprises. The policy of earmarking part of the capital budget for Indian manufacturers will undoubtedly encourage the Indian defence industry. Although production efficiency and quality control have been a concern regarding the public sector, things are likely to improve as they face competition from the private sector. The lack of control over critical technologies in areas of aero engines, air-launched weapons, and electronic warfare systems remains a severe vulnerability. Opening the defence sector for private entities, allowing DRDO to share available testing facilities and technology, and creating defence manufacturing corridors are steps in the right direction.

    Capability differential and information differential between the competing sides form the basis of military operations. A classical information matrix about the opposing force includes intent, strategy, military doctrine, and military objectives; besides the overall direction that military strategy gives, an operational plan and its execution are based on an information matrix to achieve defined goals with the least cost or in the minimum possible timeframe. IAF, with its new doctrine IAP2000-22, endeavours to capture the essence of these changes. Indian Air Force needs to be ready with its limited assets and deter war. IAF must augment its limited resources with courage, ingenuity and clever resource employment to outwit the adversary. Given the limited resources and challenges ahead, the IAF will need to be a smart force for efficient management of resources and clever exploitation of force application.

    Why India risks a quantum tech brain drain

    Clear career progression would help India’s quantum workforce and avoid a brain drain overseas

    India could lose its best quantum tech talent if the industry doesn’t get its act together.

    Quantum technology has the potential to revolutionise our lives through speeds which once seemed like science fiction.

    India is one of a few nations with national quantum initiatives and it stands on the threshold of potentially enormous technological and social benefits.

    The National Quantum Mission, approved by the national cabinet in April, is a timely government initiative that has the potential to catapult India to a global leader leading in quantum research and technologies if leveraged correctly.

    Its main areas of research are quantum computing, secure quantum communications, quantum sensing and metrology and quantum materials.

    The challenge for India is how it ensures it gets the best out of the mission.

    The benefits of the technology can benefit many aspects of society through processing power, accuracy and speed and can positively impact health, drug research, finance and economics.

    Similarly, quantum security can revolutionise security in strategic communication sectors including defence, banking, health records and personal data.

    Quantum sensors can enable better GPS services through atomic clocks and high-precision imaging while quantum materials research can act as an enabler for more quantum technologies.

    But the Indian quantum ecosystem is still academia-centric.

    India’s Department of Science and Technology had set up a pilot programme on Quantum Enabled Science and Technologies — a precursor to the National Quantum Mission.

    As a result, India has a large number of young and energetic researchers, working at places such as RRI Bangalore, TIFR and IIT Delhi who have put an infrastructure in place for the next generation quantum experiments with capabilities in different quantum technology platforms. These include quantum security through free space, fibres as well-integrated photonics, quantum sensing and metrology.

    The prospects and impact of quantum technologies will be hugely strategic. Predictions suggest quantum computing will have a profound impact on financial services, logistics, transportation, aerospace and automotive, materials science, energy, agriculture, pharmaceuticals and healthcare, and cybersecurity. All of these areas are strategic on macroeconomic and national security scales.

    Even as it has taken significant policy initiative to kickstart research into quantum technologies, India will need to craft a national strategy with a long-term perspective and nurture and develop its research work force.

    Clear career progression would help India’s quantum workforce. The risk of brain drain, where local talent moves overseas for better opportunities, could be a real possibility if different industries which can benefit from the technology fail to recognise its transformative capabilities and how it can help create jobs and opportunities.

    While there are multiple labs working in different quantum sectors, the career path of students and post-doctoral researchers remains unclear as there are not enough positions in the academic sector.

    One problem is industry and academia are competing with each other for quantum research funding which is why equal emphasis on quantum technology development in the industrial sector could help.

    While India does have some quantum start-ups, more lab-to-market innovations which would make the technology practically useful could give the field momentum. Currently, the big industrial firms in India are not yet committed to quantum technology.

    The lack of homegrown technologies like optical, optomechanical and electronic components for precision research is another impediment. Most of these are imported, resulting in financial drain and long delays in research.

    The National Quantum Mission could help fix a number of these problems.

    Hurdles could be turned into opportunities if more start-ups and established industries were to manufacture high-end quantum technology enabling products in India.

    Another major deterrent is the lack of coordination. Multiple efforts to develop and research the technology, across government and start-ups, do not seem to have coherence and still lack maturity. People involved in quantum research are hopeful the mission will help address this.

    Like most other countries, India has witnessed plenty of hype about quantum research. While this may help provide a short-term boost to the field, excessive hype can lead to unrealistic expectations.

    Continuing to build a skilled workforce and a clear career progression plan for those involved in research and development of quantum technologies can help secure India’s future in this space.

    There is a distinction between magic and miracles and while believing in one, one should not start expecting the latter as that can only lead to disappointment in the long run.

    The Forum for Human Rights in Jammu and Kashmir comprises an informal group of concerned citizens who believe that, in the prevailing situation in the former state, an independent initiative is required so that continuing human rights violations do not go unnoticed.

    This is the fourth annual report issued by the Forum, which has also issued two midterm and/or thematic reports). It has largely been compiled from government sources, media accounts (carried in well-established and reputed newspapers or television), NGO fact-finding reports, interviews, and information garnered through legal petitions. The various sources listed have been fact-checked against each other to ensure the information is as accurate as possible, and only that information has been carried that appears to be well-founded. Where there is any doubt regarding a piece of information, queries have been footnoted.

    Executive Summary

    In an additional counter-affidavit filed before the Supreme Court in July 2023 against petitions challenging the constitutionality of the Presidential Orders of August 5, 2019 (reading down Article 370 of the Indian Constitution), as well as the Jammu and Kashmir Reorganisation Act of August 9, 2019, the union Ministry of Home Affairs claimed that that the changes wrought by the two actions had ‘brought unprecedented development, progress, security and stability to the region.’

    The facts, however, suggest otherwise. In its three annual and two thematic reports, the Forum has documented over three dozen economic, political and social rights that have been violated between August 2019 and July 2022, including economic losses of over Rs. 50,000 crores at a conservative estimate, vitiation of land and domicile rights, marginalisation and even purges of local personnel in the civil and police services, questionable arrests under draconian legislation, communication bans, media intimidation, and routinised curbs on the freedom of expression and movement. Equally glaring, the right to representation has been denied for five years, as of June 2023.

    This report on the state of human rights in Jammu and Kashmir between August 2022- July 2023 finds that while there has been improvement on some parameters, human rights violations continue on most. Its findings are as follows:

    1. Civilian insecurity persists. Targeted attacks on Pandits and migrant workers – both Hindu and Muslim – continue. While the number of lives lost due to armed attacks and counter-insurgency operations was lower than in the previous year, the number of police personnel who died, including Central Reserve Police Forces (CRPF), continues to be unacceptably high. 71 CRPF troops were killed in the four years between 2019-2022, twice as many as in the previous four years, 2014-2018, when 35 died. By comparison, in the four years between 2012-2015, which can be categorised as an uneasy interregnum between the post-peace process years and the rise of conflict in the BJP-PDP coalition, 27 CRPF troops were killed.

    2. A high volume of small arms. In 2023, it was found that Jammu and Kashmir had the largest number of licensed gun holders amongst union territories and the highest per capita amongst states as well as union territories, at 500,105 in June 2023, or four per hundred people.

    3. Resurgence of militancy in Jammu. After decades of peace, the bordering areas of Poonch and Rajouri districts in Jammu division are re-emerging as a locus for militancy with cross-border support from Pakistani-held territories of the former state. The 2022 delimitation of fresh legislative constituencies, adding Poonch and Rajouri to Kashmir’s Anantnag, may have added to the alienation that these Muslim-majority areas face with the sharpening of communal divides in Jammu. Increasing weaponisation through Jammu’s village defence guards, a problematic policy that the Forum highlighted in its 2022 report, has added further insecurity in the region. As has the 2023 Jammu and Kashmir Scheduled Tribes (Amendment) bill, which has pitted Paharis against Gujjars and other listed scheduled tribes of the region.

    4. Continuing civil rights abuses. There has been no improvement in gross violations of the freedom of expression and movement, especially the rights of the media to a safe working environment. Arrests under draconian legislation such as the Unlawful Activities (Prevention) Act (UAPA) and the Public Safety Act (PSA) continue, despite judicial attempts to limit their application. Along with Delhi, Jammu and Kashmir has the highest rate of undertrials as a proportion of its prisons population, at 91 percent, considerably higher than the national average of 76 percent.

    5. Custodial deaths and overcrowded prisons. The Jammu and Kashmir courts have flagged overcrowding and negligence as causes of custodial deaths. The region’s prisons can house a total of 3,629 inmates, but they lodged 5,300 as of June 2023.

    6. Denial of political rights. Two issues of political rights dominate this year’s report. The demand for an assembly election in Jammu and Kashmir; and the demand for a legislative assembly in Ladakh, along with rights under the sixth schedule of the constitution of India.

    Elections. It has been nine years since the last legislative election in Jammu and Kashmir. The union administration accepted the delimitation commission’s report a year ago and it is eight months since fresh electoral rolls were prepared. All the preparations for an election have thus been completed, but the election commission has yet to announce dates for it. Despite their valid criticisms of the delimitation commission’s report, Jammu and Kashmir’s political parties have demanded that the election be held this year (2023). Fresh reservations to woo new constituencies through four bills scheduled to be introduced in the monsoon session of parliament will, if enacted, entrench caste-based voter mobilisation. One of them was debated on July 26.

    Ladakh Kargil and Leh, the two districts of Ladakh, have united around the demand for an elected administration with substantive powers over economic and social development such as those provided under the Sixth Schedule of the Indian constitution, or, alternatively and it seems preferably, the grant of statehood. The union administration has repeatedly promised to discuss the inclusion of Ladakhis in the sixth schedule, but little has resulted. Given Ladakh’s geo-strategic location, bordering both Pakistan and China, the union administration might prefer to govern the union territory directly. However, direct administration has resulted in alienating Ladakh’s elected councillors as well as its people, both of which impact negatively on Indian democracy as well as national security.

    7. A record year of tourism in 2022 boosted the economy, but it still lagged behind the national average on per capita income and rates of growth. The multidimensional poverty index for 2023 showed an impressive reduction in the proportion of its population living in poverty from an estimated figure of 12.56 percent in 2015-2016 to 4.8 percent between 2019-2021, but it ranked sixth out of eight union territories on the sustainable development goals (SDG), with Ladakh at seventh. Its forest cover decreased from 39.66 percent to 39.15 between 2020- 2021.

    8. Unemployment and drug abuse. At 23.1 percent in March 2023, unemployment was almost three times the national average of 7.8 percent. According to the union ministry of health, Jammu and Kashmir are among the top two states and union territories for drug abuse, with an estimated 900,000 habitual drug users, roughly 1 in 130.

    9. Data scarcity. There is a paucity of readily available figures for the former state. Though the 2023 budget presentation for parliament forecast a NSDP growth rate of 14.9 percent for Jammu and Kashmir in 2022-2023, the economic survey of 2023 said that figures for its per capita NSDP were not available from 2019 to date, as did the 2022 Reserve Bank of India statistics on states.
