    Hamas Attack – What really happened on 7th October? – Sifting truth from propaganda

    As Gaza is under a catostrophic military assault by Israeli forces it is important to analyse the trigger for the Israeli assault – the Hamas attack of October 7th. Evidence is now emerging that up to half the Israelis killed were combatants; that Israeli forces were responsible for some of their own civilian deaths; and that Tel Aviv disseminated false ‘Hamas atrocities’ stories to justify its devastating air assault on Palestinian civilians in Gaza. This article, a persuasive analysis, was published earlier in The Cradle.

    Two weeks after the Hamas breakout assault on Israel on 7 October, a clearer picture of what happened – who died, and who killed – is now beginning to emerge.

    Instead of the wholescale massacre of civilians claimed by Israel, incomplete figures published by the Hebrew newspaper Haaretz show that almost half the Israelis killed that day were in fact combatants – soldiers or police.

    In the interim, two weeks of blanket western media reporting that Hamas allegedly killed around 1,400 Israeli civilians during its 7 October military attack has served to inflame emotions and create the climate for Israel’s unconstrained destruction of the Gaza Strip and its civilian population.

    Accounts of the Israeli death toll have been filtered and shaped to suggest that a wholesale civilian massacre occurred that day, with babies, children, and women the main targets of a terror attack.

    Now, detailed statistics on the casualties released by the Israeli daily Haaretz paint a starkly different picture. As of 23 October, the news outlet has released information on 683 Israelis killed during the Hamas-led offensive, including their names and locations of their deaths on 7 October.

    Of these, 331 casualties – or 48.4 percent – have been confirmed to be soldiers and police officers, many of them female. Another 13 are described as rescue service members, and the remaining 339 are ostensibly considered to be civilians.

    While this list is not comprehensive and only accounts for roughly half of Israel’s stated death toll, almost half of those killed in the melee are clearly identified as Israeli combatants.

    There are also so far no recorded deaths of children under the age of three, which throws into question the Israeli narrative that babies were targeted by Palestinian resistance fighters. Of the 683 total casualties reported thus far, seven were between the ages of 4 and 7, and nine between the ages of 10 and 17. The remaining 667 casualties appear to be adults.

    The numbers and proportion of Palestinian civilians and children among those killed by Israeli bombardment over the past two weeks – over 5,791 killed, including 2,360 children and 1,292 women, and more than 18,000 injured – are far higher than any of these Israeli figures from the events of 7 October.

    Revisiting the scene

    The daring Hamas-led military operation, codenamed Al-Aqsa Flood, unfolded with a dramatic dawn raid at approximately 6:30 AM (Palestine time) on 7 October. This was accompanied by a cacophony of sirens breaking the silence of occupied Jerusalem, signaling the start of what became an extraordinary event in the occupation state’s 75-year history.

    As per the spokesperson of Hamas’ armed wing, the Al-Qassam Brigades, around 1,500 Palestinian fighters crossed the formidable Gaza-Israel separation barrier.

    However, this breakout was not limited to Hamas forces alone; numerous armed fighters belonging to other factions such as Palestinian Islamic Jihad (PIJ) later breached the armistice line, along with some Palestinians unaffiliated with any organized militia.

    As it became apparent this was no ordinary resistance operation, hundreds of videos quickly flooded social media, most of which have been viewed by The Cradle, depicting dead Israeli troops and settlers, fierce gunfire battles between various parties, and Israelis being taken captive into Gaza.

    These videos were either taken on the phones of Israelis, or were released by Palestinian fighters filming their own operation. It wasn’t until hours later that more gruesome and downright dubious allegations began to surface.

    Unsubstantiated allegations of ‘Hamas atrocities’

    Aviva Klompas, a former speechwriter for the Israeli mission to the UN, was the first Israeli of note to spread the claim that there were reports of “Israeli girls being raped and their bodies dragged through the street.

    She posted this on X at 9:18 PM (Palestine time), on 7 October, although an op-ed Klompa published with Newsweek at 12:28 AM (Palestine time), on 8 October, made no mention of any sexual violence.

    Klompas is also the co-founder of Boundless Israel, a “think-action tank” that works “to revitalize Israel education and take bold collective action to combat Jew-hatred.” An “unapologetically Zionist” charitable group that works to promote Israeli narratives on social media.

    The one case touted as proof of rape was that of a young German-Israeli woman named Shani Louk, who was filmed face down in the back of a pickup truck and was widely assumed dead.

    It was unclear whether the fighters filmed with Louk in the Gaza-bound vehicle were members of Hamas, as they do not sport the uniforms or insignia of the Al-Qassam troops identifiable in other Hamas videos – some even wore casual civilian clothing and sandals.

    Later, her mother claimed to have evidence that her daughter was still alive, but had suffered a severe head wound. This rings true with information released by Hamas that indicated Louk was being treated for her injuries at an unspecified Gaza hospital.

    Complicating matters further, on the day these rape allegations arose, Israelis would not have had access to this information. Their armed forces had not yet entered many, if not most, of the areas liberated by the resistance and were still engaged in armed clashes with them on multiple fronts.

    Nevertheless, these rape claims took on a life of their own, with even US President Joe Biden alleging, during a speech days later, that Israeli women were “raped, assaulted, paraded as trophies” by Hamas fighters. It is important to note that The Forward’s article on 11 October reported that the Israeli military acknowledged they had no evidence of such allegations at that point.

    When the army later made its own allegations of decapitations, foot amputations, and rape, Reuters pointed out that “the military personnel overseeing the identification process didn’t present any forensic evidence in the form of pictures or medical records.” To date, there is no credible evidence of these atrocities that has been presented.

    Other outrageous allegations, such as the story of Hamas “beheading 40 babies‘ made headlines and the front pages of countless western news outlets. Even Biden claimed to have seen “confirmed photos of terrorists beheading babies.” The claims trace back to Israeli reserve settler and soldier David Ben Zion, who has previously incited violent riots against Palestinians and called for the West Bank town of Huwara to be wiped out. No evidence was ever produced to support these claims and the White House itself confirmed later that Joe Biden had never seen such photos.

    The Hamas plan

    There is little to no credible evidence that Palestinian fighters had a plan to – or deliberately sought to – kill or harm unarmed Israeli civilians on 7 October. From the available footage, we witness them engaging primarily with armed Israeli forces, accounting for the deaths of hundreds of occupation soldiers. As Qassam Brigades’ Spokesman Abu Obeida made clear on 12 October:

    Al-Aqsa Flood operation aimed to destroy the Gaza Division (an Israeli army unit on Gaza’s borders) which was attacked at 15 points, followed by attacking 10 further military intervention points. We attacked the Zikim site and several other settlements outside the Gaza Division headquarters.

    Abu Obeida and other resistance officials claims that the other key objective of their operation was to take Israeli prisoners that they could exchange for the approximately 5,300 Palestinian prisoners held in Israeli detention centers, many of whom are women and children.

    Hamas Deputy Head of the Political Bureau of Saleh Al-Arouri, in an interview after the operation, stressed: “We have a large and qualitative number and senior officers. All we can say now is that the freedom of our prisoners is at the doorstep.”

    Both sides play this game: Since the start of its military assault on Gaza, Israel has rounded up and imprisoned more than 1,200 Palestinians in the occupied West Bank. To date there have been 38 prisoner exchange deals between the resistance factions and Tel Aviv – deals that Israelis often resist to the very last minute.

    While these kinds of testimonies trickle out, reports are emerging that Israeli authorities have dialed up the mistreatment, torture, and even killing of Palestinian prisoners in their custody – a violation of the Geneva Conventions, which ironically, a non-state actor like Hamas appears to have followed to the letter.

    In relation to the events of 7 October, there are certainly some videos depicting possibly unarmed Israelis, killed in their vehicles or at entrances to facilities, so that Palestinian troops could gain access.

    There are also videos which show the fighters engaging in shootouts with armed Israeli forces, where there were unarmed Israelis taking cover in between, in addition to videos of fighters shooting toward houses and throwing grenades into fortified areas. Eyewitness testimony also suggests grenades were thrown into bomb shelters, though by whom is unclear.

    Even at the Israeli “peace rave”, which has been cited as the single deadliest attack committed by Palestinian fighters during their operation, videos emerged that appeared to show Israeli forces opening fire through a crowd of unarmed civilians, toward targets they believed to be Hamas members. ABC News also reported that an Israeli tank had headed to the site of the festival.

    An Israeli massacre in Kibbutz Be’eri?

    In its report on the events at Be’eri Kibbutz, ABC News photographed artillery pieces resembling Israeli munitions outside a bombed-out home. The reporter, David Muir, mentioned that Hamas fighters, covered in plastic bags, were found in the aftermath.

    Additionally, videos of the scene show homes that appear to have been struck by munitions that Hamas fighters did not possess. Muir reported that about 14 people were held hostage in a building by Palestinian fighters.

    A Hebrew-language Haaretz article published on 20 October, which only appears in English in a must-read Mondoweiss article, paints a very different story of what went down in Be’eri that day. A Kibbutz resident who had been away from his home – whose partner was killed in the melee – reveals stunning new details:

    His voice trembles when his partner, who was besieged in her home shelter at the time, comes to mind. According to him, only on Monday night (9 October) and only after the commanders in the field made difficult decisions — including shelling houses with all their occupants inside in order to eliminate the terrorists along with the hostages — did the IDF complete the takeover of the kibbutz. The price was terrible: at least 112 Be’eri people were killed. Others were kidnapped. Yesterday, 11 days after the massacre, the bodies of a mother and her son were discovered in one of the destroyed houses. It is believed that more bodies are still lying in the rubble.”

    Photo evidence of the destruction in Be’eri corroborates his account. Only the heavy munitions of the Israeli army could have destroyed residential homes in this manner.

    Hamas behaviors: Evidence vs allegations

    Yasmin Porat, a survivor from Kibbutz Be’eri, said in an interview for an Israeli radio-show, hosted by state-broadcaster Kan, that Israeli forces “eliminated everyone, including the hostages,” going on to state that “there was very, very heavy crossfire” and even noted tank shelling.

    Porat had attended the Nova rave and testified to the humane treatment throughout different interviews she conducted with Israeli media. She explained that when she was held prisoner, the Hamas fighters “guarded us”, telling her in Hebrew to “Look at me well, we’re not going to kill you. We want to take you to Gaza. We are not going to kill you. So be calm, you’re not going to die.” She also added the following:

    They give us something to drink here and there. When they see we are nervous they calm us down. It was very frightening but no one treated us violently. Luckily nothing happened to me like what I heard in the media.

    Increasingly, and to the horror of some Israeli officials and news outlets, Israeli eyewitnesses and survivors of the bloodshed are testifying that they were treated well by Palestinian fighters. On 24 October, Israeli state broadcaster Kan bemoaned the fact that prisoner Yocheved Lifshitz, released by Hamas the day before, was allowed to make statements live on air.

    As she was handed over to Red Cross intermediaries, the elderly Israeli female captive was caught on camera turning back to squeeze the hand of her Hamas captor in her last goodbyes. Lifshitz’s live broadcast, in which she spoke about her two-week ordeal, “humanized” her Hamas captors even further as she recounted her daily life with the fighters:

    “They were very friendly toward us. They took care of us. We were given medicine and were treated. One of the men with us was badly injured in a motorbike accident. Their (Hamas) paramedics looked after his wounds, he was given medicine and antibiotics. The people were friendly. They kept the place very clean. They were very concerned about us.

    More questions than answers

    It is essential to recognize that in many reports by western journalists on the ground, the majority of information regarding the actions of Hamas fighters comes from the Israeli army – an active participant in the conflict.

    Emerging evidence now indicates that there is a high probability, especially due to the scale of the infrastructural damage, that Israeli military forces could have deliberately killed captives, fired on incorrect targets, or mistaken Israelis for Palestinians in their firefights. If the only source of information for a serious claim made is the Israeli army, then it has to be taken into account that they have reason to conceal cases of friendly fire.

    Israeli friendly fire was rampant, even in the days that followed, from an army with very little actual combat experience. In the city of Ashkelon (Askalan) on 8 October, Israeli soldiers shot dead and shouted insults at the body of a man they believed to have been a Hamas fighter, yet later realized they had executed a fellow Israeli. This is just one of three such examples of friendly fire in one day, resulting in the killing of Israelis by their own troops.

    Amid the fog of war, parties to the conflict have different perspectives on what occurred during the initial raid and its aftermath. It’s not disputed that Palestinian armed groups inflicted significant losses on the Israeli military, but there will be plenty of ongoing debate regarding everything else in the weeks and months to come.

    An independent, impartial, international investigation is urgently needed, one that has access to information from all sides involved in the conflict. Neither the Israelis nor the Americans will agree to this, which itself suggests that Tel Aviv has much to conceal.

    In the meantime, Palestinian civilians in Gaza endure ongoing, indiscriminate attacks with the most sophisticated heavy weapons in existence, living under the persistent threat of forced and potentially irreversible displacement. This Israeli air blitz was made possible only by the flood of unsubstantiated ‘Hamas atrocities’ stories that media began to circulate on and after 7 October.

    Propaganda Blitz: How Mainstream Media is Pushing Fake Palestine Stories

    Biased media reporting and propaganda with fake news is now a major strategy to create polarised perceptions worldwide. This type of reporting is now led by leading media houses of the West, whose only aim is to create a narrative that suits their foreign policy and economic objectives. Truth is a big casualty in the bargain, along with innocent lives, communities, and nations. The ongoing Israel-Hamas conflict is mired in heavy propaganda. It is important for the world to re-examine the past, extract the truth and history, and the current geopolitical machinations to understand this long-drawn Middle East conflict properly.     After Hamas launched a surprise attack on Israel, IDF forces responded with airstrikes, levelling Gazan buildings. The violence so far has claimed the lives of more than 2,500 people. Western media, however, show far more interest and have much greater sympathy with Israeli dead than Palestinian ones and have played their usual role as unofficial spokespersons for the Israeli Defense Forces (IDF).

    EXTRAORDINARY CLAIMS, ZERO EVIDENCE

    One case in point is the claim that, during their incursion into southern Israel, Hamas fighters stopped to round up, kill and mutilate 40 Israeli babies, beheading them and leaving their bodies behind.

    The extraordinary assertion was originally reported by the Israeli channel i24 News, which based it on anonymous Israeli military sources. Despite offering no proof whatsoever, this highly inflammatory claim about an enemy made by an active participant in a conflict was picked up and repeated across the world by a host of media (e.g., in the United States by Fox NewsCNNMSNBusiness Insider, and The New York Post)

    Meanwhile, the front pages of the United Kingdom’s largest newspapers were festooned with the story, the press outraged at the atrocity and inviting their readers to feel the same way.

    Extraordinary claims should require extraordinary evidence, and a story like this should have been met with serious skepticism, given who was making the claim. The first question any reporter should have asked was, “Where is the evidence?” Given multiple opportunities to stand by it, the IDF continually distanced itself from the claims. Nevertheless, the story was simply too useful not to publish.

    The decapitated baby narrative was so popular that even President Biden referenced it, claiming to have seen “confirmed” images of Hamas killing children. This claim, however, was hastily retracted by his handlers at the White House, who noted that Biden was simply referencing the i24 News report.

    The story looked even more like a piece of cheap propaganda after it was revealed that the key source for the claim was Israeli soldier David Ben Zion, an extremist settler who had incited race riots against Palestinians earlier this year, describing them as “animals” with no heart who needs to be “wiped out.”

    Manipulating the U.S. public into supporting the war by feeding them atrocity propaganda about mutilating babies has a long history. In 1990, for instance, a girl purporting to be a local nurse was brought before Congress, where she testified that Iraqi Dictator Saddam Hussein’s men had ripped hundreds of Kuwaiti babies from their incubators and left them to die. The story helped whip the American public up into a pro-war fervor. It was later revealed that it was a complete hoax dreamed up by a public relations firm.

    THE MURDERED GIRL WHO CAME BACK TO LIFE

    Another piece of blatantly fake news is the case of Shani Louk. Louk attended the Supernova Festival, ambushed by Hamas. It was widely reported that Hamas murdered her (e.g., Daily MailMarcaYahoo! NewsTMZBusiness Insider), stripped her, and paraded her naked body trophy-like through the streets on the back of a truck. Louk’s case incited global anger and calls for an overwhelming Israeli military response.

    There was only one problem: Louk was later confirmed to be alive and in hospital, a fact that suggests the videos of her on the back of a truck were actually images of people saving her life by taking her to seek medical assistance.

    Few of the outlets irresponsibly publishing these wildly incendiary stories have printed apologies or even retractions. The Los Angeles Times was one exception: after publishing a report claiming that Palestinians had raped Israeli civilians, it later informed readers that “such reports have not been substantiated.”

    LIONIZING ISRAEL, DEHUMANIZING PALESTINIANS

    Few readers, however, see these retractions. Instead, they are left with visceral feelings of anger and disgust towards Hamas, priming them to support Western military action against Palestine or the wider region.

    In case their audiences did not get the message, op-eds and editorials in major newspapers hammered home this idea. The Wall Street Journal ran an op-ed entitled “The Moral Duty to Destroy Hamas”, which insisted to readers that “Israel is entitled to do whatever it takes to uproot this evil, depraved culture that resides next to it.” Thus, the outlet implicitly gave Israel a free pass to carry out whatever war crimes it wished on the civilian population, whether that is using banned chemical weapons, cutting off electricity and water, or targeting ambulances or United Nations officials.

    The National Review’s editorial board was of a similar mind, stating that “Israel needs a long leash to destroy Hamas.” This long leash, they explained, meant giving Israel far more time to carry out the destruction of Gaza. Western leaders would have to refrain from criticizing Israel or calling for calm and peace.

    The message was clear: international unity was paramount at this time. Mere trifles such as war crimes must be overlooked. And while Israel and its people were treated with special sympathy (e.g., Washington Post), the other side was written off as bloodthirsty radicals. While the phrase “Palestinian terrorists” could be found across the media spectrum (e.g., Fox NewsNew York PostNew York Times), its opposite, “Israeli terrorists” was completely absent from corporate media. This, despite casualties on the Palestinian side, outnumbering Israelis.

    Underlining the fact that Israeli lives are deemed more important is the way in which deaths from each side are reported. The BBC, for example, told its readers that Israelis have been “killed” while people in Gaza merely “died,” removing any agency from its perpetrators and almost suggesting their deaths were natural.

    CONTEXT-FREE VIOLENCE

    Missing from most of the reporting was the basic factual background of the attack. Few articles mentioned that Israel was built upon an existing Palestinian state and that most of the inhabitants of Gaza are descended from refugees ethnically cleansed from southern Israel in order to make way for a Jewish state. Also left unmentioned was that Israel controls almost every aspect of Gazan’s life. This includes deciding who can enter or leave the densely populated strip and limiting the import of food, medicine and other crucial goods. Aid groups have called Gaza “the world’s largest open-air prison.” The United Nations has declared the conditions in Gaza to be so bad as to be unlivable.

    One of the principal reasons that this crucial context is not given is that it could influence Western audiences into sympathizing with Palestinians or supporting Palestinian liberation. Giant media corporations are largely owned by wealthy oligarchs or by transnational corporations, both of whom have a stake in preserving the status quo and neither of whom wish to see national liberation movements succeed.

    Some media outlets make this explicit. Axel Springer – the enormous German broadcaster that owns Politico – requires its employees to sign its mission statement endorsing “the trans-Atlantic alliance and Israel” and has told any staff members that support Palestine to leave their jobs.

    Other outlets are slightly less overt but nonetheless have Israel red lines that employees cannot cross. CNN fired anchor Marc Lamont Hill for calling for a free Palestine. Katie Halper was fired from The Hill for (accurately) calling Israel an Apartheid state. The Associated Press dismissed Emily Wilder after it became known that she had been a pro-Palestine activist during her college years. And The Guardian sacked Nathan J. Robinson after he made a joke mocking US military aid to Israel. These cases serve as examples to the rest of the journalistic world. The message is that one cannot criticize the Israeli government’s violent apartheid system or show solidarity for Palestine without risking losing their livelihoods.

    Ultimately, then, corporate media play a key role in maintaining the occupation by manipulating public opinion. If the American people were aware of the history and the reality of Israel/Palestine, the situation would be untenable. For those wishing to maintain the unequal state of affairs whereby an apartheid government expels or imprisons its indigenous population, the pen is as important as the sword.

    Trump followed four years later by Trump: Would America’s trustiness and system of alliances survive?

    Ambassador Alfredo Toro Hardy examines, in this excellently analysed paper, the self-created problems that have contributed to America’s declining influence in the world. As he rightly points out, America helped construct the post-1945 world order by facilitating global recovery through alliances, and mutual support and interweaving the exercise of its power with international institutions and legal instruments. The rise of neoconservatism following the end of the Cold War, particularly during the Bush years from 2000 to 2008, led to American exceptionalism, unipolar ambitions, and the failure of American foreign policy.  Obama’s Presidency was, as Zbigniew Brezinski said, a second chance for restoring American leadership but those gains were nullified in Donald Trump’s 2016-20 presidency leading to the loss of trust in American Leadership. In a final analysis that may be questionable for some, Ambassador Alfredo sees Biden’s administration returning to the path of liberal internationalism and recovering much of the lost trust of the world.  His fear is that it may all be lost if Trump returns in 2024.                               – Team TPF

    According to Daniel W. Drezner: “Despite four criminal indictments, Donald Trump is the runaway frontrunner to win the GOP nomination for president. Assuming he does, current polling shows a neck-and-neck race between Trump and Biden in the general election. It would be reckless for other leaders to dismiss the possibility of a second Trump term beginning on January 20, 2025. Indeed, the person who knows this best is Biden himself. In his first joint address to Congress, Biden said that in a conversation with world leaders, he has ‘made it known that America is back’, and their responses have tended to be a variation of “but for how long?”. [1]

    A bit of historical context

    In order to duly understand the implications of a Trump return to the White House, a historical perspective is needed. Without context, it is difficult to comprehend the meaning of the “but for how long?” that worries so many around the world. Let’s, thus, go back in time.

    Under its liberal internationalist grand vision, Washington positioned itself at the top of a potent hegemonic system. One, allowing that its leadership could be sustained by the consensual acquiescence of others. Indeed, through a network of institutions, treaties, mechanisms and initiatives, whose creation it promoted after World War II, the United States was able to interweave the exercise of its power with international institutions and legal instruments. Its alliances were a fundamental part of that system. On the other side of the Iron Curtain, though, the Soviet Union established its own system of alliances and common institutions.

                In the 1970s, however, America’s leadership came into question. Two reasons were responsible for it. Firstly, the Vietnam War. The excesses committed therein and America’s impotence to prevail militarily generated great discomfort among several of its allies. Secondly, the crisis of the Bretton Woods system. As a global reserve currency issuer, the stability of the U.S. currency was fundamental. In a persistent way, though, Washington had to run current account deficits to fulfil the supply of dollars at a fixed parity with gold. This impacted the desirability of the dollar, which in turn threatened its position as a reserve currency issuer. When a run for America’s gold reserves showed a lack of trust in the dollar, President Nixon decided in 1971 to unhook the value of the dollar from gold altogether.

                Notwithstanding these two events, America’s leadership upon its alliance system would remain intact, as there was no one else to face the Soviet threat. However, when around two decades later the Soviet Union imploded, America’s standing at the top would become global for the same reason: There was no one else there. Significantly, the United States’ supremacy was to be accepted as legitimate by the whole international community because, again, it was able to interweave the exercise of its power with international institutions and legal instruments.

    Inexplicable under the light of common sense

                In 2001, however, George W. Bush’s team came into government bringing with them an awkward notion about the United States’ might. Instead of understanding that the hegemonic system in place served their country’s interests perfectly well, the Bush team believed that such a system had to be rearranged in tandem with America’s new position as the sole superpower. As a consequence, they began to turn upside down a complex structure that had taken decades to build.

    The Bush administration’s world frame became, indeed, a curious one. It believed in unconditional followers and not in allies’ worthy of respect; it believed in ad hoc coalitions and “with us or against us” propositions where multilateral institutions and norms had little value; it believed in the punishment of dissidence and not in the encouragement of cooperation; it believed in preventive action prevailing over international law.

    In proclaiming the futility of cooperative multilateralism, which in their perspective just constrained the freedom of action of America’s might, they asserted the prerogatives of a sole superpower. The Bush administration’s world frame became, indeed, a curious one. It believed in unconditional followers and not in allies’ worthy of respect; it believed in ad hoc coalitions and “with us or against us” propositions where multilateral institutions and norms had little value; it believed in the punishment of dissidence and not in the encouragement of cooperation; it believed in preventive action prevailing over international law. Well-known “neoconservatives” such as Charles Krauthammer, Robert Kagan, and John Bolton, proclaimed America’s supremacy and derided countries not willing to follow its unilateralism.

                But who were these neoconservatives? They were the intellectual architects of Bush’s foreign policy, who saw themselves as the natural inheritors of the foreign policy establishment of Truman’s time. The one that had forged the fundamental guidelines of America’s foreign policy during the Cold War, in what was labelled as the “creation”. In their view, with the United States having won the Cold War, a new creation was needed. Their beliefs could be summed up as diplomacy if possible, force if necessary; U.N. if possible, ad hoc coalitions, unilateral action, and preemptive strikes if necessary. America, indeed, should not be constrained by accepted rules, multilateral institutions, or international law. At the same time, the U.S.’ postulates of freedom and democracy, expressions of its exceptionalism, entailed the right to propitiate regime change whenever necessary, in order to preserve America’s security and the world order.

                At the beginning of 2005, while reporting a Pew Research Center poll, The Economist stated that the prevailing anti-American sentiment around the world was greater and deeper than at any other moment in history. The BBC World Service and Global Poll Research Partners, meanwhile, conducted another global poll in which they asked, “How do you perceive the influence of the U.S. in the world?”. The populations of some of America’s traditional allies gave an adverse answer in the following percentages: Canada 60%; Mexico 57%; Germany 54%; Australia 52%; Brazil 51%; United Kingdom 50%. With such a negative perception among Washington’s closest allies, America’s credibility was in tatters.[2]

     While Bush’s presidency was reaching its end, Zbigniew Brzezinski wrote a pivotal book that asserted that the United States had lost much of its international standing. This felt, according to the book, particularly disturbing. Indeed, as a result of the combined impact of modern technology and global political awakening, that speeded up political history, what in the past took centuries to materialize now just took decades, whereas what before had taken decades, now could materialize in a single year. The primacy of any world power was thus faced with immense pressures of change, adaptation and fall. Brzezinski believed, however, that although America had deeply eroded its international standing, a second chance was still possible. This is because no other power could rival Washington’s role. However, recuperating the lost trust and legitimacy would be an arduous job, requiring years of sustained effort and true ability. The opportunity of this second chance should not be missed, he insisted, as there wouldn’t be a third one. [3]

    A second chance

                Barak Obama did certainly his best to recover the space that had been lost during the preceding eight years. That is, the U.S.’s leading role within a liberal internationalist structure. However, times had changed since his predecessor’s inauguration. In the first place, a massive financial crisis that had begun in America welcomed Obama, when he arrived at the White House. This had increased the international doubts about the trustiness of the country. In the second place, China’s economy and international position had taken a huge leap ahead during the previous eight years. Brzezinski’s notion that no other power could rival the United States was rapidly evolving. As a result, Obama was left facing a truly daunting challenge.

                To rebuild Washington’s standing in the international scene, Obama’s administration embarked on a dual course of action. He followed, on the one hand, cooperative multilateralism and collective action. On the other hand, he prioritized the U.S.’ presence where it was most in need, avoiding unnecessary distractions as much as possible. Within the first of these aims, Obama seemed to have adhered to Richard Hass’ notion that power alone was simple potentiality, with the role of a successful foreign policy being that of transforming potentiality into real influence. Good evidence of this approach was provided through Washington’s role in the Paris Agreement on Climate Change, in the Joint Comprehensive Plan of Action in relation to Iran, in the NATO summits, in the newly created G20, and in the summits of the Americas, among many other instances. By not becoming too overbearing, and by respecting other countries’ points of view, the Obama Administration played a leading influence within the context of collective action. Although theoretically being one among many, the United States always played the leading role.[4]

    Within this context, Obama’s administration followed a coalition-building strategy. The Trans-Pacific Partnership represented the economic approach to the pivot and aimed at building an association covering forty per cent of the global economy. There, the United States would be the first among equals. As for the security approach to the pivot, the U.S. Navy repositioned its forces within the Pacific and the Atlantic oceans.

                To prioritize America’s presence where it was most needed, Obama turned the attention to China and the Asia-Pacific. While America was focusing on the Middle East, China enjoyed a period of strategic opportunity. His administration’s “pivot to Asia” emerged as a result. This policy had the dual objective of building economic prosperity and security, within that region. Its intention was countering, through facts, the notion that America was losing its staying power in the Pacific. Within this context, Obama’s administration followed a coalition-building strategy. The Trans-Pacific Partnership represented the economic approach to the pivot and aimed at building an association covering forty per cent of the global economy. There, the United States would be the first among equals. As for the security approach to the pivot, the U.S. Navy repositioned its forces within the Pacific and the Atlantic oceans. From a roughly fifty-fifty correlation between the two oceans, sixty per cent of its fleet was moved to the Pacific. Meanwhile, the U.S. increased joint exercises and training with several countries of the region, while stationing 2,500 marines in Darwin, Australia. As a result of the pivot, many of China’s neighbours began to feel that there was a real alternative to this country’s overbearing assertiveness.[5]

                Barak Obama was on a good track to consolidating the second chance that Brzezinski had alluded to. His foreign policy helped much in regaining international credibility and standing for his country, and the Bush years began to be seen as just a bump on the road of America’s foreign policy. Unfortunately, Donald Trump was the next President. And Trump coming just eight years after Bush, was more than what America’s allies could swallow.

    Dog-eat-dog foreign policy

                The Bush and Trump foreign policies could not be put on an equal footing, though. The abrasive arrogance of Bush’s neoconservatives, however distasteful, embodied a school of thought in matters of foreign policy. One, characterized by a merger between exalted visions of America’s exceptionalism and Wilsonianism. Francis Fukuyama defined it as Wilsionanism minus international institutions, whereas John Mearsheimer labelled it as Wilsionanism with teeth. Although overplaying conventional notions to the extreme, Bush’s foreign policy remained on track with a longstanding tradition. Much to the contrary, Trump’s foreign policy, according to Fareed Zakaria, was based on a more basic premise– The world was largely an uninteresting place, except for the fact that most countries just wanted to screw the United States. Trump believed that by stripping the global system of its ordering arrangements, a “dog eat dog” environment would emerge. One, in which his country would come up as the top dog. His foreign policy, thus, was but a reflection of gut feelings, sheer ignorance and prejudices.[6]

                Trump derided multilateral cooperation and preferred a bilateral approach to foreign relations. One, in which America could exert its full power in a direct way, instead of letting it dilute by including others in the decision-making process. Within this context, the U.S.’ market leverage had to be used to its full extent, to corner others into complying with Washington’s positions. At the same time, he equated economy and national security and, as a consequence, was prone to “weaponize” economic policies. Moreover, he premised on the use of the American dollar as a bullying tool to be used to his country’s political advantage. Not only China but some of America’s main allies as well, were targeted within this approach. Dusting off Section 323 of the 1962 Trade Expansion Act, which allowed tariffs on national security grounds, Trump imposed penalizations in every direction. Some of the USA’s closest allies were badly affected as a result.

                Given Trump’s contempt for cooperative multilateralism, but also aiming at erasing Obama’s legacy, an obsessive issue with him, he withdrew the U.S. from the Trans-Pacific Partnership, from the Paris Agreement on Climate Change, and from the Joint Comprehensive Plan of Action in relation to Iran. He also withdrew his country from other multilateral institutions, such as the United Nations’ Human Rights Commission and, in the middle of the Covid 19 pandemic, from the World Health Organization. Trump threatened to cut funding to the U.N., waged a largely victorious campaign to sideline the International Criminal Court, and brought the World Trade Organization to a virtual standstill. Even more, he did not just walk away from the Joint Comprehensive Plan of Action, in relation to Iran, but threatened its other signatories to impose sanctions on them if, on the basis of the agreement, they continued to trade with Iran.

In 2019, he asked Japan to increase fourfold its annual contribution for the privilege of hosting 50,000 American troops in its territory, while requesting South Korea to pay 400 percent more for hosting American soldiers. This, amid China’s increasing assertiveness and North Korea’s continuous threats. In his relations with New Delhi, a fundamental U.S. ally within any containment strategy to China, he subordinated geostrategic considerations to trade. On the premise that India was limiting American manufacturers from access to its market, Trump threatened this proud nation with a trade war.[7]

                Irritated because certain NATO member countries were not spending enough on their defence, Trump labelled some of Washington’s closest partners within the organization as “delinquents”. He also threatened to reduce the U.S.’ participation in NATO, calling it “obsolete”, while referring to Germany as a “captive of Russia”. At the same time, Trump abruptly cancelled a meeting with the Danish Prime Minister, because she was unwilling to discuss the sale of Greenland to the United States. This, notwithstanding the fact that this was something expressively forbidden by the 1975 Helsinki Final Act, represents the cornerstone of European stability. The European Union, in his view, was not a fundamental ally, but a competitor and an economic foe. Deliberately, Trump antagonized European governments, including that of London at the time, by cheering Brexit. Meanwhile, he imposed tariffs on steel and aluminium on many of its closest partners and humiliated Canada and Mexico by imposing upon them a tough renegotiation of NAFTA. One, whose ensuing accord did not bring significant changes. Moreover, he fractured the G7, a group integrated by Washington’s closest allies, leaving the United States standing alone on one side with the rest standing on the other.

    In June 2018, Donald Tusk, President of the European Council, expressed his bewilderment at seeing that the rules-based international order was being challenged precisely by its main architect and guarantor– the United States. Financial Times columnist Martin Wolf summoned up all of this, by expressing that under Trump the U.S. had become a rogue superpower.

                Unsurprisingly, thus, America’s closest allies reached the conclusion that they could no longer trust it. Several examples attested to this. In November 2017, Canberra’s White Paper on the security of Asia expressed uncertainty about America’s commitment to that continent. In April 2018, the United Kingdom, Germany and France issued an official statement expressing that they would forcefully defend their interests against the U.S.’ protectionism. On May 10, 2018, Angela Merkel stated in Aquisgran that the time in which Europe could trust America was over. On May 31, 2018, Justin Trudeau aired Canada’s affront at being considered a threat to the United States. In June 2018, Donald Tusk, President of the European Council, expressed his bewilderment at seeing that the rules-based international order was being challenged precisely by its main architect and guarantor– the United States. In November 2019, in an interview given to The Economist, Emmanuel Macron stated that the European countries could no longer rely on the United States, which had turned its back on them. Financial Times columnist Martin Wolf summoned up all of this, by expressing that under Trump the U.S. had become a rogue superpower.[8]

    The return of liberal internationalism

    Politically and geopolitically Biden rapidly went back to the old premises of liberal internationalism. Cooperative multilateralism and collective action were put back in place, and alliances became, once again, a fundamental part of America’s foreign policy. 

               As mentioned, George W. Bush followed a few years later by Donald Trump was more than what America’s allies could handle. Fortunately for that country, and for its allies, Trump failed to be re-elected in 2020, and Joe Biden came to power. True, the latter’s so-called foreign policy for the middle classes kept in place some of Trump’s international trade policies. However, politically and geopolitically he rapidly went back to the old premises of liberal internationalism. Cooperative multilateralism and collective action were put back in place, and alliances became, once again, a fundamental part of America’s foreign policy.  Moreover, Biden forcefully addressed some of his country’s main economic deficiencies, which had become an important source of vulnerability in its rivalry with China. In sum, Biden strengthened the United States’ economy, its alliances, and its international standing.

                Notwithstanding the fact that Biden had to fight inch by inch with a seemingly unconquerable opposition, while continuously negotiating with two reluctant senators from his own party, he was able to pass a group of transformational laws. Among them, are the Infrastructure Investment and Job Act, the CHIPS and Science Act and the Inflation Reduction Act. Together, these legislations allow for a government investment of a trillion dollars in the modernization of the country’s economy and its re-industrialization, including the consolidation of its technological leadership, the updating of its infrastructures and the reconversion of its energy matrix towards clean energy. Private investments derived from such laws would be gigantic, with the sole CHIPS Act having produced investment pledges of more than 100 billion dollars. This projects, vis-à-vis China’s competition, an image of strength and strategic purpose. Moreover, before foes and friends, these accomplishments prove that the U.S. can overcome its legislative gridlocks, in order to modernize its economy and its competitive standing.

                Meanwhile, Washington’s alliances have significantly strengthened. In Europe, Russia’s invasion of Ukraine and Washington’s firm reaction to it had important consequences. While the former showed to its European allies that America’s leadership was still indispensable, the latter made clear that the U.S. had the determination and the capacity to exercise such leadership. Washington has indeed led in response to the invasion, in the articulation of the alliances and the revitalization of NATO, in sanctions on Russia, and in the organization of the help provided to Ukraine. It has also been Kyiv’s main source of support in military equipment and intelligence, deciding at each step of the road what kind of armament should be supplied to the Ukrainian forces. In short, before European allies that had doubted Washington’s commitments to its continent, and of the viability of NATO itself, America proved to be the indispensable superpower.

                Meanwhile, American alliances in the Indo-Pacific have also been strengthened and expanded, with multiple initiatives emerging as a result. As the invasion of Ukraine made evident the return of geopolitics by the big door, increasing the fears of China’s threat to regional order, Washington has become for many the essential partner. America’s security umbrella has proved to be for them a fundamental tool in containing China’s increasing arrogance and disregard for international law and jurisprudence. Among the security mechanisms or initiatives created or reinforced under its stewardship are an energized Quad; the emergence of AUKUS; NATO’s approach to the Indo-Pacific region; the tripartite Camp David’s security agreement between Japan, South Korea and the U.S.; a revamped defence treaty with The Philippines; an increased military cooperation with Australia; and Hanoi’s growing strategic alignment with Washington. On the economic side, we find the Indo-Pacific Economic Framework for Prosperity and the freshly emerged Partnership for Global Infrastructure and Investment & India-Middle East-Europe Economic Corridor.

    Enough would be enough

                Although the Global South has proved to be particularly reluctant to fall back under the security leadership of the superpowers, Washington has undoubtedly become the indispensable partner for many in Europe and the Indo-Pacific. Thanks to Biden, the United States has repositioned itself on the cusp of a potent alliance system, regaining credibility and vitality. What would happen, thus, if he is defeated in the 2024 elections and Trump regains the White House? In 2007, Brzezinski believed, as mentioned, that although America had deeply eroded its international standing, a second chance was still possible. Actually, with Biden (and thanks in no small part to the Russian invasion and China’s pugnacity), the U.S. got an unexpected third chance. But definitively, enough would be enough. Moreover, during Trump’s first term in office, a professional civil service and an institutional contention wall (boosted by the so-called “adults in the room”), may have been able to keep at bay Trump’s worst excesses. According to The Economist, though, that wouldn’t be the case during a second term, where thousands of career public servants would be fired and substituted by MAGA followers. The deconstruction of the so-called “deep State” would be the aim to be attained, which would translate into getting rid of anyone who knows how to get the job done within the Federal Government. Hence, for America’s allies, Trump’s nightmarish first period would pale in relation to a second one. Trump followed four years later by Trump, no doubt about it, would shatter America’s trustiness, credibility, international standing, and its system of alliances. [9]

    Balancing Civilizations: Neither Clash, mere Multiplicity nor Conversion

    The modern world is a product of intense competition and conflict that evolved from the European ‘system of states’ propensity and greed for the acquisition of territory and resources through colonialism and imperialism. The post-1945 world continues to suffer the ills of Western domination and exploitation as is evidenced by the innumerable number of wars, conflicts, and interventions….supposedly part of the imperial civilising missions. As the non-Western world rises the choices are either conflict or cooperation. The G20 Summit 2023 being held in New Delhi is an opportunity to recognise and chart a new path for the world. The authors, Andreas Herberg-Rothe and Key-young Son, emphasise the importance and need for cooperation and harmony amongst the civilisations of the world.

    G20 Summit 2023 in New Delhi is underway on September 9-10, 2023. 

    We propose the non-binary concepts of Clausewitzian floating equilibrium, Confucian harmony, and Arendtian politics of plurality as key ideas to avert and mitigate contemporary conflicts.

    In many of the world’s hot spots, both civil and governmental combatants have become embroiled in unending conflicts based on a binary position: “us against the rest.” After two hundred years of imperialism and Euro-American hegemony that have produced varying degrees of adaptation or rejection of Western modernity, it may be time for the world’s great civilizations to learn how to live harmoniously with one another. The world order of the twenty-first century will not be based entirely on modernist ideas and institutions such as nation-states, laissez-faire capitalism, individualism, science and technology, and progress. How then can we accommodate other civilizations and cultures?

    We propose mediation, recognition, harmony and floating balance as key principles for inter-civilizational and inter-cultural dialogue and conviviality, accompanied by the awareness that we are all descended from a small group of African ancestors. Mediation and recognition between friends and enemies will be the initial recipes for transforming hostility into partnership, while harmony and floating balance between and within opposites, such as individual versus community, freedom versus equality, will help sustain the momentum for forging constructive relationships.

    After the process of political decolonization in the twentieth century, we still need to decolonize our way of thinking. The values of the East and the West cannot survive in their absolute form in this globalized world.

    As former Israeli Prime Minister Yitzhak Rabin put it, “You don’t have to make peace with your friends; you have to make peace with your enemies. As a legacy of previous centuries, however, the binary thinking of “us against them” has paradoxically retained a strong presence in twenty-first-century international relations. If this thinking continues to be the decisive force, we could repeat the catastrophes of the twentieth century. After the process of political decolonization in the twentieth century, we still need to decolonize our way of thinking. The values of the East and the West cannot survive in their absolute form in this globalized world. It is our deepest conviction that the Western and like-minded states could only hold on to values such as freedom, equality, emancipation and human rights if they could be harmoniously balanced with the contributions of other civilizations and cultures.

    The concept of floating equilibrium, derived from our interpretation of the “wondrous trinity” of the Prussian military theorist Carl von Clausewitz, means not relativity, but relationality and proportionality. At the end of his life, Clausewitz drew the conclusion for the theory of violent conflict that every war is composed of the three opposing tendencies of primordial violence, which he compared to hatred and enmity as a blind natural force, to chance and probability, and to the subordination of war as a political instrument, which makes war subject to pure reason. With Clausewitz’s concept, it is clear that war involves two extreme opposites – primordial violence on the one hand and pure reason on the other. By adding the third tendency, chance and probability, wars become different in their composition.

    We use Clausewitz’s concept as a methodological starting point to find a floating balance between various contrasts and contradictions that are evident in the current phase of globalization, which Zygmunt Bauman calls “liquid modernity”. These contrasts include those between the individual and the community, equality and freedom, war and peace, and recognition and disrespect. We argue that Clausewitz’s wondrous trinity and “floating equilibrium” can be used as a way to interpret and mitigate today’s conflicts, although Clausewitz developed these notions to analyze the warfare of his time.

    Globalization has led to the “rise of the rest” or Amitav Acharya’s “multiplex world” of nation-states, NGOs, global institutions, global terrorism, and violent gangs of young people from the suburbs of Paris to the slums of Rio who are excluded from the benefits of globalization. This includes both of the following macro developments:

    On the one hand, globalization allows the former empires (China, Russia and India) and some developing countries with large populations (Brazil, Indonesia, South Africa) to regain their status as great powers. This development could lead to a global network of megacities competing on connectivity rather than borders, as in China’s efforts to reestablish the ancient trade routes of the Silk Road. On the other hand, it dissolves traditional identities and forms of governance to some extent as a result of social inequality, leading to fragmented societies and a re-ideologization of domestic conflicts, as already seen with the rise of the far right in the US, Europe and Russia, but also Salafism, exaggerated Hindu and Chinese nationalist movements.

    Failed states, the wave of migrants and refugees around the world, climate catastrophes, and growing inequalities are the result of the “liquid modernity” that accompanies the dissolution of individual, community, and state identities. Ideologies did not dissolve with the end of the twentieth century or the advent of globalization but rather shifted from modern, utopian ideologies such as socialism and democracy and their aberrations such as Nazism and Stalinism to postmodern ones. The rise of postmodern ideologies such as Salafism is the result of globalization and the West’s refusal to recognize other civilizations and cultures. Moreover, the terrible inequalities in this world, where 1% of the world’s population has as much as 99% of the “rest”, or 62 billionaires own as much as 3.5 billion people, are the result of unrestricted and unbalanced freedom. We need to reinvent a balance between freedom and equality so as not to legitimize the inversion of freedom in the name of freedom by the aristocracy of property owners.

Both Confucian harmony and Hanna Arendt’s concept of plurality are based on the harmonious relationship between different actors, or the floating balance of equality and difference, given that all human beings are similar enough to understand each other, but each is an individual endowed with uniqueness.

    Due to the speed and scale of information processing and transmission, the contemporary world is turning much faster than the commonly known modern world. If modernity is a temporal and spatial playground for rationality, the contemporary world is rather a playground for the mixture of the Clausewitzian trinity: reason, emotion, and chance. This means that while we would like to use reason in making decisions, we are often swamped by emotion and ultimately forced to take chances, given the short time frame available for any reasonable calculation and the ever-changing, chameleon-like internal and external environments. As an analyst of war, Clausewitz had long studied this trinity, for war, as a microcosm of human realities, is where reason, emotion, and chance play their respective roles.

    In this everyday situation of war, Clausewitz’s revived ideas can offer his posterity many valuable insights. All in all, Clausewitz diverts our attention from the unbalanced diet of the modernists in favour of rationality and offers a healthy recipe for analyzing contemporary problems where reason, emotion, and chance intersect, often with an unexpected outcome.

    No matter how powerful a single state may be, it will remain a minority compared to the rest of the world. In this globalized world, there would be no room for any kind of exceptionalism, American or Chinese, but only a floating balance between the world’s great civilizations.

    It is a choice between repeating the same mistake of forcibly imposing our own values on the rest of the world, as we did in the twentieth century, or embarking on a new civilizational project of harmony and co-prosperity. No matter how powerful a single state may be, it will remain a minority compared to the rest of the world. In this globalized world, there would be no room for any kind of exceptionalism, American or Chinese, but only a floating balance between the world’s great civilizations. Such a floating balance is a kind of mediation between the opposites of Huntington’s clash of civilizations on the one hand and the generalization of the values of only one civilization on the other. A mere multiplicity of approaches would only lead to a variant of the clash of civilizations. The first step in this direction is to recognize that in a globalized world, great civilizations must learn from each other for their own benefit and interest. If the values of the Western world lead to such terrible and immoral inequalities, we need to rethink our value systems – and if the concept of hierarchy in the Eastern world leads to violations of a harmoniously balanced society, we need to rethink those value systems as well. Whereas in classical Confucianism harmony was based on strict hierarchical oppositions, in a globalized world we need a floating balance between hierarchical and symmetrical social relations, combining Clausewitz and Confucius.

    The US economic war on China

    The anti-China policies come out of a familiar playbook of US policy-making. The aim is to prevent economic and technological competition from a major rival.

    China’s economy is slowing down. Current forecasts put China’s GDP growth in 2023 at less than 5%, below the forecasts made last year and far below the high growth rates that China enjoyed until the late 2010s. The Western press is filled with China’s supposed misdeeds: a financial crisis in the real estate market, a general overhang of debt, and other ills. Yet much of the slowdown is the result of US measures that aim to slow China’s growth. Such US policies violate World Trade Organization rules and are a danger to global prosperity. They should be stopped.
    The anti-China policies come out of a familiar playbook of US policy-making. The aim is to prevent economic and technological competition from a major rival. The first and most obvious application of this playbook was the technology blockade that the US imposed on the Soviet Union during the Cold War. The Soviet Union was America’s declared enemy and US policy aimed to block Soviet access to advanced technologies.

    At the end of the 1980s and early 1990s, the US deliberately sought to slow Japan’s economic growth. This may seem surprising, as Japan was and is a US ally. Yet Japan was becoming “too successful,” as Japanese firms outcompeted US firms in key sectors, including semiconductors, consumer electronics, and automobiles.

    The second application of the playbook is less obvious, and in fact, is generally overlooked even by knowledgeable observers. At the end of the 1980s and early 1990s, the US deliberately sought to slow Japan’s economic growth. This may seem surprising, as Japan was and is a US ally. Yet Japan was becoming “too successful,” as Japanese firms outcompeted US firms in key sectors, including semiconductors, consumer electronics, and automobiles. Japan’s success was widely hailed in bestsellers such as Japan as Number One by my late, great colleague, Harvard Professor Ezra Vogel.
    In the mid-to-late 1980s, US politicians limited US markets to Japan’s exports (via so-called “voluntary” limits agreed with Japan) and pushed Japan to overvalue its currency. The Japanese Yen appreciated from around 240 Yen per dollar in 1985 to 128 Yen per dollar in 1988 and 94 Yen to the dollar in 1995, pricing Japanese goods out of the US market. Japan went into a slump as export growth collapsed. Between 1980 and 1985, Japan’s exports rose annually by 7.9 percent; between 1985 and 1990, export growth fell to 3.5 percent annually; and between 1990 and 1995, to 3.3 percent annually. As growth slowed markedly, many Japanese companies fell into financial distress, leading to a financial bust in the early 1990s.

    In the mid-1990s, I asked one of Japan’s most powerful government officials why Japan didn’t devalue the currency to re-establish growth. His answer was that the US wouldn’t allow it.

    Now the US is taking aim at China. Starting around 2015, US policymakers came to view China as a threat rather than a trade partner. This change of view was due to China’s economic success. China’s economic rise really began to alarm US strategists when China announced in 2015 a “Made in China 2025” policy to promote China’s advancement to the cutting edge of robotics, information technology, renewable energy, and other advanced technologies. Around the same time, China announced its Belt and Road Initiative to help build modern infrastructure throughout Asia, Africa and other regions, largely using Chinese finance, companies, and technologies.

    After winning the 2016 election on an anti-China platform, Trump imposed unilateral tariffs on China that clearly violated WTO rules. To ensure that WTO would not rule against the US measures, the US disabled the WTO appellate court by blocking new appointments.

    The US dusted off the old playbook to slow China’s surging growth. President Barrack Obama first proposed to create a new trading group with Asian countries that would exclude China, but presidential candidate Donald Trump went further, promising outright protectionism against China. After winning the 2016 election on an anti-China platform, Trump imposed unilateral tariffs on China that clearly violated WTO rules. To ensure that WTO would not rule against the US measures, the US disabled the WTO appellate court by blocking new appointments. The Trump Administration also blocked products from leading Chinese technology companies such as ZTE and Huawei and urged US allies to do the same.

    When President Joe Biden came to office, many (including me) expected Biden to reverse or ease Trump’s anti-China policies. The opposite happened. Biden doubled down, not only maintaining Trump’s tariffs on China but also signing new executive orders to limit China’s access to advanced semiconductor technologies and US investments. American firms were advised informally to shift their supply chains from China to other countries, a process labelled “friend-shoring” as opposed to offshoring. In carrying out these measures, the US completely ignored WTO principles and procedures.

    The US strongly denies that it is in an economic war with China, but as the old adage goes, if it looks like a duck, swims like a duck, and quacks like a duck, it’s probably a duck. The US is using a familiar playbook, and the Washington politicians are invoking martial rhetoric, calling China an enemy that must be contained or defeated.

    The results are seen in a reversal of China’s exports to the US. In the month that Trump came into office, January 2017, China accounted for 22 per cent of US merchandise imports. By the time Biden came into office in January 2021, China’s share of US imports had dropped to 19 per cent. As of June 2023, China’s share of US imports had plummeted to 13 per cent. Between June 2022 and June 2023, US imports from China fell by a whopping 29 per cent.

    Of course, the dynamics of China’s economy are complex and hardly driven by China-US trade alone. Perhaps China’s exports to the US will partly rebound. Yet Biden seems unlikely to ease trade barriers with China in the lead-up to the 2024 election.

    Unlike Japan in the 1990s, which was dependent on the US for its security, and so followed US demands, China has more room for maneuver in the face of US protectionism. Most importantly, I believe, China can substantially increase its exports to the rest of Asia, Africa, and Latin America, through policies such as expanding the Belt and Road Initiative. My assessment is that the US attempt to contain China is not only wrongheaded in principle but destined to fail in practice. China will find partners throughout the world economy to support a continued expansion of trade and technological advances.

    BRICS: On 1 January 2024, the World’s Centre of Gravity will Shift

    As is often the case in history, the actions of a dying empire create common ground for its victims to look for new alternatives, no matter how embryonic and contradictory they are. The diversity of support for the expansion of BRICS is an indication of the growing loss of the political hegemony of imperialism.

    On the last day of the BRICS summit in Johannesburg, South Africa, the five founding states (Brazil, Russia, India, China, and South Africa) welcomed six new members: Argentina, Egypt, Ethiopia, Iran, Saudi Arabia, and the United Arab Emirates (UAE). The BRICS partnership now encompasses 47.3 per cent of the world’s population, with a combined global Gross Domestic Product (by purchasing power parity, or PPP,) of 36.4 per cent. In comparison, though the G7 states (Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States) account for merely 10 per cent of the world’s population, their share of the global GDP (by PPP) is 30.4 per cent. In 2021, the nations that today form the expanded BRICS group were responsible for 38.3 percent of global industrial output while their G7 counterparts accounted for 30.5 percent. All available indicators, including harvest production and the total volume of metal production, show the immense power of this new grouping. Celso Amorim, advisor to the Brazilian government and one of the architects of BRICS during his former tenure as foreign minister, said of the new development that ‘[t]he world can no longer be dictated by the G7’.

    Certainly, the BRICS nations, for all their internal hierarchies and challenges, now represent a larger share of the global GDP than the G7, which continues to behave as the world’s executive body. Over forty countries expressed an interest in joining BRICS, although only twenty-three applied for membership before the South Africa meeting (including seven of the thirteen countries in the Organisation of Petroleum Exporting Countries, or OPEC). Indonesia, the world’s seventh largest country in terms of GDP (by PPP), withdrew its application to BRICS at the last moment but said it would consider joining later. Indonesia’s President Joko Widodo’s comments reflect the mood of the summit: ‘We must reject trade discrimination. Industrial down streaming must not be hindered. We must all continue to voice equal and inclusive cooperation’.

    The facts are clear: the Global North’s percentage of world GDP fell from 57.3 per cent in 1993 to 40.6 per cent in 2022, with the US’s percentage shrinking from 19.7 per cent to only 15.6 per cent of global GDP (by PPP) in the same period – despite its monopoly privilege. In 2022, the Global South, without China, had a GDP (by PPP) greater than that of the Global North.

    BRICS does not operate independently of new regional formations that aim to build platforms outside the grip of the West, such as the Community of Latin America and Caribbean States (CELAC) and the Shanghai Cooperation Organisation (SCO). Instead, BRICS membership has the potential to enhance regionalism for those already within these regional fora. Both sets of interregional bodies are leaning into a historical tide supported by important data, analysed by Tricontinental: Institute for Social Research using a range of widely available and reliable global databases.     The West, perhaps because of its rapid relative economic decline, is struggling to maintain its hegemony by driving a New Cold War against emergent states such as China. Perhaps the single best evidence of the racial, political, military, and economic plans of the Western powers can be summed up by a recent declaration of the North Atlantic Treaty Organisation (NATO) and the European Union (EU): ‘NATO and the EU play complementary, coherent and mutually reinforcing roles in supporting international peace and security. We will further mobilise the combined set of instruments at our disposal, be they political, economic, or military, to pursue our common objectives to the benefit of our one billion citizens’.

    Why did BRICS welcome such a disparate group of countries, including two monarchies, into its fold? When asked to reflect on the character of the new full member states, Brazil’s President Luiz Inácio Lula da Silva said, ‘What matters is not the person who governs but the importance of the country. We can’t deny the geopolitical importance of Iran and other countries that will join BRICS’. This is the measure of how the founding countries made the decision to expand their alliance. At the heart of BRICS’s growth are at least three issues: control over energy supplies and pathways, control over global financial and development systems, and control over institutions for peace and security.

    A larger BRICS has now created a formidable energy group. Iran, Saudi Arabia, and the UAE are also members of OPEC, which, with Russia, a key member of OPEC+, now accounts for 26.3 million barrels of oil per day, just below thirty per cent of global daily oil production. Egypt, which is not an OPEC member, is nonetheless one of the largest African oil producers, with an output of 567,650 barrels per day. China’s role in brokering a deal between Iran and Saudi Arabia in April enabled the entry of both of these oil-producing countries into BRICS. The issue here is not just the production of oil, but the establishment of new global energy pathways.

    The Chinese-led Belt and Road Initiative has already created a web of oil and natural gas platforms around the Global South, integrated into the expansion of Khalifa Port and natural gas facilities at Fujairah and Ruwais in the UAE, alongside the development of Saudi Arabia’s Vision 2030. There is every expectation that the expanded BRICS will begin to coordinate its energy infrastructure outside of OPEC+, including the volumes of oil and natural gas that are drawn out of the earth. Tensions between Russia and Saudi Arabia over oil volumes have simmered this year as Russia exceeded its quota to compensate for Western sanctions placed on it due to the war in Ukraine. Now these two countries will have another forum, outside of OPEC+ and with China at the table, to build a common agenda on energy. Saudi Arabia plans to sell oil to China in renminbi (RMB), undermining the structure of the petrodollar system (China’s two other main oil providers, Iraq and Russia, already receive payment in RMB).

    Both the discussions at the BRICS summit and its final communiqué focused on the need to strengthen a financial and development architecture for the world that is not governed by the triumvirate of the International Monetary Fund (IMF), Wall Street, and the US dollar. However, BRICS does not seek to circumvent established global trade and development institutions such as the World Trade Organisation (WTO), the World Bank, and the IMF. For instance, BRICS reaffirmed the importance of the ‘rules-based multilateral trading system with the World Trade Organisation at its core’ and called for ‘a robust Global Financial Safety Net with a quota-based and adequately resourced [IMF] at its centre’. Its proposals do not fundamentally break with the IMF or WTO; rather, they offer a dual pathway forward: first, for BRICS to exert more control and direction over these organisations, of which they are members but have been suborned to a Western agenda, and second, for BRICS states to realise their aspirations to build their own parallel institutions (such as the New Development Bank, or NDB). Saudi Arabia’s massive investment fund is worth close to $1 trillion, which could partially resource the NDB.

    BRICS’s agenda to improve ‘the stability, reliability, and fairness of the global financial architecture’ is mostly being carried forward by the ‘use of local currencies, alternative financial arrangements, and alternative payment systems’. The concept of ‘local currencies’ refers to the growing practice of states using their own currencies for cross-border trade rather than relying upon the dollar. Though approximately 150 currencies in the world are considered to be legal tender, cross-border payments almost always rely on the dollar (which, as of 2021, accounts for 40 per cent of flows over the Society for Worldwide Interbank Financial Telecommunications, or SWIFT, network).

    Other currencies play a limited role, with the Chinese RMB comprising 2.5 per cent of cross-border payments. However, the emergence of new global messaging platforms – such as China’s Cross-Border Payment Interbank System, India’s Unified Payments Interface, and Russia’s Financial Messaging System (SPFS) – as well as regional digital currency systems promise to increase the use of alternative currencies. For instance, cryptocurrency assets briefly provided a potential avenue for new trading systems before their asset valuations declined, and the expanded BRICS recently approved the establishment of a working group to study a BRICS reference currency.

    Following the expansion of BRICS, the NDB said that it will also expand its members and that, as its General Strategy, 2022–2026 notes, thirty per cent of all of its financing will be in local currencies. As part of its framework for a new development system, its president, Dilma Rousseff, said that the NDB will not follow the IMF policy of imposing conditions on borrowing countries. ‘We repudiate any kind of conditionality’, Rousseff said. ‘Often a loan is given upon the condition that certain policies are carried out. We don’t do that. We respect the policies of each country’.

Currently, the UN Security Council has fifteen members, five of whom are permanent (China, France, Russia, the UK, and the US). There are no permanent members from Africa, Latin America, or the most populous country in the world, India. To repair these inequities, BRICS offers its support to ‘the legitimate aspirations of emerging and developing countries from Africa, Asia, and Latin America, including Brazil, India, and South Africa to play a greater role in international affairs’. The West’s refusal to allow these countries a permanent seat at the UN Security Council has only strengthened their commitment to the BRICS process and to enhance their role in the G20.

    The entry of Ethiopia and Iran into BRICS shows how these large Global South states are reacting to the West’s sanctions policy against dozens of countries, including two founding BRICS members (China and Russia). The Group of Friends in Defence of the UN Charter – Venezuela’s initiative from 2019 – brings together twenty UN member states that are facing the brunt of illegal US sanctions, from Algeria to Zimbabwe. Many of these states attended the BRICS summit as invitees and are eager to join the expanded BRICS as full members.

    We are not living in a period of revolutions. Socialists always seek to advance democratic and progressive trends. As is often the case in history, the actions of a dying empire create common ground for its victims to look for new alternatives, no matter how embryonic and contradictory they are. The diversity of support for the expansion of BRICS is an indication of the growing loss of the political hegemony of imperialism.

    BRICS Summit 2023

    The 15th BRICS Summit will be held next week from the 22nd to the 24th of August in Johannesburg under the chairmanship of South Africa. Unlike in the past when the West largely ignored the summits as of little consequence, the 15th Summit has got the world’s attention in a major way. Given the current turmoil in the world order and the realisation in much of the world that the West is largely responsible for the unending wars and interventions, this summit has assumed enormous importance. To put it bluntly, the BRICS is being seen as having the potential to end Western dominance and reshape the world into a more equitable and multipolar world order. The summit, which South Africa hosts next week, could mark a significant step in the reconfiguration of geopolitical power in the not-too-distant future.

    Already, BRICS countries represent over 40% of the global population and an estimated 30% of its GDP, and with China expected to overtake the United States as early as 2035 as the world’s largest economy, many sovereign states are eager to establish themselves for a de-dollarised future. 40 countries have expressed their interest to join BRICS, while 23 countries have formally applied, including Argentina, Iran, Saudi Arabia, the United Arab Emirates, Indonesia, Thailand, Cuba, Egypt, and Nigeria. A total of 67 countries, including 53 African states have been invited to the BRICS Summit 2023. This is a significant development. The important issues likely to be discussed at the summit include the expansion of BRICS and the possible introduction of BRICS currency.  As a prelude, the joint statement of BRICS’ foreign ministers meeting in June 2023 shows the expanding domains of cooperation that included international security and world order.     Joint Statement of the BRICS Ministers of Foreign Affairs and International Relations Cape Town, South Africa 1 June 2023

    1. The BRICS Ministers of Foreign Affairs and International Relations met on 1 June 2023 in Cape Town, South Africa. They exchanged views on major global and regional trends and issues. They reaffirmed their commitment to strengthening the framework of BRICS cooperation under the three pillars of political and security, economic and financial, and cultural and people-to-people cooperation upholding the BRICS spirit featuring mutual respect and understanding, equality, solidarity, openness, inclusiveness, and consensus.

    2. The Ministers reiterated their commitment to strengthening multilateralism and upholding international law, including the purposes and principles enshrined in the Charter of the United Nations (UN) as its indispensable cornerstone, and the central role of the UN in an international system in which sovereign states cooperate to maintain peace and security, advance sustainable development, ensure the promotion and protection of democracy, human rights and fundamental freedoms for all, and promoting cooperation based on the spirit of solidarity, mutual respect, justice and equality.

    3. The Ministers expressed concern about the use of unilateral coercive measures, which are incompatible with the principles of the Charter of the UN and produce negative effects notably in the developing world. They reiterated their commitment to enhancing and improving global governance by promoting a more agile, effective, efficient, representative and accountable international and multilateral system.

    4. The Ministers recalled UN General Assembly (UNGA) Resolution 75/1 and reiterated the call for reforms of the principal organs of the United Nations. They recommitted to instil new life in the discussions on the reform of the UN Security Council (UNSC) and continue the work to revitalise the General Assembly and strengthen the Economic and Social Council. They recalled the 2005 World Summit Outcome document and reaffirmed the need for a comprehensive reform of the UN, including its Security Council, with a view to making it more representative, effective and efficient, and to increase the representation of the developing countries so that it can adequately respond to global challenges. China and Russia reiterated the importance they attach to the status and role of Brazil, India and South Africa in international affairs and supported their aspiration to play a greater role in the UN.

    5. The Ministers reaffirmed the importance of the G20 to continue playing the role of the premier multilateral forum in the field of economic cooperation that comprises both developed and developing countries where major economies jointly seek solutions to global challenges. They looked forward to the successful hosting of the 18th G20 Summit under the Indian G20 Presidency. They noted the opportunities to build sustained momentum for change by India, Brazil and South Africa chairing the G20 from 2023 to 2025 and expressed support for continuity and collaboration in their G20 presidencies and wish them all success in their endeavours.

    6. The Ministers called for the implementation of the 2030 Agenda for Sustainable Development in its three dimensions – economic, social and environmental – in a balanced and integrated manner by mobilising the means required to implement the 2030 Agenda. They highlighted in this regard that the Sustainable Development Goals (SDGs) Summit, to be held in New York in September 2023, constitutes a unique opportunity for renewing international commitment to the implementation of the 2030 Agenda.

    7. The Ministers recognised the impact on the world economy from unilateral approaches in breach of international law and they also noted that the situation is complicated further by unilateral economic coercive measures, such as sanctions, boycotts, embargoes and blockades.

    8. The Ministers expressed their support for the free, open, transparent, fair, predictable, inclusive, equitable, non-discriminatory and rules-based multilateral trading system with the World Trade Organisation (WTO) at its core, with special and differential treatment (S&DT) for developing countries, including Least Developed Countries. They stressed their support to work towards positive and meaningful outcomes on the issues at the 13th Ministerial Conference (MC13). They committed to engage constructively to pursue the necessary WTO reform with a view to presenting concrete deliverables to MC13. They called for the restoration of a fully and well-functioning dispute settlement system accessible to all members by 2024, and the selection of new Appellate Body Members without further delay. They condemned unilateral protectionist measures under the pretext of environmental concerns such as unilateral and discriminatory carbon border adjustment mechanisms, taxes and other measures.

    9. They supported a robust Global Financial Safety Net with a quota-based and adequately resourced International Monetary Fund (IMF) at its centre. They called on continuing the process of IMF governance reform under the 16th General Review of Quotas, including a new quota formula as a guide, to be completed by 15 December 2023.

    10. The Ministers congratulated Ms Dilma Rousseff, former President of the Federative Republic of Brazil, as President of the New Development Bank (NDB) and expressed confidence that it will contribute to strengthening the NDB in effectively achieving its mandate. They encouraged the NDB to follow the member-led and demand-driven principle, mobilise financing from diversified sources, enhance innovation and knowledge exchange, assist member countries in achieving the SDGs and further improve efficiency and effectiveness to fulfil its mandate, aiming to be a premier multilateral development institution.

    11. The Ministers emphasised the importance of financial inclusion so that citizens can reap the benefits of economic growth and prosperity and welcomed the many new technological instruments for financial inclusion, developed in BRICS countries, that can contribute to ensuring the citizens full participation in the formal economy.

    12. Ministers underscored the importance of encouraging the use of local currencies in international trade and financial transactions between BRICS as well as their trading partners.

    13. The Ministers emphasised that ensuring energy security is a crucial foundation for economic development, social stability, national security, and the welfare of all nations worldwide. They called for resilient global supply chains and predictable, stable energy demand to ensure universal access to affordable, reliable, sustainable, and modern energy sources. They also stressed the importance of enhancing energy security and market stability by strengthening value chains, promoting open, transparent, and competitive markets, and ensuring the protection of critical energy infrastructure. They strongly condemned all terrorist attacks against critical infrastructure, including critical energy facilities, and against other vulnerable targets.

    14. The Ministers reiterated that the objectives, principles and provisions of the United Nations Framework Convention on Climate Change (UNFCCC) and its Paris Agreement, in particular, the principles of common but differentiated responsibilities and respective capabilities (CBDR-RC) in the light of different national circumstances, must be honoured. They reaffirmed their national and joint efforts to promote the implementation of the Paris Agreement In this regard, they stressed the importance of the fulfilment by developed countries of their commitments to provide technology and adequate, predictable, timely, new and additional climate finance that is long overdue to assist developing countries to address climate change. They expressed concern that the goal of developed countries to jointly mobilise USD 100 billion per year by 2020, and annually through 2025, has not been achieved and urged developed countries to meet their commitments. They rejected attempts to link security with the climate change agenda and recalled that the UNFCCC, including the annual Conference of the Parties (COP) sessions, is the appropriate and legitimate international forum to discuss the issue of climate change in all its dimensions.

    15. The Ministers emphasised their determination to contribute to a successful COP28 in Dubai, later this year, with the focus on implementation. As the main mechanism for promoting implementation and climate action on all aspects of the Paris Agreement under the UNFCCC, the Global Stocktake must be effective in assessing and identifying implementation gaps on the global response to climate change, whilst prospectively laying the foundations for enhanced ambition by all, in particular by developed countries, and for the fulfilment of outstanding gaps in means of implementation for mitigation and adaptation actions in developing countries.

    16. The Ministers welcomed Brazil’s candidacy to host COP30 as the year 2025 will be key to the very future of the global response to climate change.

    17. The Ministers recognised the importance of the inclusion of women in peace processes including in conflict prevention and resolution, peacebuilding, post-conflict reconstruction and development, and sustaining peace.

    18. The Ministers recalled their national positions concerning the situation in and around Ukraine as expressed at the appropriate fora, including the UNSC and UNGA. They noted with appreciation relevant proposals of mediation and good offices aimed at peaceful resolution of the conflict through dialogue and diplomacy. They called for the full and effective implementation of both the Black Sea Grain Initiative and the Memorandum of Understanding between the Russian Federation and the Secretariat of the United Nations on promoting Russian food products and fertilizers to the world markets and stress the importance of allowing grains and fertilisers to continue to reach those most in need.

    19. The Ministers expressed serious concern over continued conflicts in the Middle East and North Africa (MENA) region and endorsed the Joint Statement by BRICS Deputy Foreign Ministers and Special Envoys at their meeting of 26 April 2023.

    20. The Ministers welcomed the readmission of the Syrian Arab Republic to the League of Arab States on 7 May 2023 and reaffirmed their support to all efforts conducive to a political and negotiated solution that respects Syrian sovereignty and territorial integrity.

    21. The Ministers expressed concern about the outbreak of violence in Sudan. They urged the immediate cessation of hostilities and they called for the unimpeded access of the Sudanese population to humanitarian assistance. They welcomed the efforts of the African Union, the Intergovernmental Authority for Development, the League of Arab States, the United Nations and its Security Council in seeking solutions for the ongoing crisis. They further welcomed support rendered by various countries, international organisations and agencies in the evacuation of foreign citizens from Sudan.

    22. The Ministers expressed strong condemnation of terrorism in all its forms and manifestations whenever, wherever and by whomsoever committed. They recognised the threat emanating from terrorism, extremism conducive to terrorism and radicalisation. They are committed to combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists, and terrorism financing networks and safe havens. They reiterated that terrorism should not be associated with any religion, nationality, civilisation or ethnic group. They reaffirmed their unwavering commitment to contribute further to the global efforts of preventing and countering the threat of terrorism on the basis of respect for international law, in particular the Charter of the United Nations, and human rights, emphasising that States have the primary responsibility in combating terrorism with the United Nations continuing to play central and coordinating role in this area. They also stressed the need for a comprehensive approach of the whole international community to effectively curb the terrorist activities, which pose a serious threat, including in the present-day pandemic environment. The Ministers rejected double standards in countering terrorism and extremism conducive to terrorism. The Ministers called for an expeditious finalisation and adoption of the Comprehensive Convention on International Terrorism within the UN framework and for launching multilateral negotiations on an international convention for the suppression of acts of chemical and biological terrorism, at the Conference of Disarmament. They welcomed the activities of the BRICS Counter-Terrorism Working Group and its five Subgroups based upon the BRICS Counter-Terrorism Strategy and the BRICS Counter-Terrorism Action Plan. We also look forward to further deepening counter-terrorism cooperation.

    23. They expressed the need to comprehensively strengthen mechanisms for countering the increased use, in a globalised society, by terrorists and their supporters of emerging and evolving technologies such as Unmanned Aerial Systems, the Internet and other information and communications technologies, including social media platforms, for terrorist purposes, such as for recruitment and incitement to commit terrorist acts, as well as for the financing, planning, and preparation of their activities.

    24. The Ministers called for strengthening the system of arms control, disarmament and non-proliferation, including the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction (BTWC) and the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction (CWC), and for preserving their integrity and effectiveness to maintain global stability and international peace and security. They underlined the need to comply with and strengthen the BTWC, including by adopting a legally binding Protocol to the Convention that provides for, inter alia, an efficient verification mechanism. The Ministers reasserted their support for ensuring the long-term sustainability of outer space activities and prevention of an arms race in outer space (PAROS) and of its weaponization, including through negotiations to adopt a relevant legally binding multilateral instrument. They recognised the value of the updated Draft Treaty on the Prevention of the Placement of Weapons in Outer Space, the Threat or Use of Force against Outer Space Objects (PPWT) submitted to the Conference on Disarmament in 2014. They stressed that practical Transparency and Confidence-Building Measures (TCBMs), may also contribute to PAROS.

    25. The Ministers, while emphasising the formidable potential of the ICTs for growth and development, recognised new associated possibilities they bring for criminal activities and threats, and expressed concern over the rising level and complexity of criminal misuse of ICTs. They welcomed the ongoing work in the Ad Hoc Committee to elaborate a comprehensive international convention on countering the use of ICTs for criminal purposes and reaffirmed their commitment to cooperating in the implementation of the mandate adopted by the UN General Assembly resolution 75/282 in a timely manner.

    26. In line with paragraph 57 of the Beijing Declaration, the Ministers emphasised the responsible and ethical development and use of Artificial Intelligence (AI) for socio-economic development and inclusive growth of all societies. They supported communication and cooperation on AI technology to promote mutual benefits, called for strengthening AI international governance and encourage policy exchanges and dialogues on AI, with a view to exploring to establish an effective global governance framework with the aim to protect human rights and spur innovation and economic growth.

    27. The Ministers reiterated the need for all countries to cooperate in promoting and protecting human rights and fundamental freedoms under the principles of equality and mutual respect. They agreed to continue to treat all human rights, including the right to development, in a fair and equal manner, on the same footing and with the same emphasis. They agreed to strengthen cooperation on issues of common interests both within BRICS and in multilateral fora including the United Nations General Assembly and Human Rights Council, taking into account the necessity to promote, protect and fulfil human rights in a non-selective, non-politicised and constructive manner and without double standards.

    28. The Ministers noted the Chair’s internal report on BRICS Institutional Development in line with paragraphs 71 to 73 of the Beijing Declaration.

    29. The Ministers welcomed the Friends of BRICS Foreign Ministers meeting on 2 June 2023.

    30. The Ministers expressed their full support to South Africa’s BRICS Chairship in 2023 under the theme “BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism”. They expressed their commitment to working together to ensure the success of the XV BRICS Summit. The Ministers looked forward to the next BRICS Ministers of Foreign Affairs and International Relations meeting to be held on the margins of UNGA78 and hosted by the Russian Federation as the incoming Chair of BRICS in 2024.

    Seabed: “to mine or not to mine”

    Seabed mining offers new vistas for business partnerships and joint ventures among different industries in the offshore mining supply chains.

    The month-long debate “to mine or not to mine” has ended inconclusively at the 28th session of the International Seabed Authority (ISA) Assembly from 28 June to 28 July 2023 in Kingston, Jamaica amid calls for a “ban /suspension/precautionary pause” on any extractive activities.

    The ‘naysayers’ vehemently argued for the protection of the oceans given that these large bodies of water are already experiencing multiple and diverse nature and human-induced challenges such as climate change, unsustainable fishing, marine pollution etc. Furthermore, any attempt to mine the seabed will have far-reaching adverse impacts on marine life and result in biodiversity loss keeping in mind that human knowledge about the deep sea ecosystems is very little.

    Those in favour of seabed mining attempted to convince that energy transition is critical for sustainable development and for that a sustained supply of nickel, manganese, cobalt, and copper, is inescapable. These metals/minerals would have to be sourced from the seabed. For the time being, the representatives of the ISA Member States and other stakeholders have returned home to mull over the issue of seabed mining.

    The sudden hyper-activity at the ISA is a result of the June 2021 submission by Nauru, a Pacific island nation which submitted an application for approval from the ISA to commence extraction activities relying on the “two-year rule,” under which the “Council shall complete the adoption of the relevant rules, regulations, and procedures (RRPs) within two years from the submission”. The two-year deadline expired on 9 July 2023, but the ISA Council, a 36-member body executive arm responsible for approving contracts with private corporations and government entities, among other things, announced that it would “continue the negotiations on the draft exploitation regulations”.

    Meanwhile, at home, the Government of India is all set to exploit oceanic resources. Earlier this month, the Indian Parliament (Rajya Sabha and Lok Sabha) passed the Offshore Areas Mineral (Development and Regulation) Amendment Bill 2023 which enables extraction activities in offshore areas for mineral resources.

    It is true that offshore resource development has been a much-neglected area other than the oil and gas sectors. This is notwithstanding the seminal contributions made by the Geological Survey of India (GSI) which has been leading offshore scientific research and survey activities since the early sixties. The Marine and Coastal Survey Division (MCSD) of the GSI conducts numerous related activities including seabed mapping and exploration within the Indian EEZ and is supported by three ocean-going vessels.

    According to the GSI, as of January 2023, nearly 95 % of India’s EEZ of 2.159 million square kilometres has been surveyed. Since 2022, the GSI has been carrying our seabed mapping in international waters and has covered over 70,000 square kilometres till December 2023 for “generation of baseline data along with the search for possible mineral occurrences in the Ninety East Ridge near the Equator, Indian Ocean and the Laxmi Basin (Block-I, II and III), Arabian Sea by deploying its vessels”.

    The Indian EEZ is endowed with 1,53,996 million tonnes of live mud particularly off Gujarat and Maharashtra coasts, and 745 million tonnes of construction-grade sand has been found along the Kerala coast. The Bay of Bengal coast (Odisha, Andhra Pradesh and Tamil Nadu) and the Arabian Sea coast (Maharashtra and Kerala) are rich in heavy mineral and Polymetallic Ferro-Manganese nodules are available in the Andaman Sea and waters off Lakshadweep islands.

    Polymetallic nodules (Copper, Cobalt, Nickel, Manganese, Rare earth, etc.) are particularly important to support India’s mission to promote the use of clean energy. In November 2022, during the G20 summit in Indonesia Prime Minister Narendra Modi told the participating countries that by 2030, half of India’s electricity will be “generated from renewable sources,”

    The Offshore Areas Mineral (Development and Regulation) Amendment Bill 2023, among many issues, has introduced a number of initiatives including the “auction” of offshore mineral exploration sites and mining rights to companies, including from the private sector, thus creating a level playing field for business competition. The Bill provides for two types of operating rights through auction to the private sector (a) production lease and (b) composite license. It merits mention that the provision for “renewal of production leases has been scrapped with a 50-year lease period to remove uncertainty for operators” which will “give confidence to investors by bringing in transparency and fair play,”

    Seabed mining offers new vistas for business partnerships and joint ventures among different industries in the offshore mining supply chains. For instance, lifting of the extracted ore and carrying it to storage sites ashore is an opportunity for the maritime transportation sector. Similarly, environmental impact assessment, and restoration techniques when needed is a unique industry. Likewise, Industry 4.0 technology developers have opportunities to support Marine Spatial Planning (MSP), bio-remediation, bio-prospecting, and a variety of other seabed mining sectors.

    The Atomic Executioner’s Lament

    While the world focuses on the trials and travails of the scientists who invented the atomic bomb, little attention is paid to the hard positions taken by the nuclear executioners, the men called upon to drop these bombs in time of war.

    There is an interesting scene in Chris Nolan’s film Oppenheimer, one which could easily get lost in the complexity of telling the story of the man considered to be the father of the American atomic bomb, J. Robert Oppenheimer.

    The Trinity test of the first nuclear device has been successfully completed, and Oppenheimer is watching as two men in military uniform are packing up one of Oppenheimer’s “gadgets” for shipment out of Los Alamos to an undisclosed destination.

    Oppenheimer talks to them about the optimum height for the detonation of the weapon above ground, but is cut off by one of the soldiers, who, smiling, declares “We’ve got it from here.”

    Such men existed, although the scene in the movie — and the dialogue — was almost certainly the product of a scriptwriter’s imagination. The U.S. military went to great lengths to keep the method of delivery of the atomic bomb a secret, not to be shared with either Oppenheimer or his scientists.

    Formed on March 6, 1945, the 1st Ordnance Squadron, Special (Aviation) was part of the 509th Composite Group, commanded by then-Lieutenant Colonel Paul Tibbets. Prior to being organized into the 1st Ordnance Squadron, the men of the unit were assigned to a U.S. Army ordnance squadron stationed a Wendover, Utah, where Tibbets and the rest of the 509th Composite Group were based.

    While Oppenheimer and his scientists designed the nuclear device, the mechanism of delivery — the bomb itself — was designed by specialists assigned to the 509th. It was the job of the men of the 1st Ordnance Squadron to build these bombs from scratch.

    The bomb dropped on Hiroshima by Paul Tibbets, flying a B-29 named the Enola Gay, was assembled on the Pacific Island of Tinian by the 1st Ordnance Squadron.

    Concerned about the possibility of the B-29 crashing on takeoff, thereby triggering the explosive charge that would send the uranium slug into the uranium core (the so-called gun device), the decision was made that the final assembly of the bomb would be done only after the Enola Gay took off.

    One of the 1st Ordnance Squadron technicians placed the uranium slug into the bomb at 7,000 feet over the Pacific Ocean.

    The bomb worked as designed, killing more than 80,000 Japanese in an instant; hundreds of thousands more died afterwards from the radiation released by the weapon.

    For the pilot and crew of the Enola Gay, there was no remorse over killing so many people. “I knew we did the right thing because when I knew we’d be doing that I thought, yes, we’re going to kill a lot of people, but by God we’re going to save a lot of lives,’ Tibbets recounted to Studs Terkel in 2002. He added:

    “We won’t have to invade [Japan]. You’re gonna kill innocent people at the same time, but we’ve never fought a damn war anywhere in the world where they didn’t kill innocent people,” Tibbets told Terkel. “If the newspapers would just cut out the shit: ‘You’ve killed so many civilians.’ That’s their tough luck for being there.

    Major Charles Sweeney, the pilot of Bockscar, the B-29 that dropped the second American atomic bomb on the city of Nagasaki on Aug. 9, 1945, held similar convictions about his role in killing 35,000 Japanese instantly.

    “I saw these beautiful young men who were being slaughtered by an evil, evil military force,” Sweeney recounted in 1995. “There’s no question in my mind that President Truman made the right decision.” However, Sweeney noted, “As the man who commanded the last atomic mission, I pray that I retain that singular distinction.”

    History records the remorse felt by Oppenheimer and his Soviet counterpart, Andrei Sakharov, and the punishment they both suffered at the hands of their respective governments. They suffered from designer’s remorse, a regret — stated after the fact — that what they had built should not be used, but somehow locked away from the world, as if the Pandora’s Box of nuclear weaponization had never been opened.

    Having designed their respective weapons, however, both Oppenheimer and Sakharov lost control of their creations, turning them over to military establishments which did not participate in the intellectual and moral machinations of bringing such a weapon into existence, but rather the cold, hard reality of using these weapons to achieve a purpose and goal which, as had been the case for Tibbets and Sweeney, seemed justified.

    Ignoring the Executioner

    This is the executioners’ lament, a contradiction of emotions where the perceived need for justice outweighs the costs associated.

    While the world focuses on the trials and travails of Oppenheimer and Sakharov, they remain silent about the hard positions taken by the nuclear executioners, the men called upon to drop these bombs in time of war.  There have only been two such men, and they remained resolute in their judgement that it was the right thing to do.

    The executioner’s lament is overlooked by most people involved in supporting nuclear disarmament. This is a mistake, because the executioner, as was pointed out to Oppenheimer by the men of the 1stOrdnance Squadron, is in control.

    They possess the weapons, and they are the ones who will be called upon to deliver the weapons. Their loyalty and dedication to the task are constantly tested in order to ensure that, when the time comes to execute orders, they will do so without question.

    Those opposed to nuclear weapons often point to the example of Stanislav Petrov, a former lieutenant colonel of the Soviet Air Defense Forces who, in 1983, twice made a decision to delay reporting the suspected launch of U.S. missiles towards the Soviet Union, believing (rightly) that the launch detection was a result of malfunctioning equipment.

    But the fact is that Petrov was an outlier who himself admitted that had another officer been on duty that fateful day, they would have reported the American missile launches per protocol.

    Those who will execute the orders to use nuclear weapons in any future nuclear conflict will, in fact, execute those orders. They are trained, like Tibbets and Sweeney, to believe in the righteousness of their cause.

    Dmitry Medvedev, the former Russian prime minister and president who currently serves as the deputy chairman of the Russian National Security Council, has publicly warned the Western supporters of Ukraine that Russia would “have to” use nuclear weapons if Ukrainian forces were to succeed in their goal of recapturing the former territories of Ukraine that have been claimed by Russia in the aftermath of referenda held in September 2022.

    “Imagine,” Medvedev said, “if the offensive, which is backed by NATO, was a success and they tore off a part of our land, then we would be forced to use a nuclear weapon according to the rules of a decree from the president of Russia. There would simply be no other option.”

    Some in the West view Medvedev’s statement to be an empty threat; U.S. President Joe Biden said last month that there is no real prospect of Russian President Vladimir Putin ordering the use of nuclear weapons against either Ukraine or the West.

    “Not only the West, but China and the rest of the world have said: ‘don’t go there,’ ” Biden said following the NATO Summit in Vilnius.

    Ignoring Russian Doctrine

    But Biden, like other doubters, emphasizes substance over process, denying the role played by the executioner in implementing justice defined on their terms, not that of those being subjected to execution.

    Russia has a nuclear doctrine that mandates that nuclear weapons are to be used “when the very existence of the state is put under threat.” According to Medvedev, “there would simply be no other option,” ironically noting that “our enemies should pray” for a Russian victory, as the only way to make sure “that a global nuclear fire is not ignited.”

    The Russians who would execute the orders to launch nuclear weapons against the West would be operating with the same moral clarity as had Paul Tibbets and Charles Sweeney some 88 years ago. The executioner’s lament holds that they will be saddened by their decision but convinced that they had no other choice.

    Proving them wrong will be impossible because, unlike the war with Japan, where the survivors were given the luxury of reflection and accountability, there will be no survivors in any future nuclear conflict.

    The onus, therefore, is on the average citizen to get involved in processes that separate the tools of our collective demise — nuclear weapons — from those who will be called upon to use them.

    Meaningful nuclear disarmament is the only hope humankind has for its continued survival.

    The time to begin pushing for this is now, and there is no better place to start than on Aug. 6, 2023 — the 78th anniversary of the bombing of Hiroshima, when like-minded persons will gather outside the United Nations to begin a dialogue about disarmament that will hopefully resonate enough to have an impact of the 2024 elections.

    The South Asia Nuclear Zero

    The nuclear tests, of May 1998, by India and Pakistan, marked an epochal juncture for South Asia. The Doomsday Clock maintained by the Bulletin of the Atomic Scientists, jumped from 11:43 to 11:51, or just “9 minutes to midnight.”

    While, in India, the “Shakti” tests, do find celebratory mention, Pakistan observes the Chagai series of nuclear tests, as a national day, termed “Yom-e-Taqbir.” On the 25th anniversary of this event, Lt Gen Khalid Kidwai (Retd), currently, advisor, to Pakistan’s National Command Authority (NCA), delivered an address at the Arms Control and Disarmament Centre of the Institute of Strategic Studies, Islamabad.

    Kidwai, who served, for 14 years, as the Director-General of Pakistan’s Strategic Plans Division (SPD), was at the heart of Pakistan’s NCA, and oversaw the operationalisation of its nuclear deterrent. Although his talk was for public consumption, given the historic absence of an Indo-Pak nuclear dialogue, some of Kidwai’s statements – if taken at face value – contain worrisome undertones, which need analysis.

    After mentioning the rationale for Pakistan embarking on nuclear weaponization (“humiliation of the 1971 War followed by India’s nuclear test of May 1974”) Kidwai proceeded to enlighten the audience about the implications of Pakistan’s new policy of Full Spectrum Deterrence (FSD) and how it kept, “India’s aggressive designs, including the Indian military’s Cold Start Doctrine, in check.”

    While retaining the fig leaf of Credible Minimum Deterrence (CMD), Kidwai went on to mention the “horizontal dimension” of Pakistan’s nuclear inventory, held by the individual Strategic Force Commands of the Army, Navy and Air Force. The “vertical dimension,” of the Pak deterrent, he said, encapsulated “adequate range coverage from zero meters to 2750 km, as well as nuclear weapons of destructive yields at three tiers: strategic, operational and tactical.”

    While the missile range of 2750 km, corresponds, roughly, to the distance from a launch-point in south-east Sindh, to the Andaman Islands, and indicates the “India-specificity” of the Shaheen III missile, it is the mention of “zero metres” that is intriguing. Pakistan already has the 60 km range, “Nasr” missile, projected as a response to India’s Cold Start doctrine. Therefore, unless used as a colloquialism, Kidwai’s mention of “zero metres” range could only imply a pursuit of ultra short-range, tactical nuclear weapons (TNW), like artillery shells, land mines, and short-range missiles, armed with small warheads, of yields between 0.1 to 1 kiloton (equivalent of 100 to 1000 tons of TNT).

    By shifting from CMD to FSD, with the threat of nuclear first use, to defend against an Indian conventional military thrust, Pakistan is aping the, discredited, US-NATO Cold War concept of Flexible Response. Fearing their inability to withstand a massive Warsaw Pact armoured offensive, this 1967 doctrine saw the US and NATO allies deploy a large number of TNW to units in the field.

    However, the dangers of escalation arising from the use of TNW were soon highlighted, by US Secretary Defence, Robert McNamara’s, public confession: “It is not clear how theater nuclear war could actually be exe­cuted without incurring a very serious risk of escalating to general nuclear war.” This marked a turning point in US-NATO nuclear strategy.

    Kidwai’s speech contains three statements of note. Firstly, he attempts to dilute India’s declared policy of “massive retaliation” (MR), in response to a nuclear strike, by claiming that Pakistan possesses an entire range of survivable nuclear warheads of desired yield, in adequate numbers, to respond to India’s MR. He adds, “Pakistan’s counter-massive retaliation can therefore be as severe (as India’s) if not more.”

    Far more significant is Kidwai’s declaration that, since Pakistan’s missiles can threaten the full extent of the Indian landmass and island territories, “…there is no place for India’s strategic weapons to hide” (emphasis added).

    Secondly, in an attempt to downplay India’s (inchoate) ballistic missile defence (BMD), he declares that in a “target-rich India”, Pakistan is at liberty to expand the envelope and choose from counter-value, counterforce and battlefield targets, “notwithstanding the indigenous Indian BMD or the Russian S-400” (air-defence systems).

    Far more significant is Kidwai’s declaration that, since Pakistan’s missiles can threaten the full extent of the Indian landmass and island territories, “…there is no place for India’s strategic weapons to hide” (emphasis added). The assumption, so far, was that, given its limitations in terms of missile accuracy, real-time surveillance and targeting information, Pakistan would follow a “counter-value” or “counter-city” targeting strategy. The specific targeting of India’s nuclear arsenal, especially, if undertaken by conventional (non-nuclear) missiles, would add a new dimension to the India-Pakistan nuclear conundrum.

    Delivered in the midst of Pakistan’s acute financial crisis, as well as the ongoing political turmoil and civil-military tensions, one may be tempted to dismiss Lt Gen Kidwai’s recent discourse. However, as the longest-serving, former head of the SPD and architect of Pakistan’s nuclear deterrent, his views are widely heard and deserve our attention.

    Having voluntarily pledged “no first use” (NFU), India’s 2003 Nuclear Doctrine, espoused a “credible minimum deterrent” and promised “massive retaliation,” in response to a nuclear first strike. Since then, our two adversaries, China and Pakistan, have expanded and upgraded their nuclear arsenals, presumably, with corresponding updating of doctrines. India’s strategic enclave has, however, not only maintained a stoic silence and doctrinal status quo but also defended the latter.

    BJP’s 2014 Election Manifesto, had undertaken to “revise and update” India’s nuclear doctrine and to “make it relevant to current times,” but this promise has not been kept. Thus, India, currently, faces a moral dilemma as well as a question of “proportionality”: will the loss of a few tanks or soldiers to a Pakistani nuclear artillery salvo, on its own soil, prompt India to destroy a Pakistani city of a few million souls? Since India, too, has developed a family of tactical missiles, capable of counterforce strikes, does it indicate a shift away from CMD and NFU, calling for a response from our adversaries?

    These are just some of the manifold reasons why there is a most urgent need for the initiation of a sustained nuclear dialogue between India and Pakistan, insulated from the vagaries of politics. Such an interaction, by reducing mutual suspicion and enhancing transparency, might slow down the nuclear arms race and mindless build-up of arsenals.
