    “And Now to some serious Governance”

    A time comes for each leader and government to rise above pettiness, discarding ill will and hatred towards all. For the BJP, now uniquely in its third term, this is the time to show the nation that it is a party with a difference. For the opposition equally, this is the time to cooperate with the government on critical issues impacting the country.  

     

    Since my retirement from active service, I have avoided politics and political writings like the plague, but the avoidable happenings of the past few months have caused me, like am sanguine would have to millions of our countrymen, pain and a sense of despair.

    India has conducted over 18   general elections to its Parliament since 1952 with a lot of fury and vibrancy, but the Lok Sabha 2024 general elections were indeed an example of abysmally low-level politics transcending our better senses.

            How the world’s largest democracy indulged in its Lok Sabha 2024 elections was hardly complimenting to it considering the unquestionable fact that among the emerging nations in the world, call it from the Global South, the conduct of our elections showed some among those participating in poor light. Between competing political parties, enlightened debates and mutual civility were sadly lacking.   India has conducted over 18   general elections to its Parliament since 1952 with a lot of fury and vibrancy, but the Lok Sabha 2024 general elections were indeed an example of abysmally low-level politics transcending our better senses. India, which carries a fair amount of moral authority and is considered an example of a true and vibrant democracy, cannot let its hallowed image be sullied attributable to the selfish electoral games of some of its political leaders. The party in power at the Centre, the principal Opposition party and all those regional parties at the helm in the states have to display adequate maturity and a modicum of propriety and civility towards each other and not politicize each and every aspect of governance or national issues impacting India. The opposition, as it shows the mirror to the government on critical issues of governance, must not criticise each and every act of the government as a matter of routine.

             With the outcome of the general elections now done and dusted and the previous BJP government back in power, albeit with a clear reduction in its seats tally from 303 down to 240, it must get down to the exacting business of good governance from the Centre. That the same government, with its experience of the last ten continuous years in power, fielding more or less the same faces in the Cabinet in critical ministries and importantly serviced by the same bureaucrats should have, relatively speaking, not such an arduous task in governance. However, the thrust for fair, equitable, and sensitive handling of all critical matters across the nation has to come from the top political leadership. All our states must never feel discrimination by the Centre, especially in financial allocations urgently required for developmental works and disaster management. Additionally, the new government must take stern measures to keep rising inflation and unnecessary governmental expenditure under check before the economy takes a severe nose-dive.

             The Modi government, with the continuous experience of the last ten years, will have more than a good idea of the systemic improvements required and about areas needing additional financial resources and effort. It is unnecessary to worry too much about criticisms from the opposition but to carry on regardless in developmental works, without fear or favour, and with impartiality towards all the states in the true spirit of federalism. A time comes for each leader and government to rise above pettiness, discarding ill will and hatred towards all.              New Delhi’s hands will be full of the nation’s diverse and formidable challenges, requiring attention and effectiveness. On the foreign policy front, India will have to walk the tightrope of maintaining strategic autonomy and sustaining its good relations with both the US and Russia. However, as it determinedly confronts an overly assertive China, India needs to use its economic clout and sophisticated diplomacy to get its South Asian neighbourhood closer to it and each other, avoiding the debt trap diplomacy and financial machinations of China.

    The number of terror-related incidents in J&K has gone up substantially in the last three months, and Pakistan will have to be kinetically chastened.

          India must, at the appropriate level, convey to China that their confrontationist attitude towards us will be harmful to the Chinese, too and may propel India to rethink its existing Tibet policy. Nevertheless, India must maintain the utmost vigil along the 3485 km Line of Actual Control/ IB, which it shares with  China. Meanwhile, Pakistan once again needs to be cautioned against stepping up terror activities in J&K  or elsewhere in the Indian hinterland. India is in full knowledge of Pakistan’s many fault lines. Still, it has refrained from exploiting these, and Pakistan must also cooperate in ensuring a peaceful and prosperous South Asian neighbourhood independent of China’s wily stratagems. The number of terror-related incidents in J&K has gone up substantially in the last three months, and Pakistan will have to be kinetically chastened.

    Meanwhile, India’s preparations to successfully improve its security capabilities to confront a two-front war must go ahead with realism and an unfailing determination. Measures to augment capital expenditure for major defence acquisitions must be identified. Transformative defence reforms like the introduction of integrated theatre commands will need the attention of the Centre. In addition, India must take all steps to restore peace in our restive NE states.

             The Modi government has come in for some criticism abroad on its human rights record and dealings with its Muslim population. This unjust criticism must be dealt with judiciously and with maturity. India’s overall inclusiveness and celebration of its diversity are unique examples for the entire world, especially the nations of the Global South. We must never deviate or be even seen to shift from this noble orientation.

    Reduction of the yawning gap between the countless ultra-rich and those millions in abject poverty is essential as we boast of becoming the 5th largest economy in the world. The many human indices where we are faltering also need to be addressed.

             As economic strength is the pillar that propels and sustains progress, the Modi government must take measures to improve our economic health.              By all yardsticks, India is deservingly on the cusp of acquiring a seat on the global high table. Let us not squander away this golden opportunity by internal squabbling but instead work together in addressing crucial issues that affect our nation; we must seize this opportunity.

    Using Artificial Intelligence to address Corruption: A proposal for Tamilnadu

    Nations must adopt Artificial Intelligence as a mechanism to build transparency, integrity, and trustworthiness, which are necessary to fight corruption. Without effective public scrutiny, the risk of money being lost to corruption and misappropriation was vast. Dr Chris Kpodar, a global Artificial Intelligence Specialist, has advocated the use of artificial intelligence as an anti-corruption tool through the redesigning of systems to address systems that were previously prone to bribery and corruption.

     

    Artificial Intelligence Tools

    Artificial Intelligence has become popular due to its increasing applications in many fields. Recently, IIT Madras opened a course on B.Tech Data Science in Tanzania, demonstrating the popularity of Artificial Intelligence. The history of Artificial Intelligence goes back to the 1950s when computing power was less, and hardware were huge. These days, computing power has increased exponentially along with the miniaturisation of hardware, leading to algorithms being able to compute larger datasets. The field of AI, however, has gone through ups and downs in terms of popularity.

    Researchers have worked on Neural Networks (Figure below), a mathematical model modelled after neurons in the brain, a foundation unit, and one of the foundations of state-of-the-art AI.

    Artificial intelligence (AI), machine learning, deep learning, and data science are popular terms that describe computing fields that teach a machine how to learn. AI is a catch-all term that broadly means computing systems designed to understand and replicate human intelligence. Machine Learning is a subfield of AI where algorithms are trained on datasets to make predictions or decisions without explicitly being programmed. Deep Learning is a subfield of Machine Learning, which specifically refers to using multi-layers of neural networks to learn from large datasets, mimicking cognition of the neurons in the brain. Recently, the field of AI has resurged in popularity after a popular type of neural network architecture, AlexNET, achieved impressive results in the Image Recognition Challenge in 2012. Since then, neural networks have started to enter into applications in the industry, with colossal research funding mobilised.

    Breakthroughs that can aid Policy Implementation

    There are many types of neural networks, each designed for a particular application. The recent popularity of applications like ChatGPT is due to a neural network called Language Models. Language Models are probability models which ask the question, what is the next best token to generate, given the previous token?

    Two significant breakthroughs led towards ChatGPT, including translating language from one language to another using a machine learning technique called attention mechanism. Secondly, this technique was introduced in transformer-type language models, which led to increased state-of-the-art performance in many tasks in artificial intelligence.

    Transformers, a robust neural network, was introduced in 2017 by Google Researchers in “Attention is All You Need”. This translates into generating human-like text in ChatGPT. Large language models have taken a big step in the technology landscape. As Machine Learning applications are being deployed rapidly, it calls for a governance model for these models, as research in AI models is advancing quickly with innumerable breakthroughs. Earlier in 2019, GPT-2, a Machine Learning model based on transformers, could not solve fundamental mathematical problems such as elucidating numbers from 0-100. Within a year, more advancement in the GPT models led to models being able to perform higher-level scores in SAT exams, GRE, etc. Another breakthrough advancement was the ability of machine-learning programs to generate code, which has increased developer productivity automatically.

     Moreover, many researchers are working on AGI (Artificial General Intelligence), and nobody knows precisely when such capabilities might be developed or researched. Researchers have not settled on a convincing definition of AGI agreeable to everyone in the AI research community. The rate of advancement and investment in AI research is staggering, which calls for ethical concerns and governance of these large language models. India is an emerging economy where all sectors are growing rapidly. India’s economy grows nearly 10% yearly, with the services sector making up almost 50% of the entire economy. This translates to the government enjoying high tax revenues from this sector, generating high-paying jobs. Most of the Indian workforce is employed in the industrial and agricultural sectors.

    Using AI to deal with Corruption and enhance Trust

    The primary issue in India has been corruption at all levels of the government, from the panchayat, district level, and state level to central machinery. Corruption is attributed mainly to regulation, rent-seeking behaviour, lack of accountability, and requiring permits from the Government. Indian bureaucratic system and government employees are among the least efficient across sectors such as infrastructure, real estate, metal & mining, aerospace & defence, power and utility, which are also most susceptible to corruption. Due to inefficiency, the productivity of the public sector is low, impacting the local Indian economy.

    India ranks 85 out of 180 countries using the Corruption Index measured in 2022, with close to 62% of Indians encountering corruption, paying bribes to government officials to get the job done. There are many reasons for corruption in India: excessive regulation, a complicated tax system, bureaucratic hurdles, lack of ownership of work, and the public sector being the least productive organisation. Corruption is dishonest or fraudulent conduct by those in power, typically involving bribery. Bribery is defined generally as corrupt solicitation, acceptance, or transfer of value in exchange for official action. In bribery, there are two actors in the transaction, the giver and the receiver; however, corruption involves primarily one actor who abuses the position of power for personal gain. Bribery is a singular act, while corruption might be an ongoing abuse of power to benefit oneself.

    Trust is a critical glue in financial transactions; where trust between individuals is higher, the economic transactions are faster, and the economy grows, with more businesses moving, bringing capital, and increasing the production and exchange of goods. However, when trust is low, businesses hesitate, and the economy either stagnates or declines. High-trust societies like Norway have advanced financial systems, where credit and financial instruments are more developed, compared with lower-trust societies such as Kenya and India, where many financial instruments and capital markets to raise finances are unavailable. Therefore, public policymakers must seek ways to increase trust in their local economies by forming policies conducive to business transactions.

    The real-estate sector in Tamilnadu: a fit case for the use of AI

    Tamil Nadu is India’s second-largest economy and is the most industrialised and urbanised state in India. Real estate is an economic growth engine and a prime mover of monetary transactions. It is a prime financial asset for most Tamils from many social strata. However, real estate in Tamil Nadu is prone to corruption at many levels. One specific popular method is the forgery of land registration documents, which has resulted in a lack of trust among investors at all levels in Tamil Nadu.

    To address this lack of trust, we can use technology tools to increase confidence and empower the public to create an environment of accountability, resulting in greater confidence. Machine Learning can provide algorithms to detect these forgeries and prevent land grabbing. Tools such as identity analysis, document analysis, and transaction pattern analysis can help to provide more accountability. In addition to the above, machine learning offers many methods or combinations of methods that can be used. One advanced way is using transformer-based models, which are the foundation for language models such as BERT and generative Pre-Trained Models for text-based applications. The original documents could be trained using large language models as a baseline to frequently check and find forgeries. Documents can be encoded to compare semantic anomalies between different types of documents.

    Once forgery is detected, it can be automatically sent to civil magistrates or pertinent authorities. Additionally, the recent introduction of Software repository sites allows the public to be informed or notice any change in the status or activity. Customised public repositories based on GitHub might create immense value for Tamil Nadu’s Department of Revenue, create accountability, increase productivity and reduce workload. The Customised public repositories displaying land transaction activity might inform the public of such forgeries, thus creating an environment of greater accountability and trust for the people. Another popular method can be introduced by introducing Computer Vision Algorithms, such as convolutional neural networks combined with BERT, that can validate signatures, document tampering, and time-frames to flag forgeries. This can be done by training original documents with specific algorithms and checking documents with reasonable doubts about forgery.

    Another primary concern in Tamil Nadu’s Government has been people in positions of power in the government or close to financial oversight. They are more prone to corruption, which can be flagged or monitored using graph neural networks, which can map individuals, connections, and economic transactions in a network to flag which individuals are more likely or prone to corruption. Another method to reduce corruption is to remove personal discretion in the process, which Machine Learning can enable to automate the tasks and documents in land registration; digitisation might help reduce corruption. Large Language Models can also be used as classifiers and released to the public to keep accountability on the Tamil Nadu Government’s spending, so the public is aware and personal gain of Government money can be further reduced this way. Another central area of corruption is the tender, the bidding process for government contracts in Tamil Nadu, such as public development works or engineering projects. Tamil Nadu’s tender or bidding process can be made more public, and machine learning algorithms can be used to check if norms, contracts, and procedures are followed to award tender bids for government projects. To save wasteful expenditure, algorithms can check if objective conditions are met, with any deviations flagged and in the public domain. Given any suspicion, the public can file a PIL in Tamil Nadu’s court system.

    We can argue and conclude that with more deployed machine learning tools being part of Tamil Nadu’s State machinery, we can confidently say that corruption can be reduced to more significant levels by releasing all information to the public and creating an environment of greater accountability.

    The Impact of Domestic Politics on Foreign Policy: The Colombian Case Study

    Introduction

    Colombia is amongst the world’s highly polarised states and has endured conflict for decades. The country witnessed around 50 years of armed struggle between militant groups, the government, and the drug cartels and has seen various forms of human rights violations in these years. The country saw more than 220,000 people killed in the conflict, roughly 25000 kidnapped or disappeared and more than 5 million displaced citizens (García-Perdomo, Harlow & Brown, 2022). However, after much pressure from the people and the government, the guerrilla factions and the ruling party convened to sign a peace agreement that essentially brought the active warring factions to a pause. On November 24, 2016, the Revolutionary Armed Forces of Colombia – People’s Army, or FARC, signed a landmark peace agreement, which also saw the militants present a public apology to the people of Colombia for their violent actions (Georgi, 2022).

    Since the end of the Second World War, Colombia has seen various governments adopt different stances and approaches to their foreign policies. Multiple domestic actors – state and non-state- have strongly influenced the country’s diplomacy. For example, between 1998 – 2002, Colombia moved from the narrative of remaining a failed state and developed ties with the US (Monroy & Sanchez, 2017). The Republic of Colombia has had 17 presidents since 1946, most of whom belong to Right-Wing conservative parties. The current President, Gustavo Francisco Petro Urrego, is the first President from a liberal and leftist political party (Tickner, 2022, 8:10) in decades. The country has never had a progressive-left leader in its political history, and his government has been making waves on all fronts concerning ties with neighbouring countries, attempting to resolve the internal conflict, and dealing with economic disparities within the population.

    A state’s foreign policy primarily focuses on interactions with other states and international actors and is essential to its political agenda. Given the interdependence of these two domains, domestic politics play a vital role in determining a state’s foreign policy. Foreign policy refers to a state’s approach and actions internationally. In contrast, domestic politics refers to the political processes, institutions, and actors within a state that affect the country’s policies. This essay uses Colombia as a case study to investigate how the country’s domestic politics and conflicts have affected its foreign policy. The timeline under revision is from the end of the Second World War to the present.

    This paper will look at the following factors as critical points of discussion. Determining the success of a policy is done by evaluating its efficiency and the evident improvement of situations. The paper will examine 1. How has the evolution of state leadership impacted Colombia’s foreign policy? 2. What role did the insurgents and drug lords play in this scenario? The state leadership (Hey, 1997), the insurgents, and the drug lords are critical players in Colombia’s political landscape and the evolution of its foreign policy. King, Keohane and Verba (1994, p.76) define causality as “a theoretical concept independent of the data used to learn about it”. It is difficult to draw causal inferences in a limited paper. Still, by examining the players mentioned earlier, this paper hopes to attract inferences between domestic politics and the direction of the country’s foreign policy.

    State Leadership and Foreign Policy

    There is a crisp scent of dependency theory when exploring literature about the foreign policies of Latin American countries (Hey, 1997). Similarly, Colombia – a state that witnessed long years of violent conflicts, deaths, kidnappings and illegal drug production continued on the same path as the rest of the countries in the continent. Significant economic disparities and multiple right-wing presidencies saw the inequality between people grow larger and larger (Hey, 1997). These were all critical factors in shaping how the country’s foreign policy presented itself to the world. After the end of the Second World War, Colombia maintained a low profile with respect to its foreign policy (Drekonja-Kornat, 1983). However, Colombia did have a traditional foreign policy – as in a Ministry to oversee relations and maintain ties with neighbouring countries, especially since border disagreements were high. Colombia had closer ties with the US than its immediate neighbouring states. At the same time, there appeared to be a consensus on the state leadership directing policies to suit principles of capitalistic democracy, free trade and markets; Colombia’s external affairs seemed to feed off of international support, especially from the United States of America. The US, in its quest to spread its capitalist democracy, assisted the various presidencies with aid and other means to combat guerrilla movements and insurgent activities. In turn, Colombia helped the US in the Korean War and stood by the US during the Cold War years, too. Drekonja-Kornat (1983) says Colombia was the only Latin American Country involved in the Korean conflict. During Turbay’s presidency, the US-Colombia ties grew closer, and US assistance helped establish his regime further (Hey, 1997). He held office from 1978 – 1982.

    The state’s leadership, in return, adopted and often tailored policies to suit strategic and international partners, particularly the US. Examples of presidencies adopting such policies include supporting the US stance on drugs (Hey, 1997), committing to recognise threats and terrorist activities as adjudged by the US and the EU, etc. (United States Department of State, 2021). Colombia’s constant internal security dilemma accentuates the existence of a dependency theory of Foreign Policy.

    Impact of the Internal Conflict on Colombia’s Foreign Policy

    The insurgents, guerrilla groups, and drug cartels played a role in shaping the foreign policy of Colombia. The entry of drugs into neighbouring countries, particularly the US, brought an international player into Colombia’s domestic issues (Gomez-Suarez & Newman, 2013). The United States desperately tried to solve the drug menace, which led to fighting the drug cartels and networks. America aided and supported the governments in curbing the cartel’s activities and eliminating insurgents who pushed for a more communist ideology, primarily in the Cold War period. Colombia’s alignment with the US on account of the Cold War influenced its domestic politics, which had a more significant say in shaping the country’s foreign policy. The United States of America is Colombia’s largest aid donor; listed below are some of the aid packages received by Colombia:

    1. The US has provided more than $1 billion in direct and indirect support for implementing peace in Colombia since 2016. (United States Department of State, 2021).
    2. The US provided roughly $700 million to assist Colombia with the Venezuelan migrant crisis and host approximately 1.8 million refugees in Colombia. (United States Department of State, 2021).

    Viewing the case from a realist perspective, much of Colombia’s foreign affairs has been dictated by the ebbs and flow of the insurgency. With Colombia’s development and domestic affairs requiring external support, it lacked the necessary flexibility to implement social development schemes as dependency on external aid was high (Monroy & Sanchez, 2017). Colombia became an instrument of the American War on Drugs, almost a pawn to the American foreign policy in Latin America (Tickner, 2011).

    While examining the history of how the state’s leadership handled its foreign policy directives and its domestic issues, there is space for some leniency. Many attempts to broker a peace agreement between the insurgents and the state were met with strong reluctance from the general public and a lack of participation from insurgent groups. Furthermore, corruption in various levels of government offices withheld any progress that could have been made. One could interpret the constant repetition of right-wing presidencies as people’s reluctance to move away from conservative rules, much to the dismay of insurgents, ultimately rendered the public most affected in the struggle for domestic power in the country.

    The Way Forward

    Gustavo Petro became the first leftist President of Colombia on June 19, 2022, in decades (Freeman, 2023). His Presidential victory also marked the first-ever Afro-Colombian, Francia Marquez, to take office as Vice President. Unlike his liberal predecessors, the change in power was smooth from his rightist counterparts. As a leftist, there were questions about his merit and reputation as the country’s leftists were primarily likened to insurgents and militants. While the 2016 Peace Accords dismantled and disarmed most militants from the Fuerzas Armadas Revolucionarias de Colombia or FARC, the associations took longer to change.

    President Petro, however, is having quite the start to office. He is leading a policy of ‘Total Peace’, an effort to include all factions and players in the internal conflict and arrive at an end to the insurgency; his presidency plans to shift Colombia’s economic dependency on trade from the US, fossil fuels and the illicit drug trade to a more sustainable approach (Freeman, 2023), that would be similar to the Green Theory. One can interpret his actions as playing on both sides of the solid and historical US-Colombia ties (Santa Eulalia, 2022). Owing to the associations with his left-leaning tendencies, his moves are somewhat open to more scrutiny by the public. After all, no incumbent President has been re-elected to office in the last 15 elections (Freeman, 2023).

    A significant part behind his election to office has been the general public’s displeasure at rising economic inequalities between people, the inability of the previous government to provide and implement social welfare schemes and the financial toll caused by inactivity during the Covid-19 pandemic. While Drekonja-Konrat (1986) argues that most Latin-American countries can shape their foreign policies to the extent that it doesn’t hurt US interests, Petro is challenging the very notion of keeping his voters happy (Santa Eulalia, 2022). The truth in the details is that they are pretty co-dependent; Colombia needs the support of the US in tackling drug issues and the matter of the guerrilla militant groups, while the US views Colombia as a key strategic partner in the region. Accordingly, Petro has to carefully cater to his vote-bank’s anti-Americanism and yet maintain cordial ties with the US. It is a fragile line to tread, but the room to navigate and keep the US and the public happy is also quite small. Political revisionism is prevalent, given Petro is trying to appease both sides of support, constantly showing evident links as to how a country’s domestic politics can affect its foreign policy.

    Migrant or native, we are all out of Africa

    No human group can make a concerted claim as regards nativism and try to make an ‘other’ an immigrant, foreigner or outsider

    Why, and how, does Mizoram get involved in the ongoing ethnic (and religious) strife that has been on for over three months in Manipur? The Kukis and Zomis in Manipur are ethnically related to the Mizos, the dominant community in Mizoram. The Mizos, in turn, are ethnically related to the Chins in Myanmar and the Kuki-Chins in Bangladesh.

    Together they all belong to the greater Zo community, speak a similar language, have common ancestry and parallels as regards their cultures and traditions. These latter groups are predominantly Christian and hence have a strong bond with the Mizos in Mizoram, a ‘Christian state’, like Nagaland. The Chief Minister of Mizoram, Zoramthanga, is a Mizo.

    In Manipur, the Meiteis, a Hindu community, are the majority and overwhelmingly numerically dominant. But it is interesting that the Meiteis are found in small numbers in Mizoram too, and many have started fleeing from the state. A similar fleeing of the Kukis from Manipur to Mizoram has happened. Also, there are the Naga groups in different pockets of Manipur. The neighbouring state of Nagaland has 17 officially recognised Naga groups.

    It is exasperating, and quite disquieting, to note the presence of ethnic groups that are dominant in one state, being minorities in a neighbouring state. Such existence has given rise to very foreboding situations and added to the already prevailing ethnic conflicts in India’s North-East.

    It is not just that the Indian states in the region share common borders. There are international borders too in the area, as Bangladesh and Myanmar adjoin the Indian states. Different communities/tribes/groups of people have lived in the regions that are the focus of our discussion for aeons. Such inter-state and international habitations of ethnic groups across states/countries are come across elsewhere in the world too.

    One of the most interesting and classic instances of a single ethnic group, who regard themselves as a single nation, and inhabit more than one country, is that of the Bedouin (found in Syria, Algeria, Morocco, Libya, Egypt, Israel, and so on). Such situations come about because free-ranging groups of people, or partially or fully settled groups of people, got divided into different states or countries because of the coming in of boundaries and division of territories.

    What would have been the scenario if these borders between states and countries had not come up? We would undoubtedly have diverse groups living in enclaves, either quite separated or adjoining each other either as small groups or larger ones, but sans the borders dividing them; the question of majority/minority or dominance/subservience would not, probably, have had the same kind of meaning or effect as has happened due to the drawing of borders between states and countries.

    Borders that formed between enclaves of diverse inhabitants and made groups of people dominant and/or majority groups have resulted in hegemony, where the traditions, customs, practices, and mores of that group have gained significance. These traditions and customs prevail extensively when compared to the practices of the smaller groups in that same area. Invariably, the dominant group makes claims to being the ‘original inhabitants’ and the ‘natives’ of the state/country concerned.

    Quite often co-habitants develop similar institutions and social and cultural practices despite the differences and diversity between them, and this is quite apparent in multicultural societies. Amitav Ghosh argues that “it is … the vitality of the place itself that creates commonalities between the people who dwell in it, no matter what their origin” (The Nutmeg’s Curse, page 221). But sadly, it is the differences that often come to the fore, and similarities remain latent.

    Here, it is pertinent for us to dwell on the facets of claims that groups make as regards being the autochthons and natives of a given state/country. By extension, the non-dominant groups are labelled ‘immigrants’, ‘foreigners’, and ‘outsiders’. Prior to ‘Out of Africa’, and the spread of Homo sapiens to the different parts of the world, somewhere between 80,000 and 50,000 years ago, there were no fully evolved human beings in any part of the world. Subsequent to a group of them leaving Africa, different parts of the Earth got populated gradually.

    All the physiognomic and phenotypical differences that we find among humans today, including skin colour, hair texture, and colour of the eyes came about as a result of where people settled.

    To put it tersely, no human group can make a concerted claim as regards nativism and try to make an ‘other’ an immigrant, foreigner or outsider. Ghosh endorses this when he says “Except for one small part of Africa, nowhere on Earth can people be said to be truly native, in the sense of having come into being on that soil” (The Nutmeg’s Curse, page 221).

    The myth of Magna Carta: The struggle still goes on

    The rise of democratic, elected Parliaments in England and Scotland just 50 years after the Magna Carta is not a coincidence but a consequence of that demand to share power. It is from the Magna Carta that the English writ of habeas corpus evolved, safeguarding individuals and their freedoms against unjust and unlawful imprisonment with the right to appeal.

    We now take our liberties and rights for granted, and the way of life it guarantees us is inherent. But what we now have has come after a long evolution process, and often they flowed out of something else quite unintended. The Magna Carta is a case in point. The English-speaking world recently celebrated over 800 years of the Magna Carta or Great Charter, which is synonymous with fundamental rights and the rule of law that are the cornerstones of modern democracy. Much of the world believes the Magna Carta came out of an eruption of a long-suppressed yearning among ordinary people for protection against the monarch and nobility. But it is not so.

    The Magna Carta was thus not a grand demand for equality, basic freedoms or the rule of law, but just a narrow demand for restricting the ruler’s powers, to ring-fence the interests of the elite.

     

    It came out of an intra-elite struggle between 40 barons and their ruler. England’s King John had emptied the royal treasuries in a fruitless war with France, and the barons were unwilling to meet his demands for higher taxes. The consequence was the Magna Carta — to protect the barons from the King’s demands. The demand to be judged by their peers was another protection. It was not meant for ordinary people, but only for barons. The Magna Carta was thus not a grand demand for equality, basic freedoms or the rule of law, but just a narrow demand for restricting the ruler’s powers, to ring-fence the interests of the elite.

    But the Magna Carta’s myth endured and was invoked whenever and wherever people struggled against injustice and freedom. Mahatma Gandhi invoked it in South Africa when he fought for racial equality, and emancipators and freedom fighters like Nelson Mandela, Jawaharlal Nehru, Ho Chi Minh, Fidel Castro and Martin Luther King Jr invoked it when they were being tried for sedition by oppressive regimes. Like the English barons, they too were arguing for limiting the oppressive and unjust powers of rulers, but not just for themselves and their peers, but for all their peoples. The story of modern democracy is about the long journey from the rights of a few to the rights of all.

    Another myth that endures is that the twin notions of democracy and the rule of law somehow originated with the Magna Carta. The fact is that the King rejected the Magna Carta soon after it was presented to him. But John avoided the consequences of the barons’ indignation by dying and thereby perpetuating the myth.

    The first democracies long preceded the 1215 Magna Carta. As early as the sixth century BC several “independent republics” existed in India as sanghas and ganas. Their main characteristics were a raja, elected or hereditary, and a deliberative assembly. These assemblies met regularly and passed laws pertaining to finances, administration and justice. The raja and other officials obeyed the decisions of these assemblies. While these assemblies mostly comprised the nobility and landowners, in some cases they included all free men. But the Brahminical system prevailed, in that the monarch always had to be a Kshatriya. While Licchavis, who held sway over the Kathmandu Valley in today’s Nepal and a major part of northern Bihar, were governed by an assembly of about 7,000 rajas, who in turn were the heads of all major families, others like the Shakyas, the clan to which Gautama Buddha belonged, had assemblies open to all people, rich or poor, and noble or common.

    Socrates and his pupil, Plato, deliberated and expounded on the role of a citizen within a community and laid down the foundations of the political philosophy that flourished in Athens and spread to most of the world in the next two and a half millennia.

    The greatest contribution to the evolution of democracy as a philosophy was in Athens, where great philosophers like Socrates, Plato, and Aristotle lit up public discourse with their brilliance and original thinking. Socrates and his pupil, Plato, deliberated and expounded on the role of a citizen within a community and laid down the foundations of the political philosophy that flourished in Athens and spread to most of the world in the next two and a half millennia. Aristotle, who counted among his students Alexander the Great, dwelt more on systems of government and who first qualified liberty as the fundamental principle of democracy.

    Aristotle wrote in Politics: “Now a fundamental principle of the democratic form of constitution is liberty — that is what is usually asserted, implying that only under this constitution do men participate in liberty, for they assert this as the aim of every democracy. But one factor of liberty is to govern and be governed in turn; for the popular principle of justice is to have equality according to number, not worth, and if this is the principle of justice prevailing, the multitude must of necessity be sovereign and the decision of the majority must be final and must constitute justice, for they say that each citizen must have an equal share; so it results that in democracies the poor are more powerful than the rich, because there are more of them, and whatever is decided by the majority is sovereign.”

    This principle that “whatever is decided by the majority is sovereign” has always had to contend with the rights of individuals. In the US, created after a great debate among the founding fathers as a democracy, it was by majority will that slavery flourished till the Civil War. It took another century before equal rights for black people became the majority will. This constant struggle for individual rights against the will of the collective has been the central story of the evolution of the modern democratic state.  Free India, by contrast, provided for all these rights and liberties from the beginning in its Constitution. The Magna Carta, because it sought to limit the powers of the ruler, perhaps still has a place in our hearts and minds. To most citizens in democratic states, our life is also a constant struggle against the assertion of collective will to trample individual liberties or the rights of smaller groups.

    This principle that “whatever is decided by the majority is sovereign” has always had to contend with the rights of individuals.

    The rise of democratic, elected Parliaments in England and Scotland just 50 years after the Magna Carta is not a coincidence but a consequence of that demand to share power. It is from the Magna Carta that the English writ of habeas corpus evolved, safeguarding individuals and their freedoms against unjust and unlawful imprisonment with the right to appeal. It is from this emergence of petitioning for the production of the body that Parliaments in due course became to be increasingly used as a forum to address all the concerns and grievances of ordinary people.

    Thus, whatever be Magna Carta’s first intent, its consequences greatly expanded over centuries into a charter, which guarantees individual liberties, equality and justice to all, irrespective of race, religion and class. But that struggle is far from over. It goes on, and only its forms change as human values and means change.

    Manipur Violence: Understanding North East India is essential for viable Solutions

    Whenever an ethnic clash or terrorist attack occurs in India’s Northeast, there is a beeline of “national media” reporters to the region for a quick report. Many energetic journalists move to the site of the incident to get “firsthand” information while many others air all kinds of” Breaking News” from cities like Guwahati or even from the national capital. In such a situation one can even see the emergence of “experts” who give their views from the comfort of their homes. These experts who had gained experience by serving in the region at some time in their careers do have adequate background knowledge, but they are at times out of sync with the ground realities. Ministers and political leaders also descend on the violence-hit region but many have political agenda and very often end up making unsolicited, unrealistic, and even provocative remarks. This trend is not new and is an increasing tendency for the past several decades.

    Unfortunately, such flying visits do not help. Sometimes such reporting that makes headlines in electronic and print media and is generally accepted as authentic may not convey the ground reality as some inputs may be biased or doctored depending upon the source of the information.

     

    Unlike other states of the country, the Northeast of India is unique with its cultural and geopolitical characteristics. The region shares 96% of its border internationally with four countries including China, and is an extremely complex region with more than 200 ethnic groups with distinct cultures, food habits, languages, or dialects. Amongst all the northeastern states, Manipur is the most complex state with more than thirty-five ethnic groups. The state shares a large part of its boundary with Myanmar (398 Kilometers) presently ruled by the Military junta.  Manipur also shares a boundary of 96 Km with Mizoram,205 km with Assam and 204km with Nagaland. The state has a diverse demography.  Nagas (24%) and Kukis (16%) are mostly Christians whereas Hindu Meities and Muslims constitute 53% and 6% of the population respectively.

     While India’s border with Pakistan and Bangladesh is fenced, the border with Myanmar is not. There is also a policy of Free Move Regime (FMR) which allows Citizens of both countries to come up to 16 Kilometers within each other’s territory without a visa or passport documentation. Though the aim of FMR is noble as it allows better interaction amongst people who are mostly from the same ethnic tribe,  it is prone to exploitation by militants, as well as smugglers.

    Myanmar military’s operations against rebel groups have forced many tribals particularly Chin-Kuki to enter Indian states particularly Mizoram and Manipur for safety. However, Meities allege that infiltration of Chin-Kuki, as well as rebels to Manipur from Myanmar, is part of a grand design to occupy land and carry out nefarious activities like land grabbing, arms smuggling, drug trafficking etc.  As per an unconfirmed report, approximately 35000 Chin/Kuki refugees from Myanmar have taken shelter in Mizoram and another about 5000 have taken refuge in Manipur.

    The smuggling of drugs, timber, areca nut, cheap Chinese clothes, and electronic items from Myanmar into Manipur and further to other parts of the country is a lucrative business. There is fierce competition to control the lucrative drug trade. While Kuki tribes are primarily involved in poppy cultivation, almost all other ethnic groups are involved in the drug trade in some form or other. It is learnt that fertilizer (urea) provided for distribution to farmers is diverted for poppy cultivation by vested interests with the connivance of Government officials.

     There are a large number of small or big militant groups active in Manipur, each vying for influence and claiming to be the “protectors” of the interest of the respective ethnic groups. Many of these groups, particularly Kuki militant groups, are under Suspension of Operation (SoO) with the Central Government.  Approximately 2000 Kuki militants representing about 26 different Kuki Militant groups are lodged in Designated Camps set up in various Hill districts of the state. The allegations by Meities that the Kuki militants are abetting and instigating Kukis to carry out violence against them cannot be ruled out. Similarly, Kukis allege the involvement of Meitei militants in the ongoing ethnic violence. The ethnic violence which has been continuing since 3rd May 2023 has not seen a substantial reduction despite Union Home Minister Amit Shah and others’ appeal. The Nagas are closely observing the emerging situations. In such a delicate environment all that is needed is just a spark to aggravate an already volatile situation.

    Despite many differences, the various ethnic groups have learnt to live together in Manipur. However, a number of actions in the recent past by the present ruling dispensation in the state has led to resentment amongst tribals mainly Kukis. These include eviction of Kuki encroachers from forest land, action against Kukis involved in poppy cultivation etc.    While these appear to be genuine actions of an elected Government, Kukis feel that they have been deliberately targeted. A section of Meities has now demanded that NRC (National Register of Citizens) should be made for Manipur state as they feel that immigration of Chin/Kukis from Myanmar has substantially increased. Thus, the trust deficit between Kuki and Meities had already reached a peak. It will take substantial effort from everyone from the Government machinery to the common citizen to restore confidence and goodwill amongst the ethnic tribes.

     The direction of the Imphal High Court on 27 March 2023  given out publicly on 19th April directing the Manipur Government to consider  ST status for Meities triggered a  large-scale violence on 3rd May. Incidentally, Muralidaran who was appointed Acting Chief Judge of Manipur High Court on 6th February 2023 had given the very important judgment within two months of his assuming office. The Supreme Court however on 17th May 2023, criticizing the Manipur High Court judgement as ‘factually wrong’, expressed the need to nullify the order of the Manipur High Court. It is worth noting that the President of the country is the constitutional authority vested with the power of declaring a Caste or Tribe as SC or ST. The case to declare Meities as ST was first filed in 2013 (MutumChuramaniMetitei versus the State of Manipur).

    According to the census records of 1891, 1901 and 1931, the Meitei was listed as a Scheduled Tribe, however, since 1951 were removed from the ST list of the Indian Union without any information or communication to the people of Manipur. In 1949, the Ministry of Tribal Affairs, Government of India constituted a minority commission to verify the social status of Meities. There are reasons to believe that many Meities were not keen on the ST tag as they probably felt that they were of a higher class and being accepted as tribal will lower their social status. However, a faction of low caste Meities enjoys OBC and SC status.

    Meities are probably now realizing the folly committed by their elders for not advocating for ST status.  Incidentally, like Nagas and Kukis, Meities are also from Mongoloid genetic backgrounds. However, in the 19th century, under the influence of Bengali Hindus, Meities adopted Hindu culture, accepted Vaishnavism, and hence, are influenced by caste and social stratification patterns.

    The pressure on land in the Manipur valley where other tribes (being ST) could own land as well as enjoy other benefits in terms of education and employment made the present generation of Meities feel insecure.  They realized that only if they were granted ST status could they buy land in the hills or compete in jobs with other tribes. In a civil writ petition filed by a section of Meites in Manipur High Court in April 2022, the High Court on 27th March 2023 had directed the state government to submit the recommendation to the Ministry of Tribal Affairs to include the Meities in the ST list.

    While both the tribes, namely Kukis and Nagas protested on 3rd May against the High Court’s directions, the protest by Kukis turned violent. It is also a singular failure of Biren Singh’s Government for not anticipating the law-and-order breakdown and accordingly taking effective measures to prevent the chaos.

    In Manipur, the tribals enjoy some benefits under Article 371C of the constitution as well as the Manipur Hill Area District Autonomous Council Act of 1972. However, Kukis have been demanding a separate Autonomous Council on similar lines of the Bodoland Territorial Council operative in Bodo-dominated areas of Assam.  Some Kukis have gone to the extent of demanding “Kuki land”, a separate state to be carved out of Manipur.  On the other hand, the demand of the Nagas is for the integration of Naga Areas of Manipur with Nagaland (Greater Nagaland). Therefore, the issues in Manipur are very complex.   Many other tribes in the Northeast have been raising demand either for ST status or Autonomous council or even for separate states.  Hence, the Centre needs to be very cautious in resolving the current Manipur imbroglio as the decisions can have ramifications in the other Northeast states.

    The Central Government, though sincere in its efforts at solving the problems of the Northeast, has made many mistakes in the past simply because of the politicians’ lack of patience to understand the intricacies of the region. One glaring example was the extension of the Ceasefire with NSCN (IM) to the state of Manipur in 2001. The Government had signed a Ceasefire agreement with dominant NSCN (IM) groups in 1997 which was confined to the state of Nagaland. However, under pressure from the NSCN (IM), the Govt in 2001 extended the Ceasefire to Manipur by incorporating the words “Without Territorial Limits”.  The Central Government’s decision, taken without understanding the psyche of Meities and without consulting the Manipur government, led to large-scale violence leading to the killing of thirteen protestors in police firing on 18 June 2001. The Government had no option but to withdraw the Ceasefire from Manipur. However, it took decades to normalize the relations between the Nagas and the Meities.

    Similarly, the “Assam Accord” signed by the Central Government with the All-Assam Student Union (AASU) in 1985 has been a non-starter even after almost forty years of signing the accord. The Assam Accord talks of “Detection, Deletion (from Voters List) and Deportation of illegal Bangladeshis who have entered Assam post-1971.  These illegal Bangladeshis cannot be deported to Bangladesh as there is no deportation agreement with Bangladesh. Moreover, Bangladesh denies that her citizens have infiltrated Assam or any other state. The government has signed an accord which it finds difficult to implement.

    The Manipur situation is becoming tricky with neighbouring state Mizoram getting involved in the Manipur issue. Mizos belonging to Chin tribes just as Kukis are providing all help to their brethren who have taken refuge in that state. Now a section of the people particularly from Mizoram are trying to bring a religious angle to the issue saying that Christians have been deliberately targeted in Manipur.   A section of Mizo politicians is now supporting the Kukis’ demand for Autonomous Council/ separate state that will further complicate the issue. Incidentally, a few newspapers published in Israel have also talked about the safety and security of the Jews in Manipur. Similarly, the role of RSS in the present violence has become conspicuous.

     Both Kukis and Meiteis are attempting to internationalise the issue which is essentially an internal issue of the country. On 30th June 2023, World Kuki-Zo Intellectual Council (WKZIC) submitted a memorandum to the Prime Minister of Israel seeking urgent intervention for the protection of the Kuki people. On 6th July 2023, the US Ambassador to India, Eric Garcetti, stated that the United States is ready to assist India in resolving the current ongoing issue.

     It is creditable that other ethnic tribes, particularly Nagas of Manipur have shown great restraint however, they are concerned about the possible political fallout of the ethnic clashes.  Their concern is that any solution between Kukis and Meities should not in any way put the Nagas in any disadvantageous position.

     The allegation by a section of Meitie leaders that Assam Rifles has been partial to Kukis appears to be politically motivated to malign India’s oldest Para Military Force.  The security forces, particularly the Assam Rifles, have been working round the clock to maintain peace in the state.  Assam Rifles has rescued Meities from Kuki-dominated hill districts and similarly had rescued Kukis from Meitei-dominated valleys. It is hoped that the Central Government does not give in to the demand of some BJP leaders of Manipur to withdraw Assam Rifles from the state. On the contrary, there are allegations that at times Manipur Administration, in particular, the state police have been biased. It is pertinent to note that sizeable arms were looted from many police stations by miscreants which indicates the nexus of police with the miscreants, especially at the lower level.

      Despite Home Minister’s appeal to surrender arms looted from many police stations, only a few have been deposited. COCOMI (Coordinating Committee of Manipur Integrity), in a statement on 07th June 2023, rejected Home Minister Amit Shah’s appeal to surrender looted arms and resolved not to allow Security Forces to launch operations to recover looted weapons. Such actions at this critical time are bound to aggravate the situation. The organization COCOMI has recently declared “Manipuri’s National War against Chin Kuki Narco terrorism”. Terming the entire Chin- Kukis as a narco-terrorist group will further widen the gap.  It is to be noted that the spoils of the drug trade are enjoyed by most of the tribes including smugglers based in places outside the Northeast region,

    The immediate aim, particularly of the Governments at the Centre as well as at the State, should be to win back the trust and confidence of people of all communities.  The civil society, the media and common Meitei as well as the Kuki people must play a responsible role keeping in mind the sensitivities of all communities. Panel discussions are good but putting one tribal group against another in the TV debate will further antagonize the common people. Similarly, people on social media must exercise utmost restraint.   A long-term solution will need great deliberation.  Patience and restraint are the key words at his juncture.

    Museums and private collectors in the West have prided themselves on the vast collections of heritage treasures, antiquities, and archaeological and epigraphic treasures from across the world. In truth, these are stolen treasures from the non-western world enabled by colonialism and imperialism. It is time the victim nations work towards global policies to ensure these treasures are returned to their original owners. This is truly a massive public policy challenge in global governance and for a fair, equitable, multi-polar world.     The whole idea of establishing a colony was to exploit the resources there and enrich the home coffers. And all colonials—irrespective of whether they were British, Danes, Dutch, Italians, Belgians, Portuguese, Spanish, or American—indulged in this exercise and over a period turned it into a fine art. As ill luck would have it, a host of countries in many parts of the world were less developed than these colonials, particularly in terms of technology, but were very rich and well-endowed in terms of resources of various kinds. Though they possessed natural wealth, they lacked adequate technology and hence were not in a position to resist the onslaught and machinations of different kinds of the technologically-advanced colonials. The resource-rich countries were, in the main, in Asia, Africa and Latin America. Highly developed naval vessels and a state-driven overpowering desire to explore resources in different regions of the world enabled the colonials to adopt different strategies for befriending and subsequently subjugating the peoples of the resource-rich areas.

    Genesis Of Exploitation

    Because of her tremendous naval power, Britain spread its net of exploration quite wide in South Asia and Africa. In India, the British came in as traders established the East India Company and then gradually started flexing their arms and took control of administration and became the rulers of the country. Though they allowed some pockets to be “ruled” by rajas, maharajas, nizams and nawabs, these provinces were not independent in the real sense of the term but were virtually servile to the British, if not their minions, in many ways. That is how the genesis of exploitation took shape in India. Subsequently, there were myriad ways in which colonial exploitation occurred—physical exploitation of the people including sexual abuse and exploitation of labour was one of the forms of that

    Other ways of exploitation were the draining of different kinds of agricultural and forest resources; these included: jute, cotton, sugar, tea, coffee and wheat. The goods developed in British factories were sold back in India for rich benefits. Also, commercial crops like tea, coffee, indigo, opium, cotton, jute, sugarcane and oilseed were introduced and these had impacted their profits tremendously but had different environmental implications in different regions of the country, as plantations always do, due the exercise of clear felling of the forests in almost all cases of extensive plantation activities.

    Repatriating The Kohinoor

    To top it all, regarding exploitation, was the brazen way in which India’s heritage wealth, antiquities and artefacts, were exported to their home bases, by the colonials, to unabashedly adorn their own museums and galleries. Many of these artefacts were stolen without any hesitation. Today it is being argued that one of the most famous diamonds in the world, the Kohinoor, was not necessarily snatched from the people of India but was offered on a platter to the British as part of the peace treaty of Lahore by the king of Punjab Maharaja Dalip Singh. Arm-twisting gets another name in diplomatic parlance—offer. And the British have the temerity to continue to adorn their crown with the Kohinoor though they refrained from its display on the head of the recently crowned queen, the wife of King Charles III during the latter’s coronation, in a rare diplomatic courtesy, apparently not to provoke the sensibility of the Indian delegation attending the coronation.

    As Rishi Sunak is more loyal than the queen, there is no chance of him taking the initiative in repatriating to India the Kohinoor or the innumerable other artefacts that were stolen/snatched from India and today adorn the British Museum and many other of their galleries.

    Last week the Standing Committee on Transport, Tourism and Culture headed by YSR Congress MP Vijay Sai Reddy, adopted the Report ‘Heritage Theft – The Illegal Trade in Indian Antiquities and the Challenges of Retrieving and Safeguarding Our Tangible Cultural Heritage’. The Committee conferred with the Culture Ministry officials who apparently think that while efforts were being made to bring back the stolen antiquities from different foreign locations, the case of Kohinoor diamond is “contentious since it was surrendered by Maharaja Dalip Singh as part of the 1849 peace treaty with the British”.

    Reversing Colonial Exploitation

    To recapitulate and also to highlight the way in which different forms of exploitation occurred, we can argue that in the first instance, it was human exploitation wherein there was sexual abuse, killings and decimation of populations. The second way was the exploitation of the agricultural and natural resources which can be conceived of as resources that were “consumables” and “non-durables”. The third was the exploitation of the heritage wealth that falls in the realm of non-consumables and durables.

    So, today, when we explore measures that could be thought of in terms of “getting back” things and reversing the impact that colonial exploitation had on India, we can think of some strategies: in the case of the first two, that is human exploitation and the draining of consumables, there can only be reparations if the Britishers’ conscience pricks them enough; or at least unqualified apologies. But in the case of the third, that is the loss of heritage wealth, there can, and should indeed be repatriation of the stolen antiquities.

    A host of “art dealers” in different parts of the country are smuggling out artefacts and antiquities from India, particularly from ancient temples, and at times from museums, on a large scale. Only a fraction of this comes to light.

    Now, talking about the loss of heritage wealth, we also have to bring into the picture the fact that it is happening, quite rampantly, even today though the colonials left the shores years back on India becoming independent. A host of “art dealers” (read thieves) in different parts of the country are smuggling out artefacts and antiquities from India, particularly from ancient temples, and at times from museums, on a large scale. Only a fraction of this comes to light when these items are exhibited in galleries and museums in different parts of the world; often times these are hidden in private collections. India is trying to regain some of this heritage wealth but there seem to be obstacles, at times quite unsurmountable, of the diplomatic and other kinds. Let us hope the Standing Committee on Transport, Tourism and Culture succeeds in its exertions.

    For Democracy to be real and vibrant it needs people with impeccable Integrity at the Helm

    Democracy at its core is the power of the people. But all over the world, it is becoming anything but that. Truly the fear is that democracy is dying, as most nations that call themselves democracies are in effect controlled by capitalist oligarchs and majoritarian fascists. The power of money and vested interests have vitiated democratic processes worldwide. Michael Hudson calls the USA, once the beacon of democracy, a deep state controlled by three main oligarchic groups: Military Industrial Complex (MIC); Oil, Gas, and Mining (OGAM); and Finance, Insurance, and Real Estate (FIRE).  Add the new emerging giant group – Big Tech – as the fourth. The UK, the world’s oldest parliamentary system, is in shambles as a democracy. India, seen as the world’s largest democracy, is heading the majoritarian way. Majoritarianism is not democracy but tyranny. This is what the Father of the Nation had to say about democracy at the height of the freedom struggle:

    My notion of democracy is that under it the weakest should have the same opportunity as the strongest….No country in the world today shows any but patronising regard for the weak….Western democracy, as it functions today, is diluted fascism….True democracy cannot be worked by twenty men sitting at the centre. It has to be worked from below by the people of every village.”    – Mahatma Gandhi

    His words could not have been more apt for the times we live in. This quote is placed in the Sabarmati Ashram. One wonders how many take a moment to stop by to read it carefully and take in the import of his words. The Mahatma is the shining example of personal integrity, character, and moral courage. Since democracy is primarily driven by people and politics, it is vital that those at the helm of governance display impeccable integrity to ensure real democracy.

    Professor Arun Kumar PhD, an eminent economist and our adjunct Distinguished Fellow, writes eloquently on the subject and says ‘absence of persons with impeccable integrity is the bane of India’s democracy’. TPF is happy to republish this article.

    Gandhiji said that institutions reflect what the people are, and that they cannot function as they are intended to unless those manning them are people of integrity.

     

    A Supreme Court Constitution bench recently said that the Chief Election Commissioner should be one “with character” and who would not get “bulldozed” – a self-evident truth. Further, it suggested that the selection committee for the post should consist of an independent person like the Chief Justice of India (‘CJI’). It added that people and bureaucrats like the former Chief Election Commissioner late T.N. Seshan, who could act independently, “happen once in a while”.

    Perhaps without meaning to, these comments indict the election commissioners appointed since Seshan’s time. Therefore, they have given voice to recent public concerns about the independence of the institution.

    Integrity of Constitutional authorities

    Will the CJI’s presence in the committee to appoint the Election Commissioners make a difference? The CJI is a member of the committee to appoint the Director of the Central Bureau of Investigation (‘CBI’). But the Supreme Court itself has called the CBI a “caged parrot”. The problem arises since the party in power would prefer a sympathetic person as an Election Commissioner, not an independent person.

    The appointment of Supreme Court judges has become contentious, with the judges and the Union Law Minister currently at loggerheads. Judges themselves have talked of pressures and counter pressures from within and from the government. Appointments of some who are seen to be inconvenient have been withheld. Earlier this week, a division bench of the Supreme Court mentioned that by delaying appointments, good people are dissuaded from becoming judges. It is suspected that the appointment of certain judges is delayed so that they do not become CJI in due course of time. It appears that pliability is a desirable attribute to becoming a judge.

    The Supreme Court, by raising the issue of the appointment of the Election Commissioner, has also brought into question the integrity of the Prime Minister (‘PM’), who is key to the appointment. Thus, doubt has been raised about the country’s constitutional authorities, including the judiciary. The executive, in any case, does the bidding of the political masters. So, where are the people of integrity in the corridors of power in India?

    Defining integrity

    Institutions can run as they ought to only if they are manned by people with integrity. Its absence from the top down is a societal challenge. Mahatma Gandhi in ‘Hind Swaraj’ (Indian Home Rule), more than a century back, said, “As are the people, so is their Parliament.” Since the Parliament is key to the functioning of a democracy, this flaw afflicts institutions down the line.

    PMs heading the government are political persons. Since politics is about power, they try everything to keep themselves and their party in power. Their election depends on the support of vested interests who fund both them and their party and therefore, dominate the working of the party. So, staying in power is a high stake business which requires manipulation of the systems in their favour.

    The Supreme Court, by raising the issue of appointment of the Election Commissioner, has brought into question the integrity of the Prime Minister, who is key to the appointment. Thus, doubt has been raised about the country’s constitutional authorities, including the judiciary. 

    There is then a separation of the interest of the nation, and of the party and its head, the PM. Consequently, for the party, integrity means that which serves its interest, which is not necessarily what the nation needs. This separation is what Gandhi implies in Hind Swaraj. No wonder, it is only a rare PM who has the moral integrity to select independent people for important Constitutional positions like the Election Commission and the judiciary.

    Politicians go through years of such conditioning before becoming PMs and it becomes their second nature. It cannot be expected to change upon becoming the PM. The opposition in a democracy is supposed to check the misuse of power. But the leaders of the opposition also go through the same conditioning as leaders of the ruling party and therefore, act no differently. Politicians often pride themselves on managing conflicts by making compromises and accepting the manipulation of power. So, politicians take a pliable stand, based on the chair they occupy – in power or out of it.

    Gandhi on parliamentary democracy

    Gandhi, commenting on the British Parliamentary democracy in Hind Swaraj, wrote, “The Prime Minister is more concerned about his power than about the welfare of Parliament … [and] upon securing the success of his party.” He added that they may be considered to be honest “because they do not take what is generally known as bribes… [but] …they certainly bribe the people with honours.” Therefore, “… they neither have real honesty nor a living conscience”.

    Regarding the Members of Parliament who could keep the PM in check, he wrote, “… Members are hypocritical and selfish. Each thinks of his own little interest. … Members vote for their party without a thought.” Regarding the media, another institution that could help check misuse of public authority by creating public awareness, he wrote that they “are often dishonest. The same fact is differently interpreted … according to the party in whose interest they are edited.” Gandhi was also scathing about the legal profession when he wrote, “… the profession teaches immorality …”.

    Gandhi was pointing to the fundamental flaws in the functioning of democracies. It also applies in the current Indian context. He was pointing to weak public accountability of those in power since public awareness was low. The public has little choice but to accept the existing imperfect political system. The British Parliamentary democracy may be the best available system, but it is highly flawed and its defects appear more starkly in weak democracies like that in India.

    We may be called the largest democracy in the world and we have succeeded in preserving it in the last 75 years, but it is frayed, as made clear by the current political problems facing us.

    Feudal attitudes and democracy

    Indian democracy’s weakness is a result of the persistence of feudal consciousness among a majority who easily accept authority. This is true even in institutions of higher education, where people are expected to be the most conscious. Most of these institutions are headed by academics with a bureaucratised mindset, who expect compliance and treat dissent as a malaise to be eradicated. In turn, they yield to politicians and bureaucrats.

    A feudal system has its own concept of integrity. The ruler’s interest is broadly the nation’s interest. This congruity breaks in a parliamentary democracy where the consciousness is feudal. In such a case, integrity as defined by national interest is likely to be subverted, as is visible in India.

    In 1947, India with its feudal consciousness ingrained and copied parliamentary democracy, not because people were ready for it, but because the leadership desired it since they wanted to copy Western modernity. People blindly accepted it since it came from their leaders, not because they understood it. Liberality at the top frayed post mid-1960s, as retaining power became more difficult and leaders turned increasingly authoritarian. So, while retaining the façade of democracy, it increasingly got hollowed out.

    In 1947, India with its feudal consciousness ingrained and copied parliamentary democracy, not because people were ready for it, but because the leadership desired it since they wanted to copy Western modernity. People blindly accepted it since it came from their leaders, not because they understood it.

    The political economy also pushed policies that marginalised the majority in the interest of the few. The black economy grew rapidly, making elections formalistic and draining them of their representational character. Most importantly, the rulers realized that neither the people ask for liberality nor do they demand accountability from leadership.

    Need for accountability at the top

    Accountability has to come from the top, whether in politics or in the government or the courts. It is not going to automatically come about without public pressure. A few freebies are enough to divert public attention. So, is accountability a luxury when basic issues are many?

    The lack of integrity in public life is costly. The nation’s energy is diverted. Reforms favouring the marginalised are circumvented. Laws are framed ostensibly to improve matters, but when the spirit is not willing they fail to deliver. Perfect laws are not possible, since human ingenuity can circumvent any law. The result is more complex laws and growing cynicism.

    What Gandhi pointed out is playing itself out in India. He said institutions reflect what the people are, and that they cannot function as they are intended to unless those manning them are people of integrity. But, can people with integrity emerge when it is missing all around, feudal consciousness pervades and people bend to authority?

    Reform requires us to resolve the contradiction between parliamentary democracy and the prevailing feudal consciousness. This cannot happen from above. It requires the transformation of the people’s consciousness – Gandhi’s unfinished agenda.

    As India celebrated its 76th independence day with great fanfare and jubilation, it is time to introspect on the most serious threat to India’s growth and emergence as a world. This threat is corruption, which is internal and societal. Over the 75 years of modern India’s journey, corruption has become endemic in Indian society. Infused by the political culture, corruption has seeped into every aspect of governance, be it the executive, legislature, or judiciary. This is so because an average citizen has come to accept bribing as a routine and inevitable part of daily life. Hence, if India has to eliminate the scourge of corruption it needs a massive transformation of its society. This can come only through the sustained practice of transparency, ruthless accountability, efficiency, and deterrent punishment. Corruption is commonly perceived as related to monetary benefits but it is much more in terms of misuse of power, coercion, disinformation, lack of transparency, non-performance, inefficiency and delay tactics, and the lack of accountability/responsibility. There is a misconception that digitisation will overcome corruption. Unless timelines, tamper-proof records, and transparency are ensured the corrupt will find ways to get around. These are clearly seen in the revenue tax systems, licensing systems, land registration systems etc. Even though these departments have digitised the processes well, there is a proliferation of middlemen linking the client and the department. This can only be eliminated by the right policies that enforce strict timelines, respond to citizens’ complaints, enforce accountability and transparency on the officials and create clarity for the public in the usage of such systems. The adoption of blockchain technologies could go a long way toward eliminating corruption in India. Widespread corruption has been India’s greatest threat and it is never more urgent than now to address this problem through innovative technologies like blockchain.

    Governments regularly have to make trade-offs between efficiency and fairness in their services. Unfortunately, choosing one over the other often increases the likelihood of corruption. In efficient systems, the public is largely content to operate within the bounds of that system; inefficient systems cause large numbers of individuals to seek less-than-legal workarounds. Similarly, fair systems engender trust, pride and a sense of community; while unfair systems encourage individuals to seek out illegal alternatives without remorse.

    Occasionally, new technologies come along that offer the opportunity to increase both efficiency and fairness. Blockchain is one such opportunity and it has a variety of use-cases for government applications. Here are two in more detail:

    Blockchain and procurement

    Public procurement is the process of governments acquiring goods, services and works. It represents a significant portion of governmental budgets, accounting for 29% of general government expenditure totalling €4.2 trillion in OECD countries in 2013. With so much money at stake, it is unsurprising that OECD estimates that 10-30% of the investment in publicly funded construction projects may be lost to corruption.

    Public procurement is vulnerable to corruption for a number of reasons. Parties in the procurement process, both on the public and private sides, are induced into corrupt acts by the size of potential financial gains, the close interaction between public officials and businesses, and how easy it is to hide corrupt actions. Blockchain has the potential to protect against these weaknesses at almost every stage of the procurement process.

    In the planning stage, public officials create evaluation criteria by which bidding companies will be judged. In the bidding evaluation stage, public officials assign scores to companies using the evaluation criteria as their rubric. Without transparency, there are many opportunities for compromised public officials to rig the outcome of the evaluation process. Evaluation criteria could be retroactively changed or company bids altered, for example. Blockchain can guarantee any change is public, the original information is retained and there is a record of who made the change.

    Blockchain can also encourage a wider coalition of stakeholders to participate in and monitor procurement cycles. Too often, the most active stakeholders in any given procurement process are the public officials and the businesses directly involved – a potential problem when more than half of all foreign bribery cases likely occur to obtain public procurement contracts. Watchdog organizations, end-users, the media and citizens are discouraged from participating because procurement information is not readily available, untrustworthy, modified and/or delayed. Blockchain can provide an easily accessible, tamper-proof and real-time window into ongoing procurement processes

    Projects integrating blockchain into procurement, such as this pilot programme in Colombia, conclude that “blockchain-based e-procurement systems provide unique benefits related to procedural transparency, permanent record-keeping and honest disclosure.” The Colombia project noted several drawbacks, such as scalability and vendor anonymity, but newer proposals like this one to overhaul India’s public procurement system are taking steps to overcome those and other shortcomings.

    Blockchain and registries

    Land title registries track the ownership of land and property for a given region. Registration titling systems have had important consequences for the economy, leading to “better access to formal credit, higher land values, higher investment in land, and higher income.” Yet they are far from perfect. They are inefficient, for example, closing a property sale can take months and typically consumes 2-5% of the purchase price of a home. Registration systems can act as bottlenecks for land transactions. There are complaints going back to 2015 of England’s Land Registry having six-month transaction delays and similar complaints persisted in 2020.

    The inefficiencies in land titling systems are a major source of corruption. The Organized Crime and Corruption Reporting Project’s 2019 report on land registry corruption in Bangladesh found that obtaining a licence as a deed writer incurs a bribe to the highest-level administrators. Land registry corruption is not restricted to developing regions: in regions with longer histories of legal stability, it simply becomes more complex. Anti-corruption NGO, Global Witness, estimated in 2019 that £100 billion worth of property in England and Wales was secretly owned by anonymous companies registered in tax havens.

    A good first step to fighting corruption is by cutting down on inefficiencies. Blockchain can streamline much of the process. Take, for example, the number of steps required in the UK for one person to sell the property to another person and compare this with a blockchain-based registry system.

    Some countries are already experiencing positive results. In 2018, Georgia registered more than 1.5 million land titles through their blockchain-based system.

    An urban land registry project underway in Africa uses blockchain to address the problems of digitizing urban land registries. In many densely populated impoverished urban areas, no pre-existing land registry or paper trail exists. Relying on the meagre data available often causes legal disputes. Courts quickly become overwhelmed and digitization efforts stall.

    Blockchain is now being added to the project. To confirm property rights, the new system seeks out and consults community elders. Through a blockchain-based application, those elders receive the authority to confirm the validity of land registry claims. The elders can check directly with residents if they consent to the land assessment. By delegating cryptographically guaranteed authority to respected community members, the quality of the data is improved and the number of land dispute cases handled by the judiciary should decrease. Finally, the remaining cases should resolve faster since the elders’ cryptographic confirmations are admissible as evidence for land dispute resolution.

    The final challenge: Adoption

    The government blockchain-based projects referenced in this article represent just a few of a growing number of pilot or in-production applications of blockchain. This shows that governments are serious about fixing inefficient and unfair services. The potential gains from blockchain are substantial, yet as a new technology, there are many challenges in designing and implementing blockchain-based applications. For large institutions such as governments to deploy blockchain-based applications in a timely fashion and reap the benefits, education and tools are imperative.

Since then, these other countries have progressed rapidly leaving India behind in all parameters. ‘Why is it so?’ should be the big question for every Indian citizen in this time of our 75th anniversary celebrations.

     

    Introduction

    India at 75 is a mixed bag of development and missed opportunities. The country has achieved much since Independence but a lot remains to be done to become a developed society. The pandemic has exposed India’s deficiencies in stark terms. The uncivilized conditions of living of a vast majority of the citizens became apparent. According to a report by Azim Premji University, 90% of the workers said during the lockdown that they did not have enough savings to buy one week of essentials. This led to the mass migration of millions of people, in trying conditions from cities to the villages, in the hope of access to food and survival.

    Generally, technology-related sectors, pharmaceuticals and some producing essentials in the organized sectors have done well in spite of the pandemic. So, a part of the economy is doing well in spite of adversity but incomes of at least 60% of people at the bottom of the income ladder have declined (PRICE Survey, 2022). The great divide between the unorganized and organized parts of the economy is growing. The backdrop to these developments is briefly presented below.

    Structure and Growth of the Economy

    In 1947, at the time of Independence, India’s socio-economic parameters were similar to those in countries of South East Asia and China. The level of poverty, illiteracy, and inadequacy of health infrastructure was all similar. Since then, these other countries have progressed rapidly leaving India behind in all parameters. So, India has fallen behind relatively in spite of improvements in health services and education, diversification of the economy and development of the industry.

    In 1950, agriculture was the dominant sector with a 55% share of GDP which has now dwindled to about 14%. The share of the services sector has grown rapidly and by 1980 it surpassed the share of agriculture and now it is about 55% of GDP. The Indian economy has diversified production `from pins to space ships’.

    Agriculture grows at a trend rate of a maximum of 4% per annum while the services sector can grow at even 12% per annum. So, there has been a shift in the economy’s composition from agriculture to services, accelerating the growth rate. The average growth rate of the economy between the 1950s and the 1970s was around 3.5%. In the 1980s and 1990s, it increased to 5.4% due to the shift in the composition. There was no acceleration in the growth rate of the economy in the 1990s compared to the 1980s. This rate again increased in the period after 2003 only to decline in 2008-09 due to the global financial crisis. Subsequently, the rate of growth has fluctuated wildly both due to global events and the policy conundrums in India.

    There was the taper tantrum in 2012-13 which cut short the post-global financial crisis recovery. Demonetization in November 2016 adversely impacted growth. That was followed by the structurally flawed GST. These policies administered shocks to the economy. Then came the pandemic in 2020. The economy’s quarterly growth rate had already fallen from 8% in Q4 2017-18 to 3.1% in Q4 2019-20, just before the pandemic hit.

    1980-81 marked a turning point. Prior to that, a drought would lead to a negative rate of growth in agriculture and of the economy as a whole. For instance, due to the drought in 1979-80, the economy declined by 6%. But, that was the last one. After that, a decline in agriculture has not resulted in a negative growth rate for the economy. The big drought of 1987-88 saw the economy grow at 3.4%. After 1980-81, the economy experienced a negative growth rate only during the pandemic which severely impacted the services sector, especially the contact services.

    Employment and Technology Related Issues

    Agriculture employs 45% of the workforce though its share in the economy (14%) has now become marginal. It has been undergoing mechanisation with increased use of tractors, harvester combines, etc., leading to the displacement of labour. Similar is the case in non-agriculture. So, surplus labour is stuck in agriculture leading to massive disguised unemployment.

    India is characterized by disguised unemployment and underemployment.Recent data points to growing unemployment among the educated youth. They wait for suitable work. The result is a low labour force participation rate (LFPR) in India (in the mid-40s) compared to similar other countries (60% plus).The gender dimension of unemployment and the low LFPR is worrying with women the worst sufferers.

    India’s employment data is suspect. The reason is that in the absence of unemployment allowance, people who lose work have to do some alternative work otherwise they would starve. They drive a rickshaw, push a cart, carry a head load or sell something at the roadside. This gets counted as employment even though they have only a few hours of work and are underemployed. So, India is characterized by disguised unemployment and underemployment.

    Recent data points to growing unemployment among the educated youth. They wait for suitable work. The result is a low labour force participation rate (LFPR) in India (in the mid-40s) compared to similar other countries (60% plus). It implies that in India maybe 20% of those who could work have stopped looking for work. No wonder for a few hundred low-grade government jobs, millions of young apply. The gender dimension of unemployment and the low LFPR is worrying with women the worst sufferers.
    These aspects of inadequate employment generation are linked to automation and the investment pattern in the economy. New technologies that are now being used in the modern sectors are labour displacing. For instance, earlier in big infrastructure projects like the construction of roads, one could see hundreds of people working but now big machines are used along with a few workers.

    Further, the organized sectors get most of the investment so little is left for the unorganized sector. This is especially true for agriculture. Thus, neither the organized sector nor agriculture is generating more work. Consequently, entrants to the job market are mostly forced to join the non-agriculture unorganized sector, which in a sense is the residual sector, where the wages are a fraction of the wages in the organized sector. The unorganized sector also acts as a reserve army of labour keeping organized sector wages in check

    Lack of a Living Wage

    To boost profits, the organized sector is increasingly, employing contract labour rather than permanent employees. This is true in both the public and private sectors. So, not only the workers in the unorganized sector, even the workers in the organised sector do not earn a living wage. Thus, most workers have little savings to deal with any crisis. They are unable to give their children a proper education and cannot afford proper health facilities. Most of the children drop out of school and can only do menial jobs requiring physical labour. They cannot obtain a better-paying job and will remain poor for the rest of their lives.

    The Delhi socio-economic survey of 2018 pointed to the low purchasing power of the majority of Indians. It showed that in Delhi, 90% of households spent less than Rs. 25,000 per month, and 98% spent less than Rs. 50,000 per month. Since Delhi’s per capita income is 2.5 times the all India average, deflating the Delhi figures by this factor will approximately yield all India figures. So, 98 per cent of the families would have spent less than Rs.20,000 per month, and 90 per cent less than Rs.10,000 per month. This effectively implies that 90 per cent of families were poor in 2018, if not extremely poor (implied by the poverty line). During the pandemic, many of them lost incomes and were pauperized and forced to further reduce their consumption.

    Unorganized Sector Invisibilized

    In the unorganized sector, labour is not organized as a trade union and therefore, is unable to bargain for higher wages, when prices rise. It constitutes 94% of the workforce and has little social security. No other major world economy has such a huge unorganized sector. No wonder when such a large section of the population faces a crisis in their lives, the economy declines, as witnessed during the pandemic. India’s official rate of growth fell more sharply than that of any other G20 country.

    The micro sector has 99% of the units and 97.5% of the employment of MSME and is unlike the small and medium sectors. The benefits of policies made for the MSME sector do not accrue to the micro units.

    Policymakers largely ignore the unorganized sector. The sudden implementation of the lockdown which put this sector in a deep existential crisis points to that.     Invisibilization of the unorganized sector in the data is at the root of the problem. Data on this sector become available periodically, called the reference years. In between, it is assumed that this sector can be proxied by the organized sector. This could be taken to be correct when there is no shock to the economy and its parameters remain unchanged.

    Demonetization and the flawed GST administered big shocks to the economy and undermined the unorganized sector. Its link with the organized sector got disrupted. Thus, the methodology of calculating national income announced in 2015 became invalid.

    The implication is that the unorganized sector’s decline since 2016 is not captured in the data. Worse, the growth of the organized sector has been at the expense of the unorganized sector because demand shifted from the latter to the former. It suited the policymakers to continue using the faulty data since that presented a rosy picture of the economy. This also lulled them into believing that they did not need to do anything special to check the decline of the unorganized sector.

    Policy Paradigm Shift in 1947

    Growing unemployment, weak socio-economic conditions, etc., are not sudden developments. Their root lies in the policy paradigm adopted since independence.
    In 1947, the leadership, influenced by the national movement understood that people were not to blame for their problems of poverty, illiteracy and ill-health and could not resolve them on their own. So, it was accepted that in independent India these issues would be dealt with collectively. Therefore, the government was given the responsibility of tackling these issues and given a key role in the economy.

    Simultaneously, the leadership, largely belonging to the country’s elite, was enamoured of Western modernity and wanted to copy it to make India an ’advanced country’. The two paths of Western development then available were the free market and Soviet-style central planning. India adopted a mix of the two with the leading role given to the public sector. This path was chosen also for strategic reasons and access to technology which the West was reluctant to supply. But, this choice also led to a dilemma for the Indian elite. It had to ally with the Soviet Union for reasons of defence and access to technology but wanted to be like Western Europe.

    Both the chosen paths were based on a top-down approach. The assumption was that there would be a trickle down to those at the bottom. People accepted this proposition believing in the wider good of all. Resources were mobilized and investments were made in the creation of big dams and factories (called temples of modern India) that generated few jobs. They not only displaced many people trickle down was minimal. For instance, education spread but mostly benefitted the well-off.

    The Indian economy diversified and grew rapidly. An economy that for 50 years had been growing at about 0.75% grew at about 4% in the 1950s. But, the decline in the death rate led to a spurt in the rate of population growth. So, the per capita income did not show commensurate growth, and poverty persisted. Problems got magnified due to the shortage of food following the drought of 1965-67 and the Wars in 1962 and 1965. The Naxalite movement started in 1967, there was BOP crisis and high inflation in 1972-74 due to the growing energy dependence and the Yom Kippur war. Soon thereafter there was political instability and the imposition of an Emergency in 1975. The country went from crisis to crisis.

    Planning failed due to crony capitalism. The prevailing political economy enabled the business community to systematically undermine policies for their narrow ends by fueling the growth of the black economy.

    The failure of trickle-down and the cornering of the gains of development by a narrow section of people led to growing inequality and people losing faith in the development process. Different sections of the population realized that they needed a share in power to deliver to their group. Every division in society — caste, region, community, etc. — was exploited. The leadership became short-termist and indulged in competitive populism by promising immediate gains.

    The consensus on policies that existed at independence dissipated quickly. Election time promises to get votes were not fulfilled. For instance, PM Morarji Desai said that promises in the Janata Dal manifesto in 1977 were the party’s programme and not the government’s. Such undermining of accountability of the political process has undermined democracy and trust and aggravated alienation.

    Black Economy and Policy Failure

    The black economy has grown rapidly since the 1950s with political, social and economic ramifications. Even though it is at the root of the major problems confronting the country, most analysts ignore it.

    So, the black economy controls politics and to retain power it undermines accountability and weakens democracy.

    It undermines elections and strengthens the hold of vested interests on political parties. The compromised leadership of political parties is open to blackmail both by foreign interests and those in power. When in power it is willing to do the bidding of the vested interests. So, the black economy controls politics and to retain power it undermines accountability and weakens democracy.

    The black economy controls politics and corrupts it to perpetuate itself. The honest and the idealist soon are corrupted as happened with the leadership that emerged from the anti-corruption JP movement in the mid-1970s. Many of them who gained power in the 1990s was accused of corruption and even prosecuted. Proposals for state funding of elections will only provide additional funds but not help clean up politics.

    The black economy can be characterized as ’digging holes and filling them’. It results in two incomes but zero output. There is activity without productivity with investment going to waste. Consequently, the economy grows less than its potential. It has been shown that the economy has been losing 5% growth since the mid-1970s. So, if the black economy had not existed, today the economy could have been 8 times larger and each person would have been that much better off. Thus, development is set back. In 1988, PM Rajiv Gandhi lamented that out of every rupee sent only 15 paisa reaches the ground. P Chidambaram as FM said, `expenditures don’t lead to outcomes’.

    The black economy leads to the twin problem of development. First, black incomes being outside the tax net reduce resource availability to the government. If the black incomes currently estimated at above 60% of GDP could be brought into the tax net, the tax/GDP ratio could rise by 24%. This ratio is around 17% now and is one of the lowest in the world. Further, as direct tax collections rise, the regressive indirect taxes could be reduced, lowering inflation.

    India’s fiscal crisis would also get resolved. The current public sector deficit of about 14% would become a surplus of 10%. This would eliminate borrowings and reduce the massive interest payments (the largest single item in the revenue budget). It would enable an increase in allocations to public education and health to international levels and to infrastructure and employment generation.

    In brief, curbing the black economy would take care of India’s various developmental problems, whether it be lack of trickle-down, poverty, inequality, policy failure, employment generation, inflation and so on. It causes delays in decision-making and a breakdown of trust in society.

    Due to various misconceptions about the black economy, many of the steps taken to curb it have been counterproductive, like demonetization. Dozens of committees and commissions have analysed the issues and suggested hundreds of steps to tackle the problem. Many of them have been implemented, like reduction in tax rates and elimination of most controls but the size of the black economy has grown because of a lack of political will.

    Policy Paradigm Shift in 1991

    Failure of policies led to crisis after crisis in the period leading up to 1990. The blame was put on the policies themselves and not the crony capitalism and black economy that led to their failure. The policies prior to 1990 have been often labelled as socialist. Actually, the mixed economy model was designed to promote capitalism. At best the policies may be labelled as state capitalist and they succeeded in their goal. Private capital accumulated rapidly pre-1990. The Iraq crisis of 1989-90 led to India’s BOP crisis and became the trigger for a paradigm change in policies in favour of capital. The earlier more humane and less unequal path of development was discarded.

    In 1991, a new policy paradigm was ushered in. Namely, ’individuals are responsible for their problems and not the collective’. Under this regime, the government’s role in the economy was scaled back and individuals were expected to go to the market for resolving their problems. This may be characterized as ’marketization’. This brought about a philosophical shift in the thinking of individuals and society.

    Marketization has led to the ’marginalization of the marginals’, greater inequality and a rise in unemployment. These policies have promoted ’growth at any cost’ with the cost falling on the marginalized sections and the environment, both of which make poverty more entrenched. So, the pre-existing problems of Indian society have got aggravated in a changed form.

    Poverty is defined in terms of the ’social minimum necessary consumption’ which changes with space and time. Marketization has changed the minimum due to the promotion of consumerism and environmental decay imposing heavy health costs.
    The highly iniquitous NEP is leading to an unstable development environment. The base of growth has been getting narrower leading to periodic crises. Additionally, policy-induced challenges like demonetization, GST, pandemic and now the war in Ukraine have aggravated the situation. These social and political challenges can only grow over time as divisions in society become sharper.

    Weakness in Knowledge Generation

    Why does the obvious not happen in India? No one disagrees that poverty, illiteracy and ill health need to be eliminated. In addition to the problems due to the black economy and top-down approach, India has lagged behind in generating socially relevant knowledge to tackle its problems and make society dynamic.

    Technology has rapidly changed since the end of the Second World War. It is a moving frontier since newer technologies emerge leading to constant change and the inability of the citizens to cope with it. The advanced technology of the 1950s is intermediate or low technology today.

    Literacy needs to be redefined as the ability to absorb the current technology so as to get a decent job. Many routine jobs are likely to disappear soon, like, driver’s jobs as autonomous (self-driving) vehicles appear on the scene. Most banking is already possible through net banking and machines, like, ATMs. Banks themselves are under threat from digital currency.

    So, education is no more about the joy of learning and expanding one’s horizon. No wonder, the scientific temper is missing among a large number of the citizens.

    India’s weakness in knowledge generation is linked to the low priority given to education and R&D. Learning is based substantially on `rote learning’ which does not enable absorption of knowledge and its further development. So, education is no more about the joy of learning and expanding one’s horizon. No wonder, the scientific temper is missing among a large number of the citizens. Dogmas, misconceptions and irrationalities rule the minds of many and they are easily misled. This is politically, socially and economically a recipe for persisting backwardness.

    In spite of policy initiatives regarding education, like, the national education policy in 1968 and 1986, there is deterioration. This is because the milieu of education is all wrong. Policy is in the hands of bureaucrats, politicians or academics with bureaucratized mindsets. So, policies are mechanically framed. Like the idea that ’standards can be achieved via standardization’.

    Learning requires democratization. So, institutions need to be freed from the present feudal and bureaucratic control. Presently, institutions treat dissent as a malaise to be eliminated rather than celebrated. Courses are sought to be copied from foreign universities. JNU is told to be like Harvard or Cambridge. This is a contradiction in terms; originality cannot be copied. Courses copied from abroad tend to be based on the societal conditions there and not Indian conditions. Gandhi had said that the Indian education system is alienating and for many it still is.

    The best minds mostly go abroad and even if they return, they bring with them an alien framework not suited to India. So, as a society, we need to value ideas, prioritize education and R&D and generate socially relevant knowledge.

    Learning is given low priority because ideas are sought to be borrowed from abroad. So, the rulers have little value for institutions that could generate new ideas and inadequate funds are allotted to them. The best minds mostly go abroad and even if they return, they bring with them an alien framework not suited to India. So, as a society, we need to value ideas, prioritize education and R&D and generate socially relevant knowledge.

    Conclusion

    The growth at any cost strategy has been at the expense of the workers and the environment. This has narrowed the base of growth and led to instability in society — politically, socially and economically.

    India is a diverse society and the Indian economy is more complex than any other in the world. This has posed serious challenges to development in the last 75 years but undeniably things are not what they were. The big mistake has been to choose trickle-down policies that have not delivered to a vast number of people who live in uncivilized conditions. Poverty has changed its form and the elite imply that the poor should be grateful for what they have got. They should not focus on growing inequality, especially after 1991, when globalization entered the marketization phase which marginalizes the marginals.

    The growth at any cost strategy has been at the expense of the workers and the environment. This has narrowed the base of growth and led to instability in society — politically, socially and economically. The situation has been aggravated by the recent policy mistakes — demonetization, flawed GST and sudden lockdown. The current war in Ukraine is likely to lead to a new global order which will add to the challenges. The answer to ’why does the obvious not happen’ in India is not just economic but societal. Unless that challenge is met, portents are not bright for India at 75.
