    IAF’s Force Structure: Strategy for Overcoming the Crisis

    Aligned with its national security interests, India’s strong geostrategic role-play, amidst the changing world order as a rising military power, aerospace power in particular must be rooted in the Indian industry.

    The ongoing conflict in Ukraine has many cautions for India. War at anytime and anywhere is a human catastrophe and therefore, all efforts to prevent or stop war should not be spared. While the American-led side wants India to take a stand in favour of their position, the Russian side is appreciative of India’s neutral stand. Recent visits by leaders from the USA, UK, EU, and Japan have emphasised the need for India to condemn Russia’s actions in Ukraine.

    What is of concern, however, is the fact that the USA and others stressing their view that India’s excessive dependence on Russia for its military equipment is the reason for its refusal to support their sanctions on Russia. Various officials from the US State Department and the DOD have openly advocated their objective of weaning India’s defence imports from Russia. There lies the real issue.

    India’s defence market is too huge and attractive for Western defence industries, and hence, it is the focus of strategic dialogues of many of these countries with India.

India has diversified its military procurements in the last three decades to ensure it does not become vulnerable to a single source supply. As a result, India’s defence supplies from Russia, which was as high as 70-75% in the early 2000s came down to a current level of 50-55%. The US has been the biggest gainer in this diversification, garnering nearly $ 22 billion in sales to India in the last 15 years to emerge as its number 1 supplier. The Ukraine conflict and the resultant sanctions are being used by the USA to pressurise India to reduce its imports from Russia. The real objective is to ensure the US and its European allies replace Russia as India’s major if not exclusive supplier of defence equipment. The threat of CAATSA on India’s S-400 air defence missile deal with Russia is a prime example. The crux of the India-USA strategic partnership is really about capturing India’s defence market for the Military-Industrial Complex of the USA.

    Physical Literacy | It’s Time We Stopped Seeing Sports and Education as Strange Bedfellows

    No concerted effort has been made at any level to treat sports and education as essentially concurrent activities that have to be given equal importance in a significant way

    The Supreme Court bench comprising Justices L Nageswara Rao and BR Gavai gave directions to the Union and state governments on April 25 seeking their views (but refrained from passing a judgment) as regards a suggestion that sports be recognised as a fundamental right, and the various educational entities/institutions (including CBSE, ICSE, and the various state boards) in India be directed that at least 90 minutes daily be devoted to “free play and games” (physical literacy) during school hours.

    This direction came about as a result of a report submitted by senior advocate Gopal Sankarnarayanan in a Public Interest Litigation (PIL). The PIL was filed by Kanishka Pandey, a sports researcher, in the wake of which the court had appointed Sankarnarayanan as an amicus curiae in August 2018.

    Introduction:

    Once again after the current sweltering warm weather, the monsoon is eagerly awaited; not only to get a respite from the heat but also to get water so essential for the crops. The good news is that as per the IMD prediction, this year the monsoon is going to be normal. However, the question is whether we are ready to make use of nature’s bounty for us? It may be noted that the total quality of water available in the world is 1600 million cubic km and 97.5% of it is saline. Of the balance, 2.5% of the fresh water, most of it lies deep and frozen in Antarctica and Greenland. Only 0.26% is available in rivers, lakes and in the soil and shallow aquifer.

    According to NITI Aayog surface water availability in India is 257 BCM of water per year which is likely to go up to 385 BCM in near future. India also has 432 BCM rechargeable ground water. India uses 634 BCM of water per year to grow food, generate energy and satisfy the needs of industry. Thus, theoretically, the availability should meet the requirements but the situation on the ground has many problems and availability gets impacted by other environmental and man-made factors.     Getting a passport and driver’s license has indeed been simplified for the net savvy but it is not so simple for those who are not net and computer savvy.

    Automation and electronic processing via the net are becoming ubiquitous. E-banking and E-commerce have gained wide acceptance in society, especially during the last two years when mobility was restricted due to the pandemic and periodic lockdowns. Many, especially the young, are trading in shares and investing through the net. Crypto trading is entirely on the net – even youngsters who are not so well-off are into it. Identification via Aadhar is via the net. The income tax return is being filed electronically. The government is promoting digitization in a big way. Businesses in India are following through and moving towards automation and digitization. But is society ready for it?

    Getting a passport, a driving license, paying a fine for a traffic violation, etc. are now possible via the net. Some feel that this has reduced corruption. Theoretically, this should displace the middle man who is often a conduit for the bribe to be paid to the officialdom during public dealing. All this sounds great but has it simplified the life of the average citizen? Many educated Indians are still afraid of automation since they are unable to cope with it. It is an unknown and they fear making a mistake.

    Russia’s invasion of Ukraine has been condemned by the majority of countries in the United Nations. NATO has not intervened militarily since that runs the danger of a wider conflagration with the possible use of nuclear weapons. So, instead, the NATO powers have supplied Ukrainian forces with weapons and imposed severe sanctions on Russia. Evermore sanctions are announced every week.

    It was said that this would degrade Russia’s capacity to wage war by freezing its assets held in Western banks. Also, its earnings through trade would decline and impoverish it. It was also argued that the Russians would be hurt through multiple channels – higher inflation, the inability of its citizens to get dollars, a collapse in prices of financial assets, like, shares and so on.

    Thus, while Russia is attacking militarily, the West is hitting back through economic means. Further, there is also a cyber and media component to the war. It is perhaps the first war on multiple fronts. Will the Russians be hurt enough to stop the war? Can one draw lessons from the sanctions against Iran?

    As the 2022 edition of the ‘DefExpo’ gets underway in a few days, it is important to recognise the fact India’s ‘Defence and Aerospace’ sector is growing significantly, aided by the Government’s policy initiatives such as ‘Make in India’ that have created opportunities for many joint ventures with international companies. Platforms like the ‘DefExpo’ and ‘Aero India’ are providing the necessary boost and visibility to Indian manufacturing.

    Recent announcements on the agreement with the Philippines to export ‘BRAHMOS’ missile is a significant achievement. Similarly, last week’s news that DRDO and SAFRAN will jointly develop the 125 KN engine for the AMCA is major news that could be transformational if the collaboration is well crafted keeping Indian interests in perspective. However, one must keep in mind that much work needs to be done beyond the optics of a defence exhibition. Translating the MoUs into real JVs is a big challenge. Unless the Indian defence industry breaks into the export market in a big way by becoming part of the global supply, the challenges to the Indian industry will continue to be significant.

    BJP and AAP are the two winners in the just concluded crucial Assembly elections. The scale of victory of these two parties surprised most analysts. In UP after three decades, a ruling party won, overcoming severe anti-incumbency. There are accusations of the rigging of the EVMs but this can’t be proved when VVPAT slips are not being fully counted. Even if they were to be counted, fraud could have been committed in other ways and this could become an endless exercise. AAP, a new kid on the block, won on the promise of change from the terribly corrupt politics of the moribund established parties.

    So, the ruling BJP won because it said that it had brought about a change in the lives of the common people while AAP won on the promise of bringing about change in their lives. What is this change that was so attractive to the people?

    BJP faced anti-incumbency due to high inflation, youth unemployment, farmers’ discontent, COVID mismanagement, etc. But its cadres went door to door to point to the Rs. 6000 is given to farmers, free grains, etc. to households, money for toilets and houses, etc. The beneficiaries from these schemes are called `Labhartis’ by the pundits. The opposition also promised various things if they came to power but obviously, a bird in hand is better than two in the bush. Also, the credibility of the opposition parties in UP is low since they delivered little when they were in power earlier. Finally, public memory is short. Many of the schemes that are listed as achievements by the present government were initiated by the earlier regimes.

    10 Bangladeshis Evacuated By India From Ukraine: PM Hasina Dials To Thank PM Modi

    Bangladesh Prime Minister Sheikh Hasina has expressed her gratitude to Prime Minister Narendra Modi for rescuing nine stranded Bangladeshi students from Sumy, the north-eastern city of besieged Ukraine and other areas.

    At least two more Bangladeshi nationals are still stuck in Mariupol, shared Ambassador Sultana Laila Hossain, Bangladesh’s envoy to Poland and Ukraine in an exclusive interaction with The New Indian. Ambassador Hossain also thanked India for saving 10 Bangladeshi lives.

    Nine Bangladeshis have been evacuated by India under its pilot evacuation drive Operation Ganga on March 9, and one Bangladeshi was airlifted on March 4. The nine evacuees are on the way to the domicile via transit route in Poland.

    Sanctions on Russia: How will they play out?

    The rich nations supporting Ukraine in its war with Russia have imposed sanctions on the latter. They cannot intervene militarily directly since that would lead to a much wider conflagration and a possible catastrophic Third World War, as the Russian Foreign Minister has warned. The North Atlantic Treaty Organization realizes that and has not sent its troops to Ukraine, in spite of pleadings by the Ukrainian government. Instead, it is providing arms and other support to Ukraine to resist the invasion. The situation remains dangerous and tricky.

    Sanctions are supposed to punish the Russians for their aggression. It won’t halt the war but will it hurt the Russians enough that they will regret the invasion and not embark on future adventures? If the war drags on the costs could mount. This could lead to pressures for a regime change in Moscow and that may lead to a ratcheting up of the war. If sanctions are successful, will it be a lesson to China? Severe sanctions against Iran (0.3 per cent of the World’s Gross Domestic Product [GDP]) did not bring it to its knees. Given that the Russian economy is bigger (1.7 per cent of the World’s GDP) and much more advanced technologically, its economy may be much less impacted.
