    Why Nations succeed or fail: a Nobel cause

    Daron Acemoglu, Simon Johnson and James A Robinson have been awarded the Nobel (really the Riksbank prize) in economics “for studies of how institutions are formed and affect prosperity.” Daron Acemoglu is a professor at the Massachusetts Institute of Technology. Simon Johnson is a professor at the same university. And James Robinson is a professor at the University of Chicago.

    Here is what the Nobel judges say was the reason for winning:

    Today, the richest 20 percent of countries are around 30 times wealthier than the poorest 20 percent of countries. The income gaps across countries have been highly persistent over the past 75 years.39 The available data also show that between-country disparities in income have grown over the past 200 years. Why are the income differences across countries so large and so persistent?

    This year’s Laureates have pioneered a new approach to providing credible, quantitative answers to this crucial question for humanity. By empirically examining the impact and persistence of colonial strategies on subsequent economic development, they have identified historical roots for the extractive institutional environments that characterize many low-income countries. Their emphasis on using natural experiments and historical data has initiated a new research tradition that continues to help uncover the historical drivers of prosperity, or lack thereof.

    Their research centers on the idea that political institutions fundamentally shape the wealth of nations. But what shapes these institutions? By integrating existing political science theories on democratic reform into a game-theoretic framework, Acemoglu and Robinson developed a dynamic model in which the ruling elite make strategic decisions about political institutions—particularly whether to extend the electoral franchise—in response to periodic threats. This framework is now standard for analyzing political institutional reform and has significantly impacted the research literature. And evidence is mounting in support of one of the model’s core implications: more inclusive governments promote economic development.

    Over the years (or is it decades?) I have posted on the work of various Nobel winners in economics.

    What I have found is that, whatever the quality of the winner’s work, he or she (occasionally) usually got the prize for their worst piece of research, namely work that confirmed the mainstream view of the economic world, while not actually taking us further into understanding its contradictions.

    This conclusion I think applies to the latest winners. The work for which they received the $1m prize is for research that purports to show that those countries that achieve prosperity and end poverty are those that adopt ‘democracy’ (and by that is meant Western-style liberal democracy where people can speak out (mostly), can vote for officials every so often and expect the law to protect their lives and property (hopefully). Societies that are controlled by elites without any democratic accountability are ‘extractive’ of resources, do not respect property and value and so over time do not prosper. In a series of papers applying some empirical analysis (ie correlating democracy (as defined) with levels of prosperity), the Nobel winners claim to show this.

    Indeed, the Nobel winners argue that colonisation of the Global South in the 18th and 19thcenturies could be ‘inclusive’ and so turn the likes of North America into prosperous nations (forgetting the indigenous population) or ‘extractive’ and so keep countries in dire poverty (Africa). It all depends. Such is the theory.

    This sort of economics is what is called institutional, namely that it is not so much the blind forces of the market and capital accumulation that drives growth (and inequalities), but the decisions and structures set up by humans. Supporting this model, the winners assert that revolutions precede economic changes and not that economic changes (or the lack thereof before a new economic environment) precede revolutions.

    Two points follow from this. First, if growth and prosperity go hand in hand with ‘democracy’ and the likes of the Soviet Union, China, and Vietnam are considered to have elites that are ‘extractive’ or undemocratic, how do our Nobellists explain their undoubted economic performance? Apparently, it is explained by the fact they started out poor and had a lot of ‘catching up’ to do, but soon their extractive character will catch up with them and China’s hyper-growth will run out of steam. Perhaps now?

    Second, is it correct to say that revolutions or political reforms are necessary to set things on the path to prosperity? Well, there may be some truth in that: would Russia in the early 20thcentury be where it is today without the 1917 revolution or China be where it is in 2024 without the revolution of 1949? But our Nobellists do not present us with those examples: theirs are getting the vote in Britain in the 19th century or independence for the American colonies in the 1770s.

    But surely, the state of the economy, the way it functions, the investment and productivity of the workforce also have an effect? The emergence of capitalism and the industrial revolution in Britain preceded the move to universal suffrage. The English Civil War of the 1640s laid the political basis for the hegemony of the capitalist class in Britain, but it was the expansion of trade (including in slaves) and colonisation in the following century that took the economy forward.

    The irony of this award is that the best work of Acemoglu and Johnson has come much more recently than in the past works that the Nobel judges have focused on. Only last year, the authors published Power and Progress , where they pose the contradiction in modern economies between technology driving up the productivity of labour but also with the likelihood of increased inequality and poverty. Of course, their policy solutions do not touch on the question of a change in property relations, except to call for a greater balance between capital and labour.

    What you can say in favour of this year’s winners is that at least their research is about trying to understand the world and its development, instead of some arcane theorem of equilibrium in markets that many past winners have been honoured for. It’s just that their theory of ‘catching up’ is vague (or ‘contingent’ as they put it) and unconvincing.

    I think we have a much better and more convincing explanation of the processes of catching up (or not) from the recent book by Brazilian Marxist economists Adalmir Antonio Marquetti, Alessandro Miebach and Henrique Morrone who have produced an important and insightful book on global capitalist development, with an innovative new way of measuring the progress for the majority of humanity in the so-called Global South in ‘catching up’ on living standards with the ‘Global North’. This book deals with all the things that the Nobel winners ignore: productivity, capital accumulation, unequal exchange, exploitation—as well as the key institutional factor of who controls the surplus.

    Neoliberalism is the dominant form of capitalism that began in the 1980s as a way to promote global trade and grow all economies. That was a false promise, whereas in essence it supported individuals amassing massive wealth in the name of market forces, at the expense of common man by ensuring states minimise their role and eliminate welfare economics. It ensured least-developed and developing economies remained resource providers to developed economies, exemplifying extraction and exploitation. Neoliberalism is a top down economic policy that does not benefit those who are impoverished. The inequality we see on a global scale is mind-numbing. In 2006, the world’s richest 497 people were worth 3.5 trillion US dollars representing 7% of the world’s GDP. That same year, the world’s lowest income countries that housed 2.4 billion people were worth just 1.4 trillion US dollars, which only represents 3.3% of the world’s GDP. The situation today is far worse as Andreas Herberg-Rothe explains in his critical analysis below. The world is in urgent need of freeing itself from the clutches of neoliberal capitalism.

    Following on from the initial question about Hannah Arendt’s thesis that equality must be confined to the political sphere, we must ask how democracy and human rights can be preserved in the face of social inequality on an extraordinary scale. By the end of this century, 1% of the world’s population will own as much as the “rest” of the other 99%. And already today, only 6 people own more property than 3.6 billion. Let us take a closer look at some of the ideas of the currently dominant neo-liberalism, which sheds some light on the acceptance of these current obscene inequalities. For this ideology, social inequality is a means to greater wealth. However, since it sets no limits on social inequality, it can be used to legitimize even obscene inequalities. We argue that neoliberalism as an ideology is the result of the spread of a specific approach to economic thought that has its roots in the first half of the twentieth century, when Walter Lippmann’s seminal book “An Inquiry into the Principles of the Good Society” (1937), followed by Friedrich August von Hayek’s “The Road to Serfdom” (1944), gave rise to neoliberalism. During the Cold War period, neoliberals gained more and more ground in establishing a global system. With the support of Milton Friedman and his “Chicago Boys,” the first attempt to establish a pure neoliberal economic system took place in Chile under the military dictatorship of General Pinochet in the 1970s. In the last decade of the Cold War, neoliberal architects such as Margaret Thatcher and Ronald Reagan began to impose the new economic model. Since the end of the Cold War, the final development was that neoliberalism became THE hegemonic economic system, as capitalism was de jure allowed to spread unhindered worldwide, and neoliberalism continued on its way to becoming the dominant belief system.

    The critical message in this sense is the following: This process is not limited to an economic dimension – neoliberalism contains a general tendency towards an extensive economisation of society. Thus, inequality transcends the economy and becomes the dominant trend in society, as in racism, radical extremism, and hate ideologies in general: Us against the rest, whoever the rest may be.

    When we talk about global inequality in the era of neoliberalism, we are referring to two other major developments: To this day, inequality between the global North and South persists. While the total amount of poverty has decreased, as seen in the World Bank’s report (2016), there is still a considerable gap between those countries that benefit from the global economy and those that serve as cheap production or commodity areas. The second development takes place in countries that are more exposed to the neoliberal project. In this sense, societies are turning into fragmented communities where the “losers of neoliberalism” are threatened by long-term unemployment, a life of poverty, social and economic degeneration.

    After three decades of intense global neo-liberalism, the result has been a significant increase in social inequalities, polarization and fragmentation of societies (if not the entire world society), not to mention a global financial crisis in 2008 caused by escalating casino capitalism and the policies of a powerful global financial elite.

    We are witnessing a global and drastic discontent of peoples, fears and anger, feelings of marginalization, helplessness, insecurity and injustice. After three decades of intense global neo-liberalism, the result has been a significant increase in social inequalities, polarization and fragmentation of societies (if not the entire world society), not to mention a global financial crisis in 2008 caused by escalating casino capitalism and the policies of a powerful global financial elite. We witness a global and drastic dissatisfaction of the peoples, fears, and anger, the feelings of marginalization, helplessness, insecurity, and injustice. After three decades of intense worldwide Neo-Liberalism, the result significantly intensified social inequalities, polarization, and fragmentation of societies (if not the entire world society), not to mention a global financial crisis in 2008 caused by escalating casino capitalism and the policy of a powerful global finance elite.

    The central critique is that neoliberalism includes social inequality as part of its basic theory. Such capitalism emphasizes the strongest/fittest (parts of society) and uses inequality as a means to achieve more wealth.

    Remarkably and frighteningly, the situation outlined does not provoke the oppressed, marginalised, and disadvantaged populations to turn against their oppressors and their exploitation. These people tend to sympathize with ideological alternatives, either with more triumphant (right-wing) populist movements and parties or are attracted by radical/fundamentalist religious groups such as the Islamic State. The result is an increase in polarization and violence, and even more protracted wars and religious-ideological disputes. Europe is not exempt from the trend toward obscene social inequality. We also find a polarization between rich and poor, between those who have good starting conditions and those who have little chance of prosperity, between those who are included and those who feel excluded. The fact that Europe has so far largely avoided populist parties gaining administrative power (although we have already witnessed this process in France, Hungary and Poland) may be due to the remnants of the welfare state. In this respect, at least a minimum of financial security remains and limits the neoliberal trend. In the United States, on the other hand, a flawless populist could reach the highest office. The people, stuck in their misery, fear and insecurity, voted for a supposed alternative to the neoliberal establishment, but above all against other social outcasts whom they blamed for their misery. This brings us to the central critique of neoliberalism, a system that has caused fundamental social oddities, the impact of which as an ideology has been highlighted above. The central critique is that neo-liberalism includes social inequality as part of its basic theory. Such capitalism emphasizes the strongest/fittest (parts of society) and uses inequality as a means to achieve more wealth.

    In an interview with the German magazine Wirtschaftswoche, Hayek spoke bluntly about the neoliberal value system: He emphasizes that social inequality, in his view, is not at all unfortunate, but rather pleasant. He describes inequality as something simply necessary (Hayek, 1981). In addition, he defines the foundations of neo-liberalism as the “dethronement of politics” (1981). First, he points out the importance of protecting freedom at all costs (against state control and the political pressure that comes with it). The neoliberals see even a serious increase in inequality as a fundamental prerequisite for more economic growth and the progress of their project. One of the most renowned critics of neoliberalism in Germany, Christoph Butterwegge (2007), sees in this logic a perfidious reversal of the original intentions of Smith’s (reproduced in 2013) inquiry into the wealth of nations in the current precarious global situation. The real capitalism of our time – neoliberalism – sees inequality as a necessity for the functioning of the system. It emphasizes this statement: The more inequality, the better the system works. The hardworking, successful, and productive parts of society (or rather the economy) deserve their wealth, status, and visible advantage over the rest (the part of society that is seen as less strong or less ambitious). The deliberate production of inequality sets in motion a fatal cycle that leads to the current tense global situation and contributes to several intra-societal conflicts.

    The market alone is the regulating mechanism of development and decision-making processes within a society dominated by neo-liberalism, and as such is not politics at all. This brings us closer to the relationship between neoliberalism and democracy. The understanding of democracy in neoliberal theory is, so to speak, different. Principles such as equality or self-determination, which are prominent in the classical understanding of democracy, are rejected. Neo-liberalism strives for a capitalist system without any limits set by the welfare state and even the state as such, in order to shape, enforce and legitimize a society dominated only by the market economy. Meanwhile there are precarious tendencies recognizable, where others than the politically legitimized decision-makers dictate the actual political and social direction (e.g. the extraordinarily strong automobile lobby with VW, BMW and Mercedes in Germany or big global players in the financial sector like the investment company BlackRock). Neoliberalism only seemingly embraces democracy. The elementary democratic goals (protection of fundamental and civil rights and respect for human rights) can no longer be fully realized. Democracy cannot defend itself against neo-liberalism if political decision-makers do not resolutely oppose the neo-liberal zeal for expansion into all areas of society. The dramatic increase in inequality coincides with the failure of the state as an authority of social compensation and adjustment, as neoliberalism eliminates the state as an institution that mediates conflicts in society. To put it in a nutshell: Whereas in classical economic liberalism the state’s role is to protect and guarantee the functioning of the market economy, in neoliberalism the state must submit to the market system.

    Our discussion of neoliberalism here is not about this conceptualization and its history, which would require a separate article. Nevertheless, we want to emphasize that in neo-liberalism, social inequality is a means to achieve more wealth for the few. Therefore, we argue that there must be a flexible but specific limit to social inequality in order to achieve this goal, while excessive inequality is counterproductive.

    As noted above, moderate levels of inequality are not necessarily wrong per se. In a modern understanding, it also contributes to a just society in which merit, better qualifications, greater responsibility, etc. are rewarded. The principle of allowing differences, as used in the theory of the social market economy, is a remarkably positive one when such differentiation leads to the well-being of the majority of people in need. However, neo-liberalism adopts a differentiation that intensifies inequality to a very critical dimension. The current level of social inequality attacks our system of values, endangers essential democracy, and destroys the social fabric of societies. Even if we consider a “healthy” level of inequality to be a valuable instrument for a functioning market society, what has become the neoliberal reality has nothing to do with such an ideal. Neoliberalism implies an antisocial state of a system in which inequality is embedded in society as its driving mechanism. Consequently, we witness a division between rich and poor in times of feudalism. A certain degree of social equalization through the welfare state and a minimum of social security is no longer guaranteed. The typical prerequisites today are flexibility, performance, competitiveness, etc. – In general, we see the total domination of individualism within neo-liberalism, leading to the disintegration of society. In one part of the world, mainly in the Global South, we observe the decline of entire population groups. In contrast, in other parts of the world we see fragmented societies in hybrid globalization and increasing tendencies towards radical (religious) ideologies, violence and war.

    It must be acknowledged that neoliberalism was one of the causes of the rise of the newly industrialized nations, but the overemphasis on individual property also contributes to obscene inequality and thus to the decline of civilized norms.

    The Polish-British sociologist Zygmunt Bauman summed up this problem by comparing it to the slogan of the French Revolution: “Liberté, Egalité, Fraternité”. According to the proponents of the time, each element could only be realized if all three remained firmly together and became like a body with different organs. The logic was as follows: “Liberté could produce Fraternité only in company with Egalité; cut off this medium/mediating postulate from the triad – and Liberté will most likely lead to inequality, and in fact to division and mutual enmity and strife, instead of unity and solidarity. Only the triad in its entirety is capable of ensuring a peaceful and prosperous society, well integrated and imbued with the spirit of cooperation. Equality is therefore necessary as a mediating element of this triad in Bauman’s approach. What he embraces is nothing less than a floating balance between freedom and equality. It must be acknowledged that neoliberalism was one of the causes of the rise of the newly industrialized nations, but the overemphasis on individual property also contributes to obscene inequality and thus to the decline of civilized norms. When real socialism passed into history in 1989 (and rightly so), the obscene global level of social inequality could be the beginning of the end (Bee Gees) of neo-liberalism, centered on the primacy of individual property, which is destroying the social fabric of societies as well as the prospects for democratic development. Individual property is a human right, but it must be balanced with the needs of communities, otherwise it would destroy them in the end.

    Utilisation of the country’s resources needs to be decided jointly by the Centre and the States. The changed political situation after the general election makes this feasible.

    The results of the general election 2024 have thrown up a surprise. They portend greater democratisation in the country, with the regional parties doing well. These parties will share space on the ruling party benches as well as on the Opposition side in Parliament. This will help strengthen federalism, which is so crucial for a diverse nation such as India. It was badly fraying until recently.
    Centre-State relations became contentious during the general election campaign. The idea of’ 400 par’, ‘one nation, one election’, and the Prime Minister threatening that the corrupt (i.e., Opposition leaders) would soon be in jail were perceived as threats to the Opposition-ruled States.
    The Opposition-ruled States have been complaining about step-motherly treatment by the Centre. Protests have been held in Delhi and the State capitals. The Supreme Court of India has said that ‘a steady stream of States are compelled to approach it against the Centre’. Kerala has complained about the inadequate transfer of resources, Karnataka about drought relief and West Bengal about funds for the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). The attempt seems to be to show the Opposition-ruled States in a bad light.
    The Supreme Court, expressing its helplessness, recently said that Centre-State issues need to be sorted out amicably. When the Bharatiya Janata Party came to power in 2014, it had talked of cooperative federalism. The introduction of the Goods and Services Tax (GST) in 2017 was an example of this when some States that had reservations about it eventually agreed to its rollout. But that was the last of it. With federalism fraying, discord has grown between the Centre and the Opposition-ruled States.
    There is huge diversity among the States—Assam is unlike Gujarat, and Himachal Pradesh is very different from Tamil Nadu. A common approach is not conducive to the progress of such diverse States. They need greater autonomy to address their issues in their own unique ways. This is both democracy and federalism. So, a dominant Centre forcing its will on the States, leading to the deterioration in Centre-State relations, does not augur well for India.

    Financing and conflict is one issue
    States face three broad kinds of issues. Some of them can be dealt with by each State without impacting other States, such as education, health, and social services. But infrastructure and water sharing require States to come to an agreement. Issues such as currency and defence require a common approach. The last two kinds of issues require a higher authority, in the form of the Centre, to bring about coordination and optimality.
    Expenditures have to be financed to achieve goals, and that results in conflict. Revenue has to be raised through taxes, non-tax sources and borrowings. The Centre has been given a predominant role in raising resources due to its efficiency in collecting taxes centrally. Among the major taxes, personal income tax (PIT), corporation tax, customs duty and excise duty are collected by the Centre. GST is collected by both the Centre and the States and shared. So, the Centre controls most of the resources, and they have to be devolved to the States to enable them to fulfil their responsibilities.

    The Centre sets up the Commission and has mostly set its terms of reference. This introduces a bias in favour of the Centre and becomes a source of conflict between the Centre and the States.

Further, there has been an implicit bias in the Commissions that the States are not fiscally responsible. This reflects the Centre’s bias — that the States are not doing what they should and that they make undue demands on the Centre.
    The States also pitch their demands high to try and get a larger share of the revenues. They tend to show lower revenue collection and higher expenditures in the hope that there will be a greater allocation from the Commission. The Commission becomes an arbiter, and the States the supplicants.

    Inter-State tussles, Centre-State relations
    The States cannot have a common position as they are at different stages of development and with vastly different resource positions. The rich States have more resources, while the poor ones need more resources in order to develop faster and also play catch up. So, the Finance Commission is supposed to devolve proportionately more funds to the poorer States. Unfortunately, despite the efforts of the 15 Finance Commissions so far, the gap still remains wide.
    The rich States, which contribute more and get proportionately less, have resented this. What they forget is that the poorer States provide them the market, which enables them to grow faster. The poorer States also lose much of their savings which leak out to the rich States, accelerating their development. It is often said that as Mumbai contributes a bulk of the corporate and income taxes, it should get more. But this is because Mumbai is the financial capital. So, the big corporations are based there and pay their tax in Mumbai. More revenue is contributed in an accounting sense, and not that production is taking place in Mumbai.
    The Centre allocates resources to the States in two ways. First, on account of the Finance Commission award. Second, the Centre is notional, while the States are real. So, all expenditures by the Centre are in some State. The amount spent in each State is also a transfer. This becomes another source of conflict. Expenditures lead to jobs and prosperity in a State. Benefits accrue in proportion to the funds spent. As a result, each State wants more expenditure in its territory. The Centre can play politics in the allocation of schemes and projects. For instance, it is accused of favouring Gujarat and Uttar Pradesh. The Opposition-ruled States have for long complained of step-motherly treatment.
    To get more resources, the States have to fall in line with the Centre’s diktat. This has taken a new form when the call is for a ‘double engine ki sarkar’, i.e. for the same political party to be governing at the Centre and the States. It is an admission that the Opposition-ruled States will be at a disadvantage. This undermines the autonomy of the States and also weakens federalism.

    State autonomy is not to be confused with freedom to do anything. It is circumscribed by the need to function within a national framework for the wider good. It implies a fine balance between the common and the diverse.

    Issues in federalism
    The Sixteenth Finance Commission has begun work. It should try to reverse fraying federalism and strengthen the spirit of India as a ‘Union of States’. This is not only a political task but also an economic one. The Commission could suggest that there is even-handed treatment of all the States by the Centre and also less friction among the rich and poor States when proportionately more resources are transferred to poor States so as to keep rising inequality in check.
    The issue of governance, both at the Centre and in the States, needs to be flagged. It determines investment productivity and the pace of development. Corruption and cronyism lead to resources being wasted and a loss of social welfare.
    To reduce the domination of the Centre over the States, the devolution of resources from the Centre to the States could be raised substantially from its current level of 41%. The Centre’s role could be curtailed. For instance, the Public Distribution System and MGNREG Scheme are joint schemes, but the Centre asserts that it be given credit. It has penalised States that have not done so.

    The Centre is notional and constitutionally created, while States and local bodies are the real entities where economic activity occurs and resources are generated.

    The Centre’s undue assertiveness undermines federalism. Funds with the Centre are public funds collected from the States and spent in the States. The States have agreed to the Centre’s constitutional position, but that does not make them supplicants for their own funds.

    It is time that the utilisation of the country’s resources is jointly decided by the Centre and the States on the basis of being equal partners. This has become more feasible with the changed political situation after the results of the 2024 general election.

    GDP data for China, the U.S., and the other G7 countries for the year 2023 has now been published. This makes possible an accurate assessment of China’s, the U.S., and major economies performance—both in terms of China’s domestic goals and international comparisons. There are two key reasons this is important.

    • First for China’s domestic reasons: to achieve a balanced estimate of China’s socialist economic situation and therefore the tasks it faces.
    • Second, because the U.S. has launched a quite extraordinary propaganda campaign, including numerous straightforward factual falsifications, to attempt to conceal the real international economic facts.

    The factual situation is that China’s economy, as it heads into 2024, has far outgrown all other major comparable economies. This reality is in total contradiction to claims in the U.S. media. This in turn, therefore, demonstrates the extraordinary distortions and falsifications in the U.S. media about this situation. It confirms that, with a few honourable exceptions, Western economic journalism is primarily dominated by, in some cases quite extraordinary, “fake news” rather than any objective analysis. Both for understanding the economic situation, and the degree of distortion in the U.S. media, it is therefore necessary to establish the facts of current international developments

    Starting with China’s strategic domestic criteria, it has set clear goals for its economic development over the next period which will complete its transition from a “developing” to a “high-income” economy by World Bank international standards. In precise numbers, in 2020’s discussion around the 14th Five Year plan, it was concluded that for China by 2035: “It is entirely possible to double the total or per capita income”. Such a result would mean China decisively overcoming the alleged “middle income trap” and, as the 20th Party Congress stated, China reaching the level of a “medium-developed country by 2035”.

    In contrast, a recent series of Western reports, widely used in anti-China propaganda, claim that China’s economy will experience sharp slowdown and will fail to reach its targets.

    Self-evidently which of these outcomes is achieved is of fundamental importance for China’s entire national rejuvenation and construction of socialism—as Xi Jinping stated, China’s: “path takes economic development as the central task, and brings along economic, political, cultural, social, ecological and other forms of progress.” But the outcome also affects the entire global economy—for example, a recent article by the chair of Rockefeller International, published in the Financial Times, made the claim that what was occurring was China’s “economy… losing share to its peers”. The Wall Street journal asserted: “China’s economy limps into 2024” whereas in contrast the U.S. was marked by a “resilient domestic economy.” The British Daily Telegraph proclaimed China has a “stagnant economy”. The Washington Postheadlined that: “Falling inflation, rising growth give U.S. the world’s best recovery” with the article claiming: “in the United States… the surprisingly strong economy is outperforming all of its major trading partners.” This is allegedly because: “Through the end of September, it was more than 7 percent larger than before the pandemic. That was more than twice Japan’s gain and far better than Germany’s anaemic 0.3 percent increase.” Numerous similar claims could be quoted from the U.S. media.

    U.S. use of “fake news”

    Reading U.S. media claims on these issues, and comparing them to the facts. it is impossible to avoid the conclusion that what is involved is deliberate “fake news” for propaganda purposes—as will be seen, the only alternative explanation is that it is disgracefully sloppy journalism that should not appear in supposedly “quality” media. For example, it is simply absurdly untrue, genuinely “fake news”, that the U.S. is “outperforming all of its major trading partners”, or that China has a “stagnant economy”. Anyone who bothers to consult the facts, an elementary requirement for a journalist, can easily find out that such claims are entirely false—as will be shown in detail below.

    To first give an example regarding U.S. domestic reports, before dealing with international aspects, a distortion of U.S. economic growth in 2023 was so widely reported in the U.S. media that it is again hard to avoid the conclusion that this was a deliberate misrepresentation to present an exaggerated view of U.S. economic performance. Factually, the U.S. Bureau of Economic Analysis, the U.S. official statistics agency for economic growth, reported that U.S. GDP in 2023 rose by 2.5%—for comparison China’s GDP increased by 5.2%. But a series of U.S. media outlets, starting with the Wall Street Journal, instead proclaimedthat the “U.S. economy grew 3.1% over the last year”.

    This “fake news” on U.S. growth was created by statistical “cherry picking”. In this case comparing only the last quarter of 2023 with the last quarter of 2022, which was an increase of 3.1%, but not by taking GDP growth in the year as a whole “last year”. But U.S. growth in the earlier part of 2023 was far weaker than in the 4th quarter—year on year growth in the 1stquarter was only 1.7% and in the 2nd quarter only 2.4%. Taking into account this weak growth in the first part of the year, and stronger growth in the second, U.S. growth for the year as a whole was only 2.5%—not 3.1%. As it is perfectly easy to look up the actual annual figure, which was precisely published by the U.S. statistical authorities, it is hard to avoid the conclusion that this was a deliberate distortion in the U.S. media to falsely present a higher U.S. growth rate in 2023 than the reality.

    It may be noted that even if U.S. GDP growth had been 3.1% then China’s was much higher at 5.2%. But the real data makes it transparently clear that China’s economy grew more than twice as fast as the U.S. in 2023—showing at a glance that claims that the U.S. is “outperforming all of its major trading partners”, or that China has a “stagnant economy” were entirely “fake news”.

    Many more examples of U.S. media false claims could be given, but the best way to see the overall situation is to systematically present the overall facts of growth in the major economies.

    What China has to do to achieve its 2035 goals

    Turning first to assessing China’s economic performance, compared to its own strategic goals of doubling GDP and per capita GDP between 2020 and 2035, it should be noted that in 2022 China’s population declined by 0.1% and this fall is expected to continue—the UN projects China’s population will decline by an average 0.1% a year between 2020 and 2035. Therefore, in economic growth terms, the goal of doubling GDP growth to 2035 is slightly more challenging than the per capita target and will be concentrated on here—if China’stotal GDP goal is achieved then the per capita GDP one will necessarily be exceeded.

    To make an international comparison of China’s growth projections compared with the U.S., the U.S. Congressional Budget Office (CBO), responsible for the official growth projections for the U.S. economy on which its government’s policies rely, estimates there will be 1.8% annual average U.S. GDP growth between 2023 and 2023—with this falling to 1.6% from 2034 onwards. This figure is slightly below the current U.S. 12-year long term annual average GDP growth of 2.3%—12 being the number of years from 2023 to 2035. To avoid any suggestion of bias against the U.S., and in favour of China, in international comparisons here the higher U.S. number of 2.3% will be used.

    The results of such figures are that if China hits its growth target for 2035, and the U.S. continues to grow at 2.3%, then between 2020 and 2035 China’s economy will grow by 100% and the U.S. by 41%—see Figure 1. Therefore, from 2020 to 2035, China’s economy would grow slightly more than two and a half times as fast as the U.S.

    The strategic consequences of China’s economic growth rate

    The international implications of any such growth outcomes were succinctly summarised by Martin Wolf, chief economics commentator of the Financial Times. If China’s economy continues to grow substantially faster than Western ones, and it achieves the status of a “medium-developed country by 2035”, then, in addition to achieving high domestic living standards, China’s will become by far the world’s largest economy. As Wolf put it: “The implications can be seen in quite a simple way. According to the IMF, China’s gross domestic product per head (measured at purchasing power) was 28 per cent of U.S. levels in 2022. This is almost exactly half of Poland’s relative GDP per head… Now, suppose its [China’s] relative GDP per head doubled, to match Poland’s. Then its GDP would be more than double that of the U.S. and bigger than that of the U.S. and EU together.” By 2035 such a process would not be completed on the growth rates already given, and measuring by Wolf’s chosen measure of purchasing power parities (PPPs) China’s economy by 2035 would be 60% bigger than that of the U.S. But even that would make China by far the world’s largest economy.

    Wolf equally accurately notes that the only way that such an outcome would be prevented from occurring is if China’s economy slows down to the growth rate of a Western economy such as the U.S. Clearly, if China’s economic growth slows to that of a Western economy, then, naturally, China will never catch up with the West—it will necessarily simply stay the same distance behind. Therefore. as Wolf accurately puts it the outcomes are:

    What is the economic future of China? Will it become a high-income economy and so, inevitably, the largest in the world for an extended period, or will it be stuck in the ‘middle income’ trap, with growth comparable to that of the U.S.?

    The progress in achieving China’s strategic economic goals

    Turning to the precise figure required to achieve China’s 2035 target, China’s goal of doubling GDP required average annual growth of at least 4.7% a year between 2020 and 2035. So far China, as Figure 1 shows, is ahead of this goal—annual average growth in 2020-2022 was 5.7%, meaning that from 2023-2035 annual average 4.6% growth is now required.

    China’ 5.2% GDP increase in 2023 therefore once again exceeded the required 4.6% growth rate to achieve its 2035 goal—as shown in Figure 1. From 2020 to 2023 the required total increase in China’s GDP to hit its 2035 target was 14.9%, whereas in fact its growth was 17.5%. This is in line with the 45-year record since 1978’s Reform and Opening Up, during which entire period the medium/long term targets set by China have always been exceeded.

    Therefore. to summarise, there is no sign whatever in 2023, or indeed in the period since 2020, that China will fail to meet its target of doubling GDP between 2020 and 2035—China is ahead of this target. Such a 4.6% growth rate would easily ensure China becomes a high-income economy by World Bank criteria well before 2035—the present criteria for this being per capita income of $13,846.

    It should be noted, as discussed in in detail below, that a clear international conclusion flows from this necessary 4.6% annual average growth rate for China to achieve its strategic goals. It means that China must continue to grow much faster than the Western economies throughout this period to 2035—that is in line with China’s current trend. However, if China were to slow down to the growth rate of a Western economy, then it will fail to achieve its strategic goals to 2035, may not succeed in becoming a high income economy, and will necessarily remain the same distance behind the West as now. The implications of this will be considered below.

    Systematic comparisons not “cherry picking”

    Having considered China’s performance in 2023 terms of achieving its own domestic strategic goals we will now turn to actual results and a comparison of China with other international economies. This immediately shows the factual absurdity, the pure “fake news” of claims such as that the U.S. has “the world’s best recovery“ and “the United States… is outperforming all of its major trading partners.” On the contrary China has continued to far outgrow the U.S. economy not only in 2023 but in the entire last period. China’s outperformance of the other major Western economies, the G7, is even greater that of the U.S.

    Entirely misleading claims regarding such international comparisons, used for propaganda as opposed to serious analysis, are sometimes made because data is taken from extremely short periods of time which are taken out of context—unrepresentative statistical “cherry picking” or, as Lenin put it, a statistical “dirty business”. Such a method is always erroneous, but it is particularly so during periods which were affected by the impact of the Covid pandemic as these caused extremely violent short-term economic fluctuations related to lock downs and similar measures. China’s assertion of superior growth is based on its overall performance, not an absurd claim that it outperforms every other economy, on every single measure, in every single period! Therefore, in making international comparisons, the most suitable period to take is that for since the beginning of the pandemic up to the latest available GDP data. As comparison of China with the U.S. is the most commonly made one, and particularly concentrated on by the U.S. media campaign, this will be considered first.

    China’s and the U.S.’s growth in 2023

    It was already noted that in 2023 China’s GDP grew by 5.2% and the U.S. by 2.5%—China’s economy growing more than twice as fast as the U.S. But it should also be observed that 2023 was an above trend growth year for the U.S.—U.S. annual average growth over a 12-year period is only 2.3% and over a 20-year period it is only 2.1%. Therefore, although in 2023 China’s economy grew more than twice as fast as the U.S., that figure is actually somewhat flattering for the U.S. Figure 2shows that in the overall period since the beginning of the pandemic China’s economy has grown by 20.1% and the U.S. by 8.1%—that is China’s total GDP growth since the beginning of the pandemic was two and half times greater than the U.S. China’s annual average growth rate was 4.7% compared to the US’s 2.0%.

    Economic performance of China and the three major global economic centres

    Turning to wider international comparisons than the U.S. such data immediately shows the extremely negative situation in most “Global North” economies and China’s great outperformance of them. To start by analysing this in the broadest terms, Figure 3 shows the developments in the world’s three largest economic centres—China, the U.S., and the Eurozone. These three together account for 57% of world GDP at current exchange rates and 46% in purchasing power parities (PPPs). No other economic centre comes close to matching their weight in the world economy.

    Regarding the relative performance of these three major economic centres, at the time of writing data has not been published for the Euro Area for the whole year of 2023 —which would be the ideal comparison. However, it has been published for the the Euro area for the four quarters of 2023 individually and trends can be calculated on that basis. These show that In the four years to the 4th quarter of 2023, covering the period since the beginning of the pandemic, China’s economy has grown by 20.1%, the U.S. by 8.2%, and the Eurozone by 3.0%. China’s economy therefore grew by two and a half times as fast as the U.S. while the situation of the Eurozone could accurately be described as extremely negative with annual average GDP growth in the last four years of only 0.7%.

    Such data again makes it immediately obvious that claims in the Western media that China faces economic crisis, and the Western economies are doing well is entirely absurd—pure fantasy propaganda disconnected from reality.

    Relative performance of China and the G7

    Turning to analysing individual countries, then comparing China to all G7 states, i.e. the major advanced economies, shows the situation equally clearly—see Figure 4. Data for China and all G7 economies has now been published for the whole of 2023. The huge outperformance by China of all the major advanced economies is again evident.

    Over the four years since the beginning of the pandemic China’s economy grew by 20.1%, the U.S. by 8.1%, Canada by 5.4%, Italy by 3.1%, the UK by 1.8%, France by 1.7%, Japan by 1.1% and Germany by 0.7%.

    In the same period China’s economy therefore grew two and a half times as fast as the U.S., almost four times as fast as Canada, almost seven times as fast as Italy, 11 times as fast as the UK, 12 times as fast as France, 18 times as fast as Japan and almost 29 times as fast as Germany.

    In terms of annual average GDP growth during this period China’s was 4.7%, the U.S. 2.0%, Canada 1.3%, Italy 0.8%, the UK 0.4%, France 0.4%, Japan 0.3% and Germany 0.2%.

    It may therefore be seen that China’s economy far outperformed the U.S., while the performance of all other major G7 economies may be quite reasonably described as extremely negative—all having annual average economic growth rates of around or even under 1%.

    Comparison of China to developing economies

    A comparison using the IMF’s January 2024 projections can also be made to the major developing economies—the BRICS. Figure 5 shows this, using the factual result for China and the IMF projections for the other countries. Over the period since the start of the pandemic, from 2019-2023, China’s GDP grew by 20.1%, India by 17.5%, Brazil by 7.7%, Russia by 3.7% and South Africa by 0.9%.

    This data confirms that the major Global South economies are growing faster than most of the major Global North economies, which is part of the rise of the Global South and draws attention to the good performance of India. But China grew more than two and half times more than all the BRICS economies except India—China’s growth was 15% greater than India’s. It should be noted that India is at a far lower stage of development than the other BRICS economies—all the others fall in the World Bank classification of upper middle-income economies whereas India falls into the lower middle income group.

    Comparison of China’s growth to Western economies

    Finally, this outperformance by China casts light on what is necessary to achieve its own 2035 strategic targets. China’s 4.6% growth rate necessary to meet these goals means that it must continue to maintain a growth rate far higher than Western economies—Figure 6 shows this in overall terms in addition to individual comparisons given to major economies above. Whereas China must achieve an annual average 4.6% growth rate the median growth rate of high income “Western” economies is only 1.9%, the U.S. is 2.3%, and the median for developing economies is 3.0%.That is, to achieve its 2035 goals China must grow twice as fast as the long term trend of the U.S., almost two and a half times as fast as the median for high income economies, and more than 50% faster than the median for developing economies. As already seen, China is more than achieving this.

    But such facts immediately show why it is an extremely misleading when proposals are made that China should move towards the macro-economic structure of a Western economy. If China adopts the structure of a Western economy then, of course, China will slow down to the same growth rate as Western economies—and therefore fail to achieve its 2035 economic goals. China will be precisely stuck in the negative outcome of the situation accurately diagnosed by Martin Wolf.

    What is the economic future of China? Will it become a high-income economy and so, inevitably, the largest in the world for an extended period, or will it be stuck in the ‘middle income’ trap, with growth comparable to that of the U.S.?

    Conclusion

    In conclusion, it addition to objectively analysing 2023’s economic results, it is also necessary in the light of this factual situation to make a remark regarding Western, in particular U.S. “journalism”.

    None of the data given above is secret, all is available from public readily accessible sources. In many cases it does not even require any calculations and simply published data can be used. But the U.S. media and journalists report information that is systematically misleading and in many cases simply untrue. While it lagged China in creating economic growth the U.S. was certainly the world leader in creating “fake economic news”! What was the reason, what attitude should be taken to it?

    First, to avoid accusations of distortion, it should be stated that there were a small handful of Western journalists who refused to go along with this type of distortion and fake news. For example Chris Giles, the Financial Times economics commentator, in December, sharply attacked “an absurd way to compare economies… among people who should know better.” Giles did not do this because of support for China but because, quite rightly, he warned that spreading false or distorted information led to serious errors by countries doing so: “Coming from the UK, which lost its top economic dog status in the late 19th century but still has some delusions of grandeur, I can understand American denialism… But ultimately, bad comparisons foster bad decisions.” But the overwhelming majority of U.S. and Western journalists continued to spread fake news. Why?

    First, the fact that identical distortions and false information appeared absolutely simultaneously across a very wide range of media makes it clear that undoubtedly U.S. intelligence services were involved in creating it—i.e. part of the misrepresentation and distortions were entirely deliberate and conscious, aimed at disguising the real situation.

    Second, another part was merely sloppy journalism—that is journalists who could not be bothered to check facts.

    Third, supporting both of these factors was “white Western arrogance”—an arrogant assumption, rooted in centuries of European and European descended countries dominating the world, that the West must be right. Therefore, such arrogance made it impossible to acknowledge or report the clear facts that China’s economy is far outperforming the West.

    But whether it was conscious distortion, sloppy journalism, or conscious or unconscious arrogance, in all these cases no respect should be given to the Western “quality” media. It is not trying to find out the truth, which is the job of journalism, it is simply spreading false propaganda.

    It remains a truth that if a theory and the real world don’t coincide there are only two courses that can be taken. The first, that of a sane person, is to abandon the theory. The second, that of a dangerous one, is to abandon the real world—precisely the danger that Chris Giles pointed to. What has been appearing in the Western media about international economic comparisons regarding China is precisely abandonment of the real world in favour of systematic fake news.

    India’s National River Linking Project: Will it work or end up a Disaster?

    In October, India’s ambitious scheme to build a 230-kilometre canal between the Ken and Betwa rivers was finally approved. It’s the first of many projects planned for implementation under the National River Linking Project (NRLP), which aims to connect 37 Himalayan and peninsular rivers across the country via some 3,000 reservoirs and 15,000 kilometres of dams and canals. The government has touted the NRLP, which was first mooted more than four decades ago, as the solution to drought-proofing the country. But new research suggests the US$168 billion project could actually make the drought worse.

    I keep hearing that Modiji is going to unveil the often-spoken and then shelved Rivers Link Up Scheme as his grand vision to enrich the farmers and unite India. In a country where almost two-thirds of the agricultural acreage is rainfed, water is wealth. Telangana has shown the way. Once India’s driest region has in just eight years been transformed into another granary of India. Three years ago, he had promised to double farmers’ incomes by 2022, and he has clearly failed. He now needs a big stunt. With elections due in 2024, he doesn’t even have to show any delivery. A promise will do for now.

    This is also a Sangh Parivar favourite, and I am quite sure the nation will once again set out to undertake history’s greatest civil engineering project by seeking to link all our major rivers. It will irretrievably change India. If it works, it will bring water to almost every parched inch of land and just about every parched throat in the land.

    On the other hand, if it doesn’t work, Indian civilization as it exists even now might then be headed the way of the Indus Valley or Mesopotamian civilizations destroyed by a vengeful nature, for interfering with nature is also a two-edged sword. If the Aswan High Dam turned the ravaging Nile into a saviour, the constant diversion of the rivers feeding Lake Baikal have turned it into a fast-receding and highly polluted inland sea, ranking it as one of the world’s greatest ecological disasters. Even in the USA, though the dams across the mighty Colorado have turned it into a ditch when it enters Mexico, California is still starved for water.

    I am not competent to comment on these matters, and I will leave this debate for the technically competent and our perennial ecological Pooh-Bahs. But the lack of this very debate is cause for concern. It is true that the idea of linking up our rivers has been afloat for a long time. Sir Arthur Cotton was the first to propose it in the 1800’s. The late KL Rao, considered by many to be an outstanding irrigation engineer and a former Union Minister for Irrigation, revived this proposal in the late 60’s by suggesting the linking of the Ganges and Cauvery rivers. It was followed in 1977 by the more elaborate and gargantuan concept of garland canals linking the major rivers, thought up by a former airline pilot, Captain Dinshaw Dastur. Morarji Desai was an enthusiastic supporter of this plan.

    The return of Indira Gandhi in 1980 sent the idea back into dormancy, where it lay all these years, till President APJ Abdul Kalam revived it on the eve of the Independence Day address to the nation in 2002. It is well known that Presidents of India only read out what the Prime Ministers give them, and hence, the ownership title of Captain Dastur’s original idea clearly was vested with Atal Behari Vajpayee.

    India’s acute water problem is widely known. Over sixty per cent of our cropped areas are still rain-fed, much too abjectly dependent on the vagaries of the monsoon. The high incidence of poverty in certain regions largely coincides with the source of irrigation, clearly suggesting that water for irrigation is integral to the elimination of poverty. In 1950-51, when Jawaharlal Nehru embarked on the great expansion of irrigation by building the “temples of modern India” by laying great dams across our rivers at places like Bhakra Nangal, Damodar Valley and Nagarjunasagar, only 17.4% or 21 million hectares of the cropped area of 133 million hectares was irrigated. That figure rose to almost 35% by the late 80s, and much of this was a consequence of the huge investment by the government in irrigation, amounting to almost Rs. 50,000 crores.

    Ironically enough, this also coincided with the period when water and land revenue rates began to steeply decline to reach today’s zero level. Like in the case of power, it seems that once the activity ceased to be profitable to the State, investment too tapered off.

    The scheme is humongous. It will link the Brahmaputra and Ganges with the Mahanadi, Godavari and Krishna, which in turn will connect to the Pennar and Cauvery. On the other side of the country, it will connect the Ganges, Yamuna, with the Narmada, traversing in part the supposed route of the mythical Saraswathi. This last link has many political and mystical benefits, too.

    There are many smaller links as well, such as joining the Ken and Betwa rivers in MP, the Kosi with the Gandak in UP, and the Parbati, Kalisindh and Chambal rivers in Rajasthan. The project, when completed, will consist of 30 links, with 36 dams and 10,800 km of canals diverting 174,000 million cubic meters of water. Just look at the bucks that will go into this big bang. It was estimated to cost Rs. 560,000 crores in 2002 and entail the spending of almost 2% of our GNP for the next ten years. Now, it will cost twice or more than that, but our GDP is now three times more, and it might be more affordable and, hence, more tempting to attempt.

    The order to get going with the project was the output of a Supreme Court bench made up of then Chief Justice BN Kirpal and Justices KG Balakrishnan and Arjit Pasayat, which was hearing a PIL filed by the Dravida Peravai, an obscure Tamil activist group. The learned Supreme Court sought the assistance of a Senior Advocate, Mr Ranjit Kumar, and acknowledging his advice, recorded: “The learned Amicus Curiae has drawn our attention to Entry 56 List of the 7th Schedule to the Constitution of India and contends that the interlinking of the inter-State rivers can be done by the Parliament and he further contends that even some of the States are now concerned with the phenomena of drought in one part of the country, while there is flood in other parts and disputes arising amongst the egalitarian States relating to sharing of water. He submits that not only these disputes would come to an end but also the pollution levels in the rivers will be drastically decreased, once there is sufficient water in different rivers because of their inter-linking.”

    The only problem with this formulation is that neither the learned Amicus Curiae nor the learned Supreme Court are quite so learned as to come to such sweeping conclusions.

    Abstract

    Globalisation is a phenomenon that has brought about an effective change in the nature of the economy of the world nations. An inevitable result of this has been industrialisation, from heavy industries like iron and steel to software industries that house recent developments like artificial intelligence. Garment Industries have been a part of this industrial surge and have significantly contributed to the country’s economic growth, involving significant exports. At the heart of this unprecedented growth, an often unsaid and silenced issue remains the labour and lives of millions of women. Women, especially in the so-called third-world countries like Bangladesh,  Cambodia, and India, constitute more than 50% of the labour force in the garment sector. However,  the gender inequality that persists within these industries exists in the form of a lack of safety standards, wage disparity, stringent maternity benefits and improper compensation packages. World organisations like the International Labour Organisation (ILO) have developed projects to ensure decent working conditions. Still, the resultant effect has been scant due to the lack of gendered understanding of the issues. This research aims to illuminate the consequences of organisational patriarchy in comprehending the issues faced by women in the garment sector and subsequent policy framing. The study is based on the assumption that the inclusion of women andan opportunity to voice their concerns is absent. Therefore, there is a need for a gendered lens in framing policies, their implementation and further monitoring. Thus, this understanding will not only enhance the awareness of the working conditions of women in the garment industry but also be an eye-opener concerning the effect of global policies on the female labour force.

    reins of development, which later consolidated with globalisation and took the world economy by storm, making possible the impossible, i.e., connecting the global markets. The transnational phenomenon led to the import of frontier technologies, which are highly capital-intensive (Indira  Hirway, 2012). The consequent effect was an improvement in technology and an increase in productivity accompanied by a decrease in employment intensity. This reduction affected the often underrepresented and discriminated group – women. Women’s growth was curtailed by ensuring that patriarchy was perpetuated in the organisational setup as well. The women in the lower strata of the industrial workforce faced the wrath of wage disparity, and the women in the higher echelons had a glass ceiling that prevented them from occupying managerial positions. They also had to endure the double burden of work and household chores, affecting the female labour force participation rate. Garment industries in developing countries like India, Pakistan and Bangladesh have witnessed large-scale employment of women as formal and informal labour to fulfil the needs of international buyers. In this paper, based on secondary research, I would like to traverse the historical aspects that led to globalisation, subsequent policies and the consequential effect it had on women, primarily focusing on export garment industries, which house the highest percentage of employed women.

    Industrialisation and women 

    The post-independence era in India, from 1947 onwards, witnessed industrial growth. The employment of labour also saw a shift from traditional agriculture. “Gender was the primary axis along  which industrial labour and the labour force were constituted.” Very few women worked in factories, and the support and protection they received were also poor compared to men. The policies that catered to labour protection, like the Factories Act (1948),  The Minimum Wages Act (1948) and The Employees’ State Insurance Act (1948) that paraded gender neutrality were gender blind. The ensuing period of globalisation, which questioned the conservative market nature, also brought about changes in the perception of women’s labour. With the world markets creating an arena for exports, the need for developing countries like India to keep up with the race became necessary, and the viable solution was to employ women from the lower strata of the society, mostly Dalits, in the name of empowering them. They were bait in the corporate hawk culture. The governments also failed to visualise the consequences of liberal markets and the capitalists donning the crown.

    As a part of the capitalist world, women were subject to both economic and emotional labour, which affected the female labour force participation rate, and the percentage of women in the informal sector became higher than women in the formal sector. However, there have been a lot of studies on the women employed in the informal sector, and there have also been time-use surveys conducted in this regard. Women’s labour in the formal sector has been consistently neglected due to the common belief that they enjoy the protection of an organised system. This may hold true to some extent, but in the case of garment or textile industries, which are a focus here, women are also the most penalised according to the reports by the International Labour  Organisation (ILO).

    According to the information provided by the Office of Registrar General & Census Commissioner of India in the 2011 Census, the total number of female workers in India is 149.8 million, of which  121.8 and 28.0 million are from rural and urban areas, respectively. Out of the total 149.8 million female workers, 35.9 million females work as cultivators and another 61.5 million as agricultural labourers. Of the remaining female workers, 8.5 million remain in households, and 43.7 million are classified as other workers.

     

    As per Census 2011, the work participation rate for women is 25.51 per cent compared to 25.63  per cent in 2001. The female labour participation rate decreased marginally in 2011 but has seen an improvement from 22.27 per cent in 1991 and 19.67 per cent in 1981. The work participation rate for women in rural areas is 30.02 per cent compared to 15.44 per cent in urban areas.

    As far as the organised sector is concerned, in March 2011, women workers constituted 20.5 per cent of total employment in the organised sector in the country, which is higher by 0.1 per cent compared to the preceding year. As per the last Employment Review by the Directorate General of  Employment & Training (DGE&T), on 31st March 2011, about 59.54 lakh women workers were employed in the organised sector (public and private). Nearly 32.14 lakh women were employed in the community, social, and personal service sectors.

    Feminist Analysis of Existing Laws

    The labour laws in India have thoroughly focused on the idea of promoting growth along with social justice in tandem with the efforts of labour unions. However, despite the state and the unions’ consistent efforts, the laws’ ability to improve women’s living and working conditions was negligible, as described in the landmark report published in 1971, “Towards Equality”. It was an eye-opener to the dire circumstances in which women were surviving with patriarchy clawing its way into not just the domestic sphere but the workplace as well. While acts like the Maternity Benefit Act of 1961 offer relief to women on some levels,  there is a lack of legal awareness among women workers. This is a contributing factor to their being taken advantage of by employers. An analysis of the allocation of Variable Dearness  Allowance of Minimum Wages with effect from October 2022 has no separate mention of women’s labour. The general labour classification in this regard has been Unskilled, Skilled/Clerical, Semi Skilled and Highly skilled are the most probable categories in which women fall under unskilled due to a plethora of reasons. Despite the assumption that the New Labour Code is a relief to women labour across the country, measures must be taken to understand its effective implementation in both the public and private sector organisations.

    Women in Garment Industries

    The garment industries in South Asian nations like India and Bangladesh have been significant contributors to their economies and increased the employment ratio of women in the labour force. “India’s ready-made garment industry contributes around 16 per cent to total export earnings and is the largest foreign exchange earner in the country” (WTO,2019). Post-1980 saw unprecedented growth of the export industry, and the growth chart statistics show that from $2  million in 1960-61 to $696 million in 1980-81, it then increased sharply to $2,236 million in 1990- 91 and to $4,765 million in 1999-2000. The vast wage disparity was the driving force behind the globalisation of the garment industry. Studies have shown that the hourly wage of Indian

    labour is a meagre Rs.8 per hour, whereas a British worker performing the same work received around Rs.420. Thus, the capitalist tendency of the upper class and lower class is synonymous with the imperialist notion of civilised and barbaric groups pushing for cheap labour and higher production of goods.

    The onus of cheap labour fell on women, mainly from the marginalised communities who were desperate for jobs that promised a stable source of income. The Indian state also firmly believed that this was a way to empower women and ensure financial freedom. However, the challenges were masked by the rosy nature of the benefits put forth by the employers. The actual reasons for the employment of women, which were different from the portrayed norms, were: i) the common notion that women in the developing regions were meek beings who would barely retort against any kind of discomfort and would succumb to the system, ii) women will not question the wage disparity for they are fed the patriarchal notion of the superiority of men iii) the stable source of income will not let them rise in protest despite the atrocities meted out to them.

    Here, I would like to discuss a study conducted in Bangalore, Karnataka, which houses more than  800 garment industries and has the largest workforce of women. The exploitative nature of the employment of women in the garment industry is well documented and needs no elaboration. Briefly, the large majority of women, whether working as skilled tailors or as unskilled helpers, do not get even the legally stipulated minimum wage. Workers are frequently required to work overtime, but since this is set against production targets, they are not paid for overtime work. Insecurity of work is one of the most widely reported problems, as employers frequently terminate a woman’s service just before the completion of five years to avoid payment of gratuity. Harsh production targets, sexual and verbal abuse, lack of maternity and other leave, lack of accident insurance, and absence of toilet and creche facilities are some of the commonly stated and widely known features of female employment in garment manufacture. This misery underpins the production of high fashion garments sold in chic stores in the first world and worn by middle and upper-class women who pay for a single dress at a price that exceeds several times the monthly income of a woman who produces it.

    Challenges to women in the garment labour force due to Globalisation

    The post-1991 era in India saw a massive difference in the treatment of women as the labour force in industries, especially the textile sector. Female workers typically migrate from rural areas to work in the garment industry to meet their financial needs. Women labour in the garment industry mostly come from households below the poverty line. Therefore, the proposition for the ’empowerment of women’ through employment in these capitalist industries was thought to pave the road for the emancipation of this vulnerable group. However, with the fast fashion industry booming and the convergence of interests among global consumers, there was and still exists a constant need to satiate consumer behaviour consistently. The mass production of goods became inevitable. This had adverse effects in that it created a hostile working  environment, and reports suggest that it took a toll on the physical and mental health of women:

    i) Impact on physical well-being: The study “Sewing shirts with injured fingers and tears: exploring the experience of female garment workers’ health problems in Bangladesh” found that physical health problems included headaches, eye pain, musculoskeletal pains and fatigue. It further revealed that garment work is also so physically demanding that women cannot work for more than ten years. These findings are consistent with other research, which found that the highest proportion of female workers quit factory work before they reach 40. The workers reported that getting sick and injured was an everyday phenomenon. The doctors thought that women in factories could not work for more than ten years owing to the stressful conditions. This study also described that since the manufacturing units have men as supervisors, it becomes difficult for women to voice their concerns, particularly those related to their menstrual health. Further, this gendered division of labour extends to their home life, where their husbands expect them to fulfil their domestic obligations despite long, physically demanding hours at work.

    ii) Impact on mental well-being: The article “Mental Health Status of Female Workers in Private Apparel Manufacturing Industry in Bangalore City, Karnataka, India” steers the discussion in the direction of the importance of mental health awareness and the need for a safe work environment for women in garment factories. Mental health problems, including depression, have become a global health priority, and socially disadvantaged people are more vulnerable to suffering from mental health problems. There is evidence that scarcity of human resources, limited access to, and cost of mental health services are critical issues in most low- and middle-income countries. Separation from their children is an important issue for them. Most had left their children in their home villages, citing lack of time to care for them due to their long work hours and difficulties in paying for their children’s living costs in the city. They work from morning to night and during weekends, with nobody at home to look after their children. They get to leave only a few times a  year, and the distance to their villages can be up to 10 hours of travel time. As such, they have no option but to leave their children in their village to live with their grandparents. However, avoiding long working hours is impossible, as they need money to provide for their impoverished families.

    To improve the health and well-being of female garment workers, steps should be taken to develop health interventions to meet the needs of this important group of workers who contribute significantly to the country’s economic development.

    Way Forward

    Although women are at a disadvantage, the involvement of women in decision-making becomes indispensable. A developmental perspective based on male priorities and the male concept of the role of women in a patriarchal society such as ours cannot alleviate the lot of women already inhibited by traditional gender-role expectations. Stakeholder theory advocates that firms bear responsibility for the implications of their actions, and based on this, women come under the category of normative stakeholders to whom the industry has a moral obligation: an obligation of stakeholder fairness. Also, stress has to be placed on including women in the policy-making process, thereby increasing accountability of the framed policies. Illiteracy is a global problem and one of the reasons for the deterioration in the status of women and the feminisation of poverty. Ignorance of their rights- political, social, and economic- leads to the exploitation of women and their inability to converge to form a pressure group. The interface between the grassroots women and the activists must be used to build awareness and sensitise people, both men and women. Involving men who are sensitive to women’s issues is a healthy practice. It would benefit the cause of women if their struggle is seen as a fight for human rights,  which it is, and not merely as a gender-based movement.

    India’s Self-Inflicted Economic Catastrophe

    Noted economist Jayati Ghosh reviews India’s economic recovery from the impact of the pandemic. She asserts that the major economic problems of unemployment, poverty, and inadequate healthcare are due to poor strategies and policies implemented by the government. In her analysis, COVID-19’s devastating impact on India has been compounded by the BJP government’s disastrous decision to impose nationwide lockdowns without providing any support to workers. Instead, the BJP used the pandemic to consolidate its power and suppress dissent. Even with existing socio-political constraints, she says India can do much better as there is scope for different economic strategies.

    Nearly 80% of the estimated 70 million people around the world who fell into extreme poverty at the onset of COVID-19 in 2020 were from India, a recent World Bank report has revealed. But even this shocking figure could be an underestimate, as the lack of official data makes it difficult to assess the pandemic’s human costs.

    What accounts for this alarming rise in Indian poverty? COVID-19 was undoubtedly India’s worst health calamity in at least a century. But the pandemic’s economic and social consequences go beyond the direct effects on health and mortality. As I argue in my recent book, The Making of a Catastrophe: The Disastrous Economic Fallout of the COVID-19 Pandemic in India, very significant policy failures – owing to government action and inaction – were responsible for widespread and significant damage to Indian livelihoods and for the country’s decline in terms of many basic indicators of economic well-being.

    But the devastating impact of the pandemic on India has been compounded by economic policies that reflected the country’s deeply-embedded inequalities.

    This judgment may seem excessively harsh. After all, India’s government did not cause the pandemic, and many other countries experienced economic setbacks after they failed to control the virus. But the devastating impact of the pandemic on India has been compounded by economic policies that reflected the country’s deeply-embedded inequalities.

    To be sure, the pandemic did not create India’s many economic vulnerabilities. But it did highlight India’s many societal fissures and fault lines. And while the country already suffered from glaring inequalities of income, wealth, and opportunities long before COVID-19, the government’s pandemic response has taken them to unimaginable extremes.

    Even as Indian workers faced poverty, hunger, and ever-greater material insecurity due to the pandemic, money and resources continued to flow from the poor and the middle class to the country’s largest corporations and wealthiest individuals. The intersecting inequalities of caste, gender, religion, and migration status have become increasingly marked and oppressive. The result has been a major setback to social and economic progress.

    At the beginning of the pandemic, the central government imposed a prolonged nationwide lockdown with little notice. It then adopted containment strategies that were clearly unsuited to the Indian context, with immediately devastating effects on employment and livelihoods.

    The grim state of affairs reflects the priorities of the ruling Bharatiya Janata Party (BJP) response. At the beginning of the pandemic, the central government imposed a prolonged nationwide lockdown with little notice. It then adopted containment strategies that were clearly unsuited to the Indian context, with immediately devastating effects on employment and livelihoods.

    Instead of using the breathing space provided by the lockdown to bolster local health systems, the central government left state authorities to manage as best they could with minimal and inadequate resources. And when the resulting economic disaster threatened to spiral out of control, the government eased restrictions to “unlock” the economy even as the number of cases mounted, thereby putting more people at risk.

    At a time when governments worldwide were significantly increasing public spending to fight the pandemic and mitigate its economic impact, the Indian government preferred to control expenditures (after adjusting for inflation) as its revenues declined.

    But at the heart of India’s self-inflicted economic catastrophe is the government’s decision to provide very little compensation or social protection, even as COVID-19 lockdowns deprived hundreds of millions of their livelihoods for several months. At a time when governments worldwide were significantly increasing public spending to fight the pandemic and mitigate its economic impact, the Indian government preferred to control expenditures (after adjusting for inflation) as its revenues declined.

    But in a country where median wages are too low to provide more than the most basic subsistence, losing even a week’s income could lead millions to the brink of starvation. Given that more than 90% of all workers in India are informal – without any legal or social protection – and that around half of those are self-employed, the effect was immediate and devastating.

    The government’s decision not to increase spending aggravated the shock of the lockdown, generating a humanitarian crisis that disproportionately affected women and marginalized groups, including millions of migrant workers who were forced to return home under harrowing conditions.

    But the effects of the official response to the pandemic are only one side of the story. COVID-19 safety measures have been a natural fit for the country’s still-pervasive caste system, which has long relied on forms of social distancing to enforce the socioeconomic order and protect those at the top. It also further entrenched India’s persistent patriarchy.

    Instead of taking appropriate countermeasures, like providing greater support to the population, the BJP used the pandemic to consolidate its power and suppress dissent. This, in turn, limited the central government’s ability to generate the widespread social consensus and public trust needed to contain the virus.

    Even within India’s deep-seated social and political constraints, there is scope for a different economic strategy that would enable a just, sustainable, and more equitable recovery.

To ensure that most Indians, not just the stock market or large companies, benefit from growth, India’s voters must reject the BJP’s policies, which threaten to impoverish them further.

    How blockchain can help dismantle corruption in government services

    As India celebrated its 76th independence day with great fanfare and jubilation, it is time to introspect on the most serious threat to India’s growth and emergence as a world. This threat is corruption, which is internal and societal. Over the 75 years of modern India’s journey, corruption has become endemic in Indian society. Infused by the political culture, corruption has seeped into every aspect of governance, be it the executive, legislature, or judiciary. This is so because an average citizen has come to accept bribing as a routine and inevitable part of daily life. Hence, if India has to eliminate the scourge of corruption it needs a massive transformation of its society. This can come only through the sustained practice of transparency, ruthless accountability, efficiency, and deterrent punishment. Corruption is commonly perceived as related to monetary benefits but it is much more in terms of misuse of power, coercion, disinformation, lack of transparency, non-performance, inefficiency and delay tactics, and the lack of accountability/responsibility. There is a misconception that digitisation will overcome corruption. Unless timelines, tamper-proof records, and transparency are ensured the corrupt will find ways to get around. These are clearly seen in the revenue tax systems, licensing systems, land registration systems etc. Even though these departments have digitised the processes well, there is a proliferation of middlemen linking the client and the department. This can only be eliminated by the right policies that enforce strict timelines, respond to citizens’ complaints, enforce accountability and transparency on the officials and create clarity for the public in the usage of such systems. The adoption of blockchain technologies could go a long way toward eliminating corruption in India. Widespread corruption has been India’s greatest threat and it is never more urgent than now to address this problem through innovative technologies like blockchain.

    Governments regularly have to make trade-offs between efficiency and fairness in their services. Unfortunately, choosing one over the other often increases the likelihood of corruption. In efficient systems, the public is largely content to operate within the bounds of that system; inefficient systems cause large numbers of individuals to seek less-than-legal workarounds. Similarly, fair systems engender trust, pride and a sense of community; while unfair systems encourage individuals to seek out illegal alternatives without remorse.

    Occasionally, new technologies come along that offer the opportunity to increase both efficiency and fairness. Blockchain is one such opportunity and it has a variety of use-cases for government applications. Here are two in more detail:

    Blockchain and procurement

    Public procurement is the process of governments acquiring goods, services and works. It represents a significant portion of governmental budgets, accounting for 29% of general government expenditure totalling €4.2 trillion in OECD countries in 2013. With so much money at stake, it is unsurprising that OECD estimates that 10-30% of the investment in publicly funded construction projects may be lost to corruption.

    Public procurement is vulnerable to corruption for a number of reasons. Parties in the procurement process, both on the public and private sides, are induced into corrupt acts by the size of potential financial gains, the close interaction between public officials and businesses, and how easy it is to hide corrupt actions. Blockchain has the potential to protect against these weaknesses at almost every stage of the procurement process.

    In the planning stage, public officials create evaluation criteria by which bidding companies will be judged. In the bidding evaluation stage, public officials assign scores to companies using the evaluation criteria as their rubric. Without transparency, there are many opportunities for compromised public officials to rig the outcome of the evaluation process. Evaluation criteria could be retroactively changed or company bids altered, for example. Blockchain can guarantee any change is public, the original information is retained and there is a record of who made the change.

    Blockchain can also encourage a wider coalition of stakeholders to participate in and monitor procurement cycles. Too often, the most active stakeholders in any given procurement process are the public officials and the businesses directly involved – a potential problem when more than half of all foreign bribery cases likely occur to obtain public procurement contracts. Watchdog organizations, end-users, the media and citizens are discouraged from participating because procurement information is not readily available, untrustworthy, modified and/or delayed. Blockchain can provide an easily accessible, tamper-proof and real-time window into ongoing procurement processes

    Projects integrating blockchain into procurement, such as this pilot programme in Colombia, conclude that “blockchain-based e-procurement systems provide unique benefits related to procedural transparency, permanent record-keeping and honest disclosure.” The Colombia project noted several drawbacks, such as scalability and vendor anonymity, but newer proposals like this one to overhaul India’s public procurement system are taking steps to overcome those and other shortcomings.

    Blockchain and registries

    Land title registries track the ownership of land and property for a given region. Registration titling systems have had important consequences for the economy, leading to “better access to formal credit, higher land values, higher investment in land, and higher income.” Yet they are far from perfect. They are inefficient, for example, closing a property sale can take months and typically consumes 2-5% of the purchase price of a home. Registration systems can act as bottlenecks for land transactions. There are complaints going back to 2015 of England’s Land Registry having six-month transaction delays and similar complaints persisted in 2020.

    The inefficiencies in land titling systems are a major source of corruption. The Organized Crime and Corruption Reporting Project’s 2019 report on land registry corruption in Bangladesh found that obtaining a licence as a deed writer incurs a bribe to the highest-level administrators. Land registry corruption is not restricted to developing regions: in regions with longer histories of legal stability, it simply becomes more complex. Anti-corruption NGO, Global Witness, estimated in 2019 that £100 billion worth of property in England and Wales was secretly owned by anonymous companies registered in tax havens.

    A good first step to fighting corruption is by cutting down on inefficiencies. Blockchain can streamline much of the process. Take, for example, the number of steps required in the UK for one person to sell the property to another person and compare this with a blockchain-based registry system.

    Some countries are already experiencing positive results. In 2018, Georgia registered more than 1.5 million land titles through their blockchain-based system.

    An urban land registry project underway in Africa uses blockchain to address the problems of digitizing urban land registries. In many densely populated impoverished urban areas, no pre-existing land registry or paper trail exists. Relying on the meagre data available often causes legal disputes. Courts quickly become overwhelmed and digitization efforts stall.

    Blockchain is now being added to the project. To confirm property rights, the new system seeks out and consults community elders. Through a blockchain-based application, those elders receive the authority to confirm the validity of land registry claims. The elders can check directly with residents if they consent to the land assessment. By delegating cryptographically guaranteed authority to respected community members, the quality of the data is improved and the number of land dispute cases handled by the judiciary should decrease. Finally, the remaining cases should resolve faster since the elders’ cryptographic confirmations are admissible as evidence for land dispute resolution.

    The final challenge: Adoption

    The government blockchain-based projects referenced in this article represent just a few of a growing number of pilot or in-production applications of blockchain. This shows that governments are serious about fixing inefficient and unfair services. The potential gains from blockchain are substantial, yet as a new technology, there are many challenges in designing and implementing blockchain-based applications. For large institutions such as governments to deploy blockchain-based applications in a timely fashion and reap the benefits, education and tools are imperative.

    Indian Economy at 75: Trapped in a Borrowed Development Strategy

    In 1947, at the time of Independence, India’s socio-economic parameters were similar to those in countries of South East Asia and China. The level of poverty, illiteracy, and inadequacy of health infrastructure was all similar. Since then, these other countries have progressed rapidly leaving India behind in all parameters. ‘Why is it so?’ should be the big question for every Indian citizen in this time of our 75th anniversary celebrations.

     

    Introduction

    India at 75 is a mixed bag of development and missed opportunities. The country has achieved much since Independence but a lot remains to be done to become a developed society. The pandemic has exposed India’s deficiencies in stark terms. The uncivilized conditions of living of a vast majority of the citizens became apparent. According to a report by Azim Premji University, 90% of the workers said during the lockdown that they did not have enough savings to buy one week of essentials. This led to the mass migration of millions of people, in trying conditions from cities to the villages, in the hope of access to food and survival.

    Generally, technology-related sectors, pharmaceuticals and some producing essentials in the organized sectors have done well in spite of the pandemic. So, a part of the economy is doing well in spite of adversity but incomes of at least 60% of people at the bottom of the income ladder have declined (PRICE Survey, 2022). The great divide between the unorganized and organized parts of the economy is growing. The backdrop to these developments is briefly presented below.

    Structure and Growth of the Economy

    In 1947, at the time of Independence, India’s socio-economic parameters were similar to those in countries of South East Asia and China. The level of poverty, illiteracy, and inadequacy of health infrastructure was all similar. Since then, these other countries have progressed rapidly leaving India behind in all parameters. So, India has fallen behind relatively in spite of improvements in health services and education, diversification of the economy and development of the industry.

    In 1950, agriculture was the dominant sector with a 55% share of GDP which has now dwindled to about 14%. The share of the services sector has grown rapidly and by 1980 it surpassed the share of agriculture and now it is about 55% of GDP. The Indian economy has diversified production `from pins to space ships’.

    Agriculture grows at a trend rate of a maximum of 4% per annum while the services sector can grow at even 12% per annum. So, there has been a shift in the economy’s composition from agriculture to services, accelerating the growth rate. The average growth rate of the economy between the 1950s and the 1970s was around 3.5%. In the 1980s and 1990s, it increased to 5.4% due to the shift in the composition. There was no acceleration in the growth rate of the economy in the 1990s compared to the 1980s. This rate again increased in the period after 2003 only to decline in 2008-09 due to the global financial crisis. Subsequently, the rate of growth has fluctuated wildly both due to global events and the policy conundrums in India.

    There was the taper tantrum in 2012-13 which cut short the post-global financial crisis recovery. Demonetization in November 2016 adversely impacted growth. That was followed by the structurally flawed GST. These policies administered shocks to the economy. Then came the pandemic in 2020. The economy’s quarterly growth rate had already fallen from 8% in Q4 2017-18 to 3.1% in Q4 2019-20, just before the pandemic hit.

    1980-81 marked a turning point. Prior to that, a drought would lead to a negative rate of growth in agriculture and of the economy as a whole. For instance, due to the drought in 1979-80, the economy declined by 6%. But, that was the last one. After that, a decline in agriculture has not resulted in a negative growth rate for the economy. The big drought of 1987-88 saw the economy grow at 3.4%. After 1980-81, the economy experienced a negative growth rate only during the pandemic which severely impacted the services sector, especially the contact services.

    Employment and Technology Related Issues

    Agriculture employs 45% of the workforce though its share in the economy (14%) has now become marginal. It has been undergoing mechanisation with increased use of tractors, harvester combines, etc., leading to the displacement of labour. Similar is the case in non-agriculture. So, surplus labour is stuck in agriculture leading to massive disguised unemployment.

    India is characterized by disguised unemployment and underemployment.Recent data points to growing unemployment among the educated youth. They wait for suitable work. The result is a low labour force participation rate (LFPR) in India (in the mid-40s) compared to similar other countries (60% plus).The gender dimension of unemployment and the low LFPR is worrying with women the worst sufferers.

    India’s employment data is suspect. The reason is that in the absence of unemployment allowance, people who lose work have to do some alternative work otherwise they would starve. They drive a rickshaw, push a cart, carry a head load or sell something at the roadside. This gets counted as employment even though they have only a few hours of work and are underemployed. So, India is characterized by disguised unemployment and underemployment.

    Recent data points to growing unemployment among the educated youth. They wait for suitable work. The result is a low labour force participation rate (LFPR) in India (in the mid-40s) compared to similar other countries (60% plus). It implies that in India maybe 20% of those who could work have stopped looking for work. No wonder for a few hundred low-grade government jobs, millions of young apply. The gender dimension of unemployment and the low LFPR is worrying with women the worst sufferers.
    These aspects of inadequate employment generation are linked to automation and the investment pattern in the economy. New technologies that are now being used in the modern sectors are labour displacing. For instance, earlier in big infrastructure projects like the construction of roads, one could see hundreds of people working but now big machines are used along with a few workers.

    Further, the organized sectors get most of the investment so little is left for the unorganized sector. This is especially true for agriculture. Thus, neither the organized sector nor agriculture is generating more work. Consequently, entrants to the job market are mostly forced to join the non-agriculture unorganized sector, which in a sense is the residual sector, where the wages are a fraction of the wages in the organized sector. The unorganized sector also acts as a reserve army of labour keeping organized sector wages in check

    Lack of a Living Wage

    To boost profits, the organized sector is increasingly, employing contract labour rather than permanent employees. This is true in both the public and private sectors. So, not only the workers in the unorganized sector, even the workers in the organised sector do not earn a living wage. Thus, most workers have little savings to deal with any crisis. They are unable to give their children a proper education and cannot afford proper health facilities. Most of the children drop out of school and can only do menial jobs requiring physical labour. They cannot obtain a better-paying job and will remain poor for the rest of their lives.

    The Delhi socio-economic survey of 2018 pointed to the low purchasing power of the majority of Indians. It showed that in Delhi, 90% of households spent less than Rs. 25,000 per month, and 98% spent less than Rs. 50,000 per month. Since Delhi’s per capita income is 2.5 times the all India average, deflating the Delhi figures by this factor will approximately yield all India figures. So, 98 per cent of the families would have spent less than Rs.20,000 per month, and 90 per cent less than Rs.10,000 per month. This effectively implies that 90 per cent of families were poor in 2018, if not extremely poor (implied by the poverty line). During the pandemic, many of them lost incomes and were pauperized and forced to further reduce their consumption.

    Unorganized Sector Invisibilized

    In the unorganized sector, labour is not organized as a trade union and therefore, is unable to bargain for higher wages, when prices rise. It constitutes 94% of the workforce and has little social security. No other major world economy has such a huge unorganized sector. No wonder when such a large section of the population faces a crisis in their lives, the economy declines, as witnessed during the pandemic. India’s official rate of growth fell more sharply than that of any other G20 country.

    The micro sector has 99% of the units and 97.5% of the employment of MSME and is unlike the small and medium sectors. The benefits of policies made for the MSME sector do not accrue to the micro units.

    Policymakers largely ignore the unorganized sector. The sudden implementation of the lockdown which put this sector in a deep existential crisis points to that.     Invisibilization of the unorganized sector in the data is at the root of the problem. Data on this sector become available periodically, called the reference years. In between, it is assumed that this sector can be proxied by the organized sector. This could be taken to be correct when there is no shock to the economy and its parameters remain unchanged.

    Demonetization and the flawed GST administered big shocks to the economy and undermined the unorganized sector. Its link with the organized sector got disrupted. Thus, the methodology of calculating national income announced in 2015 became invalid.

    The implication is that the unorganized sector’s decline since 2016 is not captured in the data. Worse, the growth of the organized sector has been at the expense of the unorganized sector because demand shifted from the latter to the former. It suited the policymakers to continue using the faulty data since that presented a rosy picture of the economy. This also lulled them into believing that they did not need to do anything special to check the decline of the unorganized sector.

    Policy Paradigm Shift in 1947

    Growing unemployment, weak socio-economic conditions, etc., are not sudden developments. Their root lies in the policy paradigm adopted since independence.
    In 1947, the leadership, influenced by the national movement understood that people were not to blame for their problems of poverty, illiteracy and ill-health and could not resolve them on their own. So, it was accepted that in independent India these issues would be dealt with collectively. Therefore, the government was given the responsibility of tackling these issues and given a key role in the economy.

    Simultaneously, the leadership, largely belonging to the country’s elite, was enamoured of Western modernity and wanted to copy it to make India an ’advanced country’. The two paths of Western development then available were the free market and Soviet-style central planning. India adopted a mix of the two with the leading role given to the public sector. This path was chosen also for strategic reasons and access to technology which the West was reluctant to supply. But, this choice also led to a dilemma for the Indian elite. It had to ally with the Soviet Union for reasons of defence and access to technology but wanted to be like Western Europe.

    Both the chosen paths were based on a top-down approach. The assumption was that there would be a trickle down to those at the bottom. People accepted this proposition believing in the wider good of all. Resources were mobilized and investments were made in the creation of big dams and factories (called temples of modern India) that generated few jobs. They not only displaced many people trickle down was minimal. For instance, education spread but mostly benefitted the well-off.

    The Indian economy diversified and grew rapidly. An economy that for 50 years had been growing at about 0.75% grew at about 4% in the 1950s. But, the decline in the death rate led to a spurt in the rate of population growth. So, the per capita income did not show commensurate growth, and poverty persisted. Problems got magnified due to the shortage of food following the drought of 1965-67 and the Wars in 1962 and 1965. The Naxalite movement started in 1967, there was BOP crisis and high inflation in 1972-74 due to the growing energy dependence and the Yom Kippur war. Soon thereafter there was political instability and the imposition of an Emergency in 1975. The country went from crisis to crisis.

    Planning failed due to crony capitalism. The prevailing political economy enabled the business community to systematically undermine policies for their narrow ends by fueling the growth of the black economy.

    The failure of trickle-down and the cornering of the gains of development by a narrow section of people led to growing inequality and people losing faith in the development process. Different sections of the population realized that they needed a share in power to deliver to their group. Every division in society — caste, region, community, etc. — was exploited. The leadership became short-termist and indulged in competitive populism by promising immediate gains.

    The consensus on policies that existed at independence dissipated quickly. Election time promises to get votes were not fulfilled. For instance, PM Morarji Desai said that promises in the Janata Dal manifesto in 1977 were the party’s programme and not the government’s. Such undermining of accountability of the political process has undermined democracy and trust and aggravated alienation.

    Black Economy and Policy Failure

    The black economy has grown rapidly since the 1950s with political, social and economic ramifications. Even though it is at the root of the major problems confronting the country, most analysts ignore it.

    So, the black economy controls politics and to retain power it undermines accountability and weakens democracy.

    It undermines elections and strengthens the hold of vested interests on political parties. The compromised leadership of political parties is open to blackmail both by foreign interests and those in power. When in power it is willing to do the bidding of the vested interests. So, the black economy controls politics and to retain power it undermines accountability and weakens democracy.

    The black economy controls politics and corrupts it to perpetuate itself. The honest and the idealist soon are corrupted as happened with the leadership that emerged from the anti-corruption JP movement in the mid-1970s. Many of them who gained power in the 1990s was accused of corruption and even prosecuted. Proposals for state funding of elections will only provide additional funds but not help clean up politics.

    The black economy can be characterized as ’digging holes and filling them’. It results in two incomes but zero output. There is activity without productivity with investment going to waste. Consequently, the economy grows less than its potential. It has been shown that the economy has been losing 5% growth since the mid-1970s. So, if the black economy had not existed, today the economy could have been 8 times larger and each person would have been that much better off. Thus, development is set back. In 1988, PM Rajiv Gandhi lamented that out of every rupee sent only 15 paisa reaches the ground. P Chidambaram as FM said, `expenditures don’t lead to outcomes’.

    The black economy leads to the twin problem of development. First, black incomes being outside the tax net reduce resource availability to the government. If the black incomes currently estimated at above 60% of GDP could be brought into the tax net, the tax/GDP ratio could rise by 24%. This ratio is around 17% now and is one of the lowest in the world. Further, as direct tax collections rise, the regressive indirect taxes could be reduced, lowering inflation.

    India’s fiscal crisis would also get resolved. The current public sector deficit of about 14% would become a surplus of 10%. This would eliminate borrowings and reduce the massive interest payments (the largest single item in the revenue budget). It would enable an increase in allocations to public education and health to international levels and to infrastructure and employment generation.

    In brief, curbing the black economy would take care of India’s various developmental problems, whether it be lack of trickle-down, poverty, inequality, policy failure, employment generation, inflation and so on. It causes delays in decision-making and a breakdown of trust in society.

    Due to various misconceptions about the black economy, many of the steps taken to curb it have been counterproductive, like demonetization. Dozens of committees and commissions have analysed the issues and suggested hundreds of steps to tackle the problem. Many of them have been implemented, like reduction in tax rates and elimination of most controls but the size of the black economy has grown because of a lack of political will.

    Policy Paradigm Shift in 1991

    Failure of policies led to crisis after crisis in the period leading up to 1990. The blame was put on the policies themselves and not the crony capitalism and black economy that led to their failure. The policies prior to 1990 have been often labelled as socialist. Actually, the mixed economy model was designed to promote capitalism. At best the policies may be labelled as state capitalist and they succeeded in their goal. Private capital accumulated rapidly pre-1990. The Iraq crisis of 1989-90 led to India’s BOP crisis and became the trigger for a paradigm change in policies in favour of capital. The earlier more humane and less unequal path of development was discarded.

    In 1991, a new policy paradigm was ushered in. Namely, ’individuals are responsible for their problems and not the collective’. Under this regime, the government’s role in the economy was scaled back and individuals were expected to go to the market for resolving their problems. This may be characterized as ’marketization’. This brought about a philosophical shift in the thinking of individuals and society.

    Marketization has led to the ’marginalization of the marginals’, greater inequality and a rise in unemployment. These policies have promoted ’growth at any cost’ with the cost falling on the marginalized sections and the environment, both of which make poverty more entrenched. So, the pre-existing problems of Indian society have got aggravated in a changed form.

    Poverty is defined in terms of the ’social minimum necessary consumption’ which changes with space and time. Marketization has changed the minimum due to the promotion of consumerism and environmental decay imposing heavy health costs.
    The highly iniquitous NEP is leading to an unstable development environment. The base of growth has been getting narrower leading to periodic crises. Additionally, policy-induced challenges like demonetization, GST, pandemic and now the war in Ukraine have aggravated the situation. These social and political challenges can only grow over time as divisions in society become sharper.

    Weakness in Knowledge Generation

    Why does the obvious not happen in India? No one disagrees that poverty, illiteracy and ill health need to be eliminated. In addition to the problems due to the black economy and top-down approach, India has lagged behind in generating socially relevant knowledge to tackle its problems and make society dynamic.

    Technology has rapidly changed since the end of the Second World War. It is a moving frontier since newer technologies emerge leading to constant change and the inability of the citizens to cope with it. The advanced technology of the 1950s is intermediate or low technology today.

    Literacy needs to be redefined as the ability to absorb the current technology so as to get a decent job. Many routine jobs are likely to disappear soon, like, driver’s jobs as autonomous (self-driving) vehicles appear on the scene. Most banking is already possible through net banking and machines, like, ATMs. Banks themselves are under threat from digital currency.

    So, education is no more about the joy of learning and expanding one’s horizon. No wonder, the scientific temper is missing among a large number of the citizens.

    India’s weakness in knowledge generation is linked to the low priority given to education and R&D. Learning is based substantially on `rote learning’ which does not enable absorption of knowledge and its further development. Dogmas, misconceptions and irrationalities rule the minds of many and they are easily misled. This is politically, socially and economically a recipe for persisting backwardness.

    In spite of policy initiatives regarding education, like, the national education policy in 1968 and 1986, there is deterioration. This is because the milieu of education is all wrong. Policy is in the hands of bureaucrats, politicians or academics with bureaucratized mindsets. So, policies are mechanically framed. Like the idea that ’standards can be achieved via standardization’.

    Learning requires democratization. So, institutions need to be freed from the present feudal and bureaucratic control. Presently, institutions treat dissent as a malaise to be eliminated rather than celebrated. Courses are sought to be copied from foreign universities. JNU is told to be like Harvard or Cambridge. This is a contradiction in terms; originality cannot be copied. Courses copied from abroad tend to be based on the societal conditions there and not Indian conditions. Gandhi had said that the Indian education system is alienating and for many it still is.

    The best minds mostly go abroad and even if they return, they bring with them an alien framework not suited to India. So, as a society, we need to value ideas, prioritize education and R&D and generate socially relevant knowledge.

    The growth at any cost strategy has been at the expense of the workers and the environment. This has narrowed the base of growth and led to instability in society — politically, socially and economically.

    India is a diverse society and the Indian economy is more complex than any other in the world. This has posed serious challenges to development in the last 75 years but undeniably things are not what they were. The big mistake has been to choose trickle-down policies that have not delivered to a vast number of people who live in uncivilized conditions. Poverty has changed its form and the elite imply that the poor should be grateful for what they have got. They should not focus on growing inequality, especially after 1991, when globalization entered the marketization phase which marginalizes the marginals.

    The growth at any cost strategy has been at the expense of the workers and the environment. This has narrowed the base of growth and led to instability in society — politically, socially and economically. The situation has been aggravated by the recent policy mistakes — demonetization, flawed GST and sudden lockdown. The current war in Ukraine is likely to lead to a new global order which will add to the challenges. The answer to ’why does the obvious not happen’ in India is not just economic but societal. Unless that challenge is met, portents are not bright for India at 75.

    Introduction

    Dubai is a small city-state in the United Arab Emirates (henceforth UAE), which is renowned internationally for being a logistics hub. With hydrocarbon revenues accounting for less than 1% of its GDP, it is the most diversified sheikhdom in the region. Dubai’s development model is considered ideal and is being followed by other Gulf countries in the region. Dubai’s development approach was inspired by the Singaporean development model. Singapore developed by welcoming foreign firms to set up shop for export-oriented manufacturing and thus used its entrepot status to its advantage. The emirate followed a similar approach to development because it was historically an entrepot and housed merchants but not entrepreneurs. Thus, it followed the Singaporean model by opening its borders to foreign firms and sought to diversify its economy by building on its entrepot characteristics. However, the outcome of this approach has been different vis-à-vis Dubai and Singapore in terms of sectoral diversification which is interesting. This paper conducts a qualitative study that reviews literature about their development policies and follows the most similar systems design to explain the outcome in sectoral diversification based on the differences in inputs of their development policies. The study finds that domestic wage policies and initiatives to encourage technologically advanced firms to relocate were key factors that encouraged a service-oriented diversification of Dubai’s economy.

    While the author appreciates that Singapore developed without the support from hydrocarbon revenues that Dubai was privileged with, this study questions why Dubai, an emirate blessed with the resources and capability to direct its development narrative, witnessed a different outcome in its diversification experience. This research provides insight into two cases of late development which is not often discussed by late development theorists. This study has the potential to further encourage economic historians and development practitioners in this region’s context to think about how development approaches are affected by factors like history, geographic location, and political conditions. The paper uses primary data sources such as government publications and newspaper reports, and secondary sources such as scholarly work for this study. Following this, the methodology of the study is addressed, after key factors of Singapore’s development are highlighted, then literature regarding Dubai’s development is reviewed, and then the discussion is presented followed by the conclusion.
